    Project Background

    Rationale for the Project

    Northern Nigeria has experienced eight years of violent conflict, which has resulted in deepening of the humanitarian crisis. In addition to the 14 million people in need of humanitarian assistance of which more than 50 percent are children, there are large numbers of unaccompanied and separated children among the IDPs exposed to an environment of sexual and gender-based violence (GBV). Families and communities have shifted and many unconventional households now exist which are headed by women, children or older people. Borno State has 4.4 million people in urgent need of humanitarian assistance according to HNO 2017 and also has one of the largest number of returnees of 511,591 people. In Borno, the majority of returnees have returned home in search of better livelihood opportunities and the state has the highest number of IDP 78% (1,373,564) out of 92% of total IDPs (IOM DTM XVIII, August 2017). In Borno, 54% of IDPs live in host communities while 46% live in camps. Food continues to be the main unmet need in IDP settlements and it has steadily been on the increase, now reaching 72% as of August 2017. The other main unmet needs are shelter (8%) and NFIs (12%) (August 2017). For the returnees in Borno State, the shelters of 76% (55,831) have not been damaged, whereas 20% (23,355) are returning to partially damaged shelters, and 4% (4,992) are living in makeshift shelter.

    The project will carry out PHAST/CHAST TRAINING in Borno/Yobe states, Gubio & Mobbar

    PURPOSE AND OBJECTIVES OF THE STUDY    

    Purpose for the study

    Basically to build staff’s strength and capacity in enhancing proper project implementation.

    The PHAST methodology will be focused in adults and CHAST methodology will be targeted to the children with support of WASH COMs. The WASH COMS members will be involved in conducting session and follow up.  PHAST empowers the communities to improve their water, sanitation and hygiene situation through participatory activities and to carry out their own plans to improve their situation.  CLTS and PHAST together result in more positive change than CLTS alone, as witnessed across various global programs implemented by Action Against Hunger. PHAST offers an opportunity of improving latrine facilities thus moving up the sanitation ladder, improving hygiene practices and gives a range of technical options to suit the context. This brings in ownership and empowers communities to continuously improve their environmental living conditions. As such, a PHAST ToT will be conducted and cascaded down to the community. To improve the hygiene practices in schools, Action Against Hunger together with WASH COM will form school hygiene clubs with a combination of teachers and pupils. This club will be trained on CHAST methodology to cascade the session to the children. At the end of all sessions, a School action plan will be developed and followed by WASH COMs.

    Objectives of the training

    Increased sustainable use of gender sensitive WASH services and on time emergency response for conflict affected populations in Northeast Nigeria, especially women and girls.

     Qualification Criteria

    QUALIFICATIONS AND EXPERIENCE

    • Masters qualification in discipline related to, sociology, Public health, Environmental health, and other WASH related courses or commensurate work experience in lieu of graduate qualification.
    • International experience or Nigerian experience (at least 3 years) in Public health, Environmental health, and other WASH related courses within the framework of water sanitation WASH programming.
    • Experience in carrying out at least two related studies with atleast one as the lead consultant.
    • Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative approach.
    • Extensive experience in data management and analysis, including data collection tools design, database design and management and data quality checks.
    • Sound and mature understanding of rights-based approaches to development and participatory concepts and practical experience in similar context.
    • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties with tact and diplomacy. 
    • Ability to communicate efficiently (oral and written). 
    • The ability to work closely in a team, to be patient, adaptable, flexible and able to improvise and work in an environment that is often stressful and potentially volatile.
    • Willingness to travel in difficult circumstances.
    • Excellent command of the English language.
    • Understanding of the social and economic context of the North Eastern Nigeria is an added advantage

    Qualified and interested parties or candidates are asked to submit the following;

    • Letter of interest in submission of the Proposal and CV of the consultant;
    • A detailed technical proposal clearly demonstrating a thorough understanding of this ToR and including but not limited to the following;
    • Consultant/Company Profile and legal documentation;
    • Description of the Methodology and Sample Size Determination
    • Demonstrated previous experience in similar assignments and qualifications outlined in this ToR;
    •  Proposed data management plan (collection, processing and analysis);
    •  Proposed timeframe detailing activities and a work plan;
    •  Team composition and level of effort of each proposed team member (include CVs of each team member);
    • A financial proposal with a detailed breakdown of costs for the study quoted in euros;
    • Date of availability;
    • Work plan if different from the one proposed in this ToR;
    • Terms of payment if different from the one proposed in this ToR;
    • Currency of payment.
