    DRC/DDG Monitoring and Evaluation Manager

    Position Overall Objectives
    The DRC-DDG M&E Advisor for Nigeria is responsible for coordinating, improving and implementing Monitoring & Evaluation (M&E) systems within DRC/DDG programme funded through EU Trust Fund. In addition, the position holder is responsible for M & E capacity building of national team.

    Reporting Lines
    The M&E Manager is responsible and accountable for designing, managing, monitoring, and advising on DRC/DDG M&E activities in northeastern Nigeria. The M&E Manager’s role is to ensure that DRC/DDG have a rigorous M&E system in place through which we are able to monitor progress, document lessons learned and adapt and improve programme design/implementation where needed. The M&E Manager reports to EU Programme Manager and the Country Director for Nigeria. The M&E Manager works in close collaboration with Regional M&E coordinator (based in Abidjan), the Global Risk Education Advisor and Global Armed Violence Reduction Representative, and liaises with other Managers (e.g livelihoods, armed violence reduction and mine action) and their teams. The M&E Manager supervises and line manages the M&E officers in Yola, Mubi and Maidguri.

    Responsibilities
    To achieve the position’s objectives the M&E Manager will perform the following tasks and responsibilities:

    • Provide technical support to field based M&E Monitors with a view to ensure coherence in data collection and analysis to support program development and quality.
    • Coordination and oversight of all aspects of the M&E processes from the development of an M&E framework for Nigeria to institutionalization of the same at field level. 
    • Oversee the process of needs assessments, baseline studies and impact assessments for Nigeria
    • Conduct periodic activity monitoring and site visits to the field to monitor data collection / implementation
    • Analyse the data gathered and write baseline and impact assessment reports
    • Capacity building through training, feedback, coaching of the M&E and programme staff in data collection, monitoring and analysis
    • Seek technical support from Global MRE Advisor and Global Armed Violence Reduction Representative for all components of needs assessments, baseline studies and impact assessments.
    • Enhance M&E capacity among staff to ensure accountability, facilitate planning and strengthen service delivery
    • Alongside Nigeria Country Director, EU PM and other managers, lead the development of M&E strategies, tools and ensuring coordination of the M&E teams input to the country strategy, proposals and reports.
    • Roll out of DRC-DDG’s new M&E Framework in Nigeria
    • Continuously improve and update data collection tools, so they can be used in the particular context
    • Review and implement DRC-DDG’s M&E and Impact Assessment Framework 
    • Provide technical support to programme staff during development of funding proposals particularly logframes and M&E frameworks and plans

    Develop an M&E System for DRC/DDG Nigeria

    • Develop and maintain an M&E system, to measure achievement and progress towards program goals and results, which easily can be used in reports.
    • Assure quality of data collection and data entry processes
    • Manage the various databases and summary sheets to oversee measurement of achievement and progress toward program goals and results through the M&E system.
    • Disseminate results in varied ways to enhance use in reports and in decision making

    Support continuous learning and knowledge management

    • Provide technical support to ensure that DRC/DDG is able to articulate and document relevant best practices and assess performance regularly against agreed program objectives and indicators.
    • Ensure successful roll out and sound management of databases and information systems in all program areas.
    • Assist in management of external evaluation processes from start to finish.

    Humanitarian Accountability Partnerships (HAP)

    • Support the development of an organisational culture that reflects DRC/DDG’s mandate and values as a humanitarian organisation.
    • Work with programme staff and senior management to promote accountability and transparency towards stakeholders and beneficiaries
    • Act as HAP focal point for Nigeria and together with senior management, ensure that the programme has functioning measures in place to receive and handle beneficiary complaints

    Required Qualifications

    • At least Master’s level degree in development studies, social policy or a related subject.
    • Minimum of three years’ experience in monitoring and evaluation of humanitarian and development programmes and strong understanding of M&E principles and processes, including database management, reporting etc.
    • Minimum of two years working in countries responding to humanitarian crises in monitoring and evaluation, or programme design.
    • Proven ability to negotiate through strong inter-personal skills and ability to synthesise different perspectives.
    • Experience of working with or providing support to partners and/or a partnership model of working.
    • Demonstrable experience in the nurturing of organisational learning in programmes.
    • Strong facilitation and training skills with diverse audiences of NGO practitioners
    • A strong understanding of the management of knowledge within NGOs or development organisations and an ability to link this to system development
    • Strong understanding of research methodologies and the nature of evidence which will influence key decision makers in the area.
    • Capacity to work in and manage a multidisciplinary team, and understand and communicate the importance of multidisciplinary activities.
    • A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
    • Experience of working in insecure environments and of security management; 
    • High degree of computer literacy;
    • Fluent English both written and spoken skills are essential. Strong Knowledge of French an advantage;
    • Willing to live in shared team house

    Conditions
    Availability: February 2016
    Duty station: Yola, Nigeria with frequent travel within the country
    Duration: 12 months with possibility of renewal, subject to performance
    Contract: Level A11
    This is a Non Family Duty post.
