    Purpose of the Assignment: Long term consultant to support TB REACH program

    The project is aligned with the UN’s Every Woman Every Child global strategy and will help to drive progress towards reaching targets within Sustainable Development Goals 3 and 5. With support from TB Reach, Plan International Nigeria is partnering with the Sokoto State Tuberculosis and Leprosy Control Programme (STBLCP) and National Tuberculosis and Leprosy Control Program (NTBLCP) to achieve the following three objectives:

     

    1. Improved participation in decision making and accountability platforms for women and adolescent girls.
    2. Improved access to TB prevention, detection and treatment services, especially for women and girls; and
    3. Increased quantity and quality of gender-responsive TB case management services.

     

    The project will achieve these outcomes by leveraging a three-pronged approach that focuses on facilitating an environment which favors women’s and girls’ empowerment, increased male engagement on gender equality, and strengthening of community systems and linkages to the larger health system for lasting change in working to close the equity gap. The project aims to empower women with Tuberculosis knowledge, increase their participation in TB outreach activities, their voice in health decisions, and increase women’s share of the local economy.

     

    Since 2016 Plan International in Nigeria has been implementing a Global Affairs Canada (GAC)-financed project called Strengthening Health Outcomes for Women and Children (SHOW) where a total of 2440 female CBHVs have been trained to deliver SRHR information, counselling, and referral services to women, adolescent girls, men, boys and children.

     

    In the area of male engagement learnings from the SHOW project will be used to in order to continue work with men and boys using the Father Club methodology to address negative masculinities and champion positive masculinities. The project will work with the state TB programme to expand the number of TB treatment sites and the quality of TB case management. 

     

    The project will leverage the community HMIS and E TB manager to provide sex-disaggregated evidence for local community decision making on TB management while strengthening horizontal and vertical accountabilities. The project will elevate the conversations on TB at community and state levels while ensuring women and girls participation and work to engage the budget process for more sustained funding for TB programming by the state. Using an implementation science approach, the project will provide a scalable model for integration of TB into the numerous MNCH programs across the country.

    In line with this, Plan International Nigeria through the project wish to secure the services of a long-term consultant to provide technical services covering Tuberculosis programming and Monitoring and Evaluation.

    The purpose of the assignment is to support the TB REACH project deliver on its commitments and targets contained within the work plan and performance management framework. The
    consultant is expected to provide technical advice that will strengthen the quality of TB programming including monitoring and operational research on the project. The Consultant will
    provide technical support and leadership in ensuring that the data collection mechanism (including data collection tools and process) is fully functional throughout the period of project
    implementation.
    3. Assignment Objectives and Expected Deliverables
    The assignment objectives and expected deliverables for the consultant are:
    a. Work planning and implementation

    • Provide technical inputs into the review and implementation of concept notes.
    • Contribute to the review and implementation of the project TB case finding algorithm.
    • Contribute to the development of monthly and quarterly plans.
    • Lead on the training of health and community health workers on TB case management
    • Support the development and implementation of the sputum transport system in collaboration with the STBLCP, NURTW and other stakeholders.
    • Advise and support the development and implementation of the supervisory process for health workers and community structures in partnership with STBLCP and local
    • partners.
    • Work closely with VLSA coordinator to consider gender equality issues in the conceptualization of ideas and strategies to achieve project outcomes.

    b. Monitoring and evaluation
    Provide technical support to the baseline process and operational research.
    Lead on the review and implementation of the monitoring framework.
    Provide monthly data analysis including TB Case finding numbers and make recommendations for improvements to achieve targets within the performance
    management framework.

    c. Partnership and coordination
    Work with the Project VSLA coordinator to represent the Project at state and national engagements such as meetings, conferences e.t.c.
    Support the implementation of monthly and quarterly stakeholder meetings.
    Provide technical advice to, and work with the NTBLCP, STBLCP and local partners.

    Reporting
    The consultant will report directly to the VSLA and GE project coordinator with dotted lines to the Head of Health programmes. The position will also be supported by Plan International
    Canada advisor.
    4. Assignment Timeframe and Key Milestones
    The consultancy will be for a period of 12 months.
    A total of 15 workings is expected per month to deliver on the tasks.

    It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan
    International Nigeria, any information obtained in the course of the performance of the Contract.
    Information will be made available for the consultants on a needtoknow basis. Any necessary field visits must be budgeted for in your proposal. Plan International Nigeria staff under the
    coordination of the National Program Manager will support the consultant in facilitating all necessary engagements required by the Consultant. The selected consultant will commit to
    respect Plan International’s Child Protection Policy to prevent any harm from participating children and youth.
    ANTI - CORRUPTION
    The Consultant and partners declare and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has been
    or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.
    The Consultant declares and guarantees that neither Consultant, nor partners or associates, temporary nor permanent, would be involved in the implementation of this agreement:
    a) Have been convicted during a period of three (3) years prior to the submission of their proposals for this project, by a court of law in Nigeria or in any other
    jurisdiction for an offence involving bribery or corruption
    b) Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organization or a development organization providing
    development assistance

    The Consultant or partners declares and guarantees that the funds provided by Plan International Nigeria for the service shall not be knowingly be used to benefit terrorist
    groups as defined in the criminal code of Nigeria or individual members of those groups or for terrorist activities either directly or indirectly
