Core Purpose of the Job

• Drive and direct the strategy, design, planning of MTNN’s radio (2G, 3G, 4G) coverage, quality and capacity in order to achieve a cost effective network design and provide adequate radio network capacity, good grade/ level of service and good overall network quality to enable higher revenue generation and excellent customer experience.
• Ensure planning vendors carry out the tasks set out in the contracts to consistently achieve Quality of Service KPI’s

Job Summary

• Review business plan assumptions for MTNN to define and develop the short, medium and long term business and operations requirement for Radio Base Station network coverage, capacity and quality.
• Forecast future network growth based on Marketing Unit’s estimated subscriber growth and ensures the radio network is designed in a cost effective way to achieve NWG’s 366 or other guiding rollout strategy as determined by Network Group top management.
• Define network technology, infrastructure and capacity management systems and planning tools required for higher accuracy and continuous improvement in radio network planning and rollout program management.
• Produce and manage annual OPEX and CAPEX budget plan for Radio Frequency (RF) planning.
• Ensure that detailed radio network plan is in line with the design strategy, consistent with Marketing Unit’s coverage requirements, and directly supports MTNN’s drive to stay ahead of competitors in all strategic areas.
• Provide accurate radio network rollout progress and impact information for updates to Marketing, Sales, Coverage Steering Committee and Executive Committee as required.
• Ensure that MTN Nigeria’s radio network design and optimization strategy is in line with European Telecommunications Standards Institute’s (ETSI) standards for GSM network design.
• Ensure that MTNN’s BSS network planning and rollout incorporates performance improvement objectives determined in the course of network optimization or as stipulated in the Business plan for quality and grade of service.
• Manage the implementation and actualization of infrastructure sharing and other rollout cost reduction initiatives.
• Define methods and authorize access levels and privileges on network planning tools and planning support systems.
• Ensure that the BSS network is designed to ensure technology evolution capability.
• Direct deployment, track and enhance radio network traffic handling capability, in order to enhance network efficiency and revenue generation capability.
• Identify, evaluate and track the development needs and performance of team members, providing opportunities for staff to build on the company’s investment in their training and improve productivity.
• Ensure adequate proactive monitoring, analysis and tuning of network is being done by manages services Vendors as at when due.
• Maintain up to date knowledge of competitor quality, capacity and performance.

Education

• A first degree in  Electrical/Electronic or related discipline
• Masters advantageous

Experience:

• Minimum of 8 years working experience.
• Manager track record of 3 years or more; with at least 3 years in relevant sector/ industry
• Worked across diverse cultures and geographies advantageous
• Minimum of six (6) years’ experience on radio network planning and optimization in dynamic telecoms operator environment.
• Experience dealing with vendors/suppliers on technical and commercial issues
• Extensive experience on 2G, 3G Radio Network Planning & rollout program management.
• Experience in coverage area planning, radio capacity dimensioning, statistical analysis and reporting
