    Supply Chain Management (SCM) Manager

    Department: Global Fund Malaria Program
    Position Band: D - 2
    Reports to: Zonal Team Lead
    Supervises: State-Leve SCM Specialists (4-6)

    Context
    CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $290 million in Global Fund resources to implement programs in 27 countries. In Nigeria, CRS is a sub-recipient (SR) on the Global Fund HIV and Malaria grants and will assume the role of principal recipient (PR) for the Global Fund Malaria grant starting January 2017. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to coordinate the 2017 long lasting insecticide treated nets (LLIN) mass campaigns in 7 states.  CRS will also manage and oversee SRs to deliver a range of malaria treatment and prevention services at the state level.

    Job Summary

    • The SCM Director will coordinate with relevant entities within relevant State Ministries of Health (SMoH), SRs, and service providers along the supply chain, oversee all activities within the states covered by the zonal hub related to the procurement and supply management of health products, and ensure compliance to Global Fund requirements.
    • S/he will provide overall guidance and technical support to the implementation of the LLIN mass distribution campaign in relevant states.

    Specific Job Responsibilities
    Coordination:

    • Build and maintain productive relationships with State authorities, including the State Ministry of Health (SMoH), Logistics Management Coordination Unit (LMCU), State Medical Stores, SRs as well as technical and financial partners involved in the supply chain
    • Represent CRS at relevant technical meetings and coordination forums
    • In collaboration with the SMoH and its technical and financial partners, ensure all SCM strengthening activities are well coordinated and implemented systematically, with a focus on specific needs for the Global Fund program

    Forecasting and Supply Planning:

    • Serve as a technical lead for the micro planning for malaria resources and activities
    • Liaise with the relevant entities in the SMoHs to maintain an up-to-date planning vs implementation status for all pharmaceutical and health products, as well as an inventory of all health equipment purchased with the Global Fund resources
    • Review and analyze quarterly consumption and quantification reports for the states covered by the zonal hub; identify and proactively manage any potential issues

    Monitoring and Reporting:

    • Conduct regular monitoring and performance review of the receipt, storage, maintenance, dispatch and distribution of health products and medical equipment at state and local level; collaboratively apply qualitative improvements as needed
    • Review and analyze national health products stock and consumption reports from decentralized health facilities and regions for malaria on a quarterly basis and provide technical feedback to both the SMoH and SRs for the continuous improvements of the supply chain
    • Support ongoing efforts to improve the Logistic Management Information System (LMIS); ensure State LMCUs provide relevant, timely and accurate information on inventory management
    • Support improvements for accurate stock management and reporting as well as their use for better planning and rational use of health products
    • Establish logistics systems and procedures for the 2017 LLIN mass distribution campaign, as well as the LLIN routine distribution, from their quantification and procurement all the way to their distribution and timely reporting
    • Review reports received from the Global Fund’s SCM service provider and LMIS reports, reconciling programmatic data at the zonal hub level with supply and consumption data

    Quality Assurance and Quality Control:

    • Work with relevant actors to arrange for samples of health products to be sent for quality control at different points along the supply chain

    Human Resources:

    • Conduct periodic reviews of staff performance in keeping with CRS’ performance management system, and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork
    • With the program team, support the identification of performance gaps and training needs of partner SCM staff and ensure the design and delivery of high quality training and technical assistance to SRs and States

    Key Working Relationships:

    • Internal: Global Fund Malaria Program Team, Deputy Country Representative, Country Representative, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Global SCM/PSM specialists’ Community of Practice
    • External: SMoH and partner health facility staff, National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (MoH), NMEP’s third party logistics agents, Central Medical Store, National Products Supply Chain Management Program (NPSCMP), National Agency for Food and Drugs Administration and Control (NAFDAC), Technical and Financial Partners involved in Supply Chain Strengthening, LFA staff

    Qualifications and Skills

    • Pharmacist, or tertiary qualifications in Supply Chain or International Logistics, with demonstrated expertise in the management of health products
    • Minimum 7 years of experience in managing or providing technical support to procurement and supply chain management of health products
    • Demonstrated experience in supply chain strengthening activities
    • Proven experience working closely with State Ministries of Health
    • Prior experience with Global Fund projects, preferably with Malaria programs
    • Familiarity with local logistical operations in the country such as distribution, inventory management and warehousing operations
    • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams
    • Strong skills, initiative, and motivation, with a commitment to work in groups
    • Public relations skills and ability to work well both within a team and independently
    • Professional proficiency in English oral and written communication skills
    • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook
    • Willingness and ability to travel in-country (sometimes on short notice) up to 40% and out of the country up to 10%
