    Supply Chain Officer

    Department: Health Systems Strengthening Unit
    Location: Ondo State
    Band: C-1
    Reports To: SPM- GF Malaria
    Supervisees: Partner health facilities.

    Job Summary

    Catholic Relief Services (CRS) shares the National Malaria Elimination Program’s (NMEP) vision for a malaria-free Nigeria and its goal to reduce the malaria burden to pre-elimination levels and bring malaria-related mortality to zero. CRS will partner with the NMEP as a sub-recipient on the Global Fund Malaria New Funding Model grant for Nigeria in Ondo and Ekiti states.
    CRS will support NMEP in the implementation of the following interventions:

    • Vector Control - distribution of LLINs.
    • Case management - diagnosis with Rapid Diagnostic Kits (RDTs, treatment with Artemisinin Combination Therapy (ACTs); treatment for severe malaria with injectable Artesunate.
    • Specific Prevention Interventions (SPI) - Intermittent Preventive Therapy in Pregnancy (IPTp).
    • Procurement and Supply Chain Management.
    • Health Information Systems and M&E.
    • Program Management.

    Job Responsibilities

    • Serve as a link between CRS and NMEP, SMoH, NMEP’s third party logistics agents and the State CMS to ensure the supply of commodities to health facilities is seamless.
    • Develop and/or adapt suitable training guides and protocols to facilitate capacity building at the partner health facilities.
    • Work with partner health facilities to implement pharmacy related improvements and recommendations identified during assessments.
    • Participate in site assessment visits and contribute actively to the development of plans and other management activities of the CRS GF Malaria team.
    • Serve as a link between CRS and NMEP, SMoH, NMEP’s third party logistics agents and the State CMS to ensure the supply of commodities to health facilities is seamless.
    • Provide technical assistance and strengthen the capacity of health facility personnel and Community Oriented Resource Persons (CORPs) as appropriate in the management of malaria commodity supply, distribution in the assigned states
    • Support partner health facilities in forecasting and quantification of malaria commodities and the submission of their bi-monthly LMIS reports by collecting, synthesizing and transmitting data & information related to pharmaceuticals utilization at the partner facilities as an input into forecasting future needs for CRS and NMEP.
    • Write and submit monthly and quarterly reports to the SPM and Technical Managers; and as the need arises
    • Conduct physical inventory of malaria commodities in the partner facilities on monthly basis and sends report to the SPM & TMs accordingly.
    • In collaboration with NMEP’s State Logistics Officer, ensure that delivery of health products from the State Central Medical Stores to CRS’ partner facilities is well coordinated to ensure appropriate and timely refill of facility commodities requirements based on bi-monthly facility stock reports submitted by facilities.
    • Represent CRS at all national and state level PSM meetings and PSM technical working groups.
    • Other duties as assigned.

    Key working relationships:

    • Internal: GF Coordinator/Head of Unit, Health Systems Strengthening program and finance team members, Head of Programming and CRS Finance and Administration Staff.
    • External: NMEP logistics staff, assigned GF/NFM partner health facility staff, staff of the LFA, State Ministries of Health (SMOH), NMEP’s third party logistics agents, SMoH, other staff of the Government of Nigeria.
    • Physical Requirements/Environment: Ability to travel frequently to the project sites in Ondo and Ekiti states.

    Qualifications

    • Bachelor's degree in a health-related discipline, logistics management, business administration or any other related degree from a recognized university, B. Pharm preferred.
    • Minimum 5 years of experience in providing technical and managerial services in pharmaceutical supplies logistics
    • Specific experience in malaria is strongly desired.
    • Ability to form relationships and work closely with national and state level health authorities and partners.
    • Demonstrated ability to monitor, supervise, and provide support to health facilities in supply chain activities.
    • Familiarity with local logistical operations in the country such as distribution, inventory management and warehousing operations
    • Demonstrable ability to provide training in rational use of medicines, inventory management and issues relating to drug supply management
    • Ability to work both in a team and independently and, ability to transfer knowledge through formal and informal training.
    • Experience with, and a demonstrated commitment to, community-based approach to development.
    • Ability to interface with multiple stakeholders, representatives, and partners in a professional manner on an ongoing basis.
    • Excellent analytical and information seeking skills, good decision-making skills.
    • Willingness and ability to travel regularly and on short notices.
    • Excellent English language oral and written communication skills.
    • Proficiency in MS Office suite, including Word, Excel and Outlook.
