    Consultant (IBM/Rural Solar Power Expert (Assessment Advisor)

    Context
    Under the supervision of the IBM Senior Program Manager, the successful candidate will work as a SPS consultant on the IOM project portfolios “Strengthening the Capacity of the Nigeria Immigration Service to Counter Irregular Migration from Nigeria” and “Building Border Management Capacity of the Nigerian Immigration Service By Strengthening the Migration Information Data System in Nigeria which is funded by the Norwegian Ministry of Justice and Public Security, the Government of the Federal Republic of Germany.

    Through IOM managed actions to-date,the Migration Information Data Analysis System (MIDAS) has been installed at Eighteen(18) border crossings around the country with funding from the European Union, Japan Ministry of Foreign Affairs, German Federal Foreign Office and German Cooperation,Government of Denmark and Swiss Confederation.

    Thirteen (13)of these sites are supported by Solar Power Systems(SPS).IOM in collaboration with NIS will equip one Border Control Post with Solar Power Systems and carry out upgrades and corrective work on one BCP previously installed with Solar Power System. The main objective of this contract is to engage the services of a Rural Solar Power Expert (Assessment Advisor) to assess specific needs and provide detailed specifications for the provision of solar power systems.

    Core Functions / Responsibilities

    • Participate in on-site field assessments at three (3) NIS State Command as part of a team led by IOM Nigeria and Nigeria Immigration Service. The Consultant will assess the specific needs for each site to provide adequate solar electric power for new computer systems to be installed at the locations. The computer systems set up will be designed for maximum power efficiency and will be minimalist in nature. The following technical issues will be among those addressed:
      • Site orientation and recommendation on best kind, number and placement of solar panels, inverters and battery systems, and wiring appendages;
      • Power interface issues with other electrical power sources, ensuring their best integration with the solar sources while ensuring full solar capacity to the data systems in the event of failure of alternate supplies;
      • Appropriate considerations on the operation of the systems throughout the year, considering specially extended rainy season performance issues;
      • Other technical details that may be required to ensure the most appropriate sustainable and fully effective solar power systems at these sites.
    • Participate in an in-depth discussion with IOM Immigration and Border Management Unit team at IOM Abuja and contribute to the report preparation of the assessment of sites visited
    • Support the tender publication process for the supply of solar equipment for installation at the selected sites and participate in bids evaluation process with IOM project management and procurement team.
    • Assist IOM in assessing Solar Power installation materials received from vendor to ascertain adherence or deviation to required specification and in providing any further technical clarifications with the selected vendor.
    • Directly manage the installation of the SPS at the selected sites
    • Carry out a comprehensive assessment of the SPS at BCPs with previous installations and test installed inverter systems including the batteries and other accessories and advice accordingly. Develop an SOP on the active maintenance of the SPS for optimal performance. Carry out maintenance work whenever such is requested.
    • Provide a comprehensive report to IOM on the assessment carried out for the whole SPS design and for each of the sites assessed.
    • Participate in an in-depth discussion of the final report to the IOM Immigration and Border Management Unit team at IOM Abuja
    • Perform other duties as may be assigned.

    Methodology
    The following methodological approach is proposed at a minimum, and is to be further refined by the respective Consultant in the methodology section:

    • General situation analysis and needs assessment;
    • An analysis of structures and potential participation in the NRM. The participation analysis should cover all actors with a direct or indirect influence on the NRM structure.

    Tangible and Measurable Output of the Work Assignment:

    • Interim report based on Task #1
    • Interim specific site reports as work progresses, based on Task #2
    • Detailed technical specifications for service contracts to maintain the systems based on Task #3
    • Detailed technical specifications for IOM's subsequent bidor tender procurement of the equipment based on Task #3
    • Detailed site reports with full technical specifications and equipment recommendations for each site (BCPs and any other project involving SPS installation in IBM), and other pertinent information onkey issues for solar installation and use based on Tasks #4 and #6
    • Provision of a final report synthesizing all site information into a cogent overview of integrity, functionality and efficiency of IOM's SPS designs and installations, and inclusion of specific recommendations with technical detailing, based on Task #5,#6 and #7.

    Required Qualifications and Experience

    • A Postgraduate Degree in Solar Energy Technology, Electricals, Physics, or related field from accredited academic institution
    • Minimum Six years experience with solar energy infrastructure, electrical systems and solar panels installations
    • Demonstrated experience in building codes and complete installations in conformity with them
    • Excellent customer service skills
    • Great ability to wire equipment into the power grid
    • Extensive knowledge on proper mount installation
    • Computer literacy including, proficiency in MS Office applications
    • Excellent social and inter-cultural skills
    • Ability to work with colleagues from varied cultures and professional backgrounds
    • Ability to analyze and interpret source information and data. Analytical thinker and an eye for details. Personal commitment, efficiency, empathy, flexibility, drive for results, respect for diversity, creative thinking, and organized.

    Languages:

    • Fluency in English; knowledge of French advantageous
