    Project Manager

    Global Affairs Canada’s international development mission is to lead Canada’s international effort in poverty alleviation and humanitarian assistance in line. Canada’s development program in Nigeria is primarily focused in the sectors of reproductive, maternal, newborn, child and adolescent health (RMNCAH)/Human Dignity and Sustainable Economic Growth (SEG)/Growth that Works for Everyone.

    GAC (Global Affairs Canada) requires the services of an Entrepreneurship & Economic Empowerment Advisor to provide expert analysis and advice on Entrepreneurship and Economic Empowerment related issues, trends and practices in Nigeria as they relate to Canada’s development programme. The advisor will also support the implementation and monitoring of existing projects and the planning and design of any future Canadian development projects.

    Experience required

    Education

    Post-graduate degree, such as a Masters, from an accredited, recognized institution in a relevant discipline such as business, economics, international development, or a related field.

    Experience

    • Minimum of 8 years of relevant experience working on economic issues in international development, at least 5 years of which should be in Nigeria.
    • Minimum of 4 years of experience in development programming focused on innovation and creating better enabling business environments for women and youth, preferably working with the private sector, philanthropic institutions, and/or social enterprises.
    • Prior experience with donor funding and donor approaches to integrating gender equality considerations into women’s economic empowerment (WEE) and entrepreneurship.
    • Knowledge of how gender equality and women’s interests are represented and promoted in Nigeria’s federal, state and local governments including gender related strategies, plans and flagship programs.

    Asset

    • Demonstrated experience designing entrepreneurship or economic empowerment programs
    • Extensive contacts/network in sector
    • Knowledge of innovative finance
    • Demonstrated experience of 5 years or more providing advice, including drafting briefing notes, sectoral analyses, and monitoring and assessment reports for senior decision makers in donor agencies, government or civil society organizations or the private sector. Samples of work to be supplied upon request.

    Responsibilities
    1.       Desk Review (8 days)

    • Meet with the team and read background documentation on the Nigeria Development
    • Program, past/current projects, and direction for future programming;
    • Read Canadian policies, priorities and supporting documents on gender equality, economic growth, innovation, blended finance, and other relevant topics;
    • Develop a strong understanding of the Nigeria Development Program, relevant policies and priorities of the Government of Canada, and how programming and program planning works in this context;
    • Read relevant Nigerian policies, programs, and priorities and analyse how these could align with future programming
    • Assessment of the gaps and needs of women and youth for inclusive growth in Nigeria (work with GE advisor Caroline Enye) 
    • Deliverables:  1) An overview of the context and an analysis of the needs of Nigerian women in the area of inclusive economic growth

    2.       Mapping analysis (25 days)

    • Mapping of key non-profit actors (NGOs, philanthropic organizations, networks, or other) working on economic empowerment for women and youth, particularly in partnership with the private sector;
    • Mapping of private sector actors that seek both profit and social impact (companies, angel investors, banks, MFIs, start-up companies, accelerators, or other); and
    • Identify innovative initiatives/projects that work with the private sector to support entrepreneurship and/or employment of women and youth. 
    • Deliverables:  Mapping analysis of key NGO and private sector actors, initiatives/projects, and identify strong potential partners
    • Recommendations Report (7 days)
    • Using the analysis from the desk review and the mapping exercise, conduct an overall analysis which includes the following:

    Recommendations 

    • Where Canada can have a programming niche
    • Suggested sectors/subject areas/regions of work
    • Strong potential partners (private sector, NGO, other donors, philanthropic, other)

    Risk analysis

    • What are the risks in pursuing these recommendations?
    • How to mitigate these risks
    • Deliverables:  Final report and briefings to GAC on the findings.                       

    4.       Support Program Design and Planning (10 days)

    • Undertake research, diagnoses, assessments and information gathering, related to project/program design;
    • Participate in any meetings or field missions to plan and carry out project/program design and planning;
    • Participate in consultations with stakeholders, including planning and facilitating multi-stakeholder consultations, and advise on participatory approaches in the planning process;
    • Provide analyses and comments on documents produced by partners and other stakeholders;
    • Prepare oral reports, written reports, briefing notes and talking points on specific issues related to the design and planning of GAC projects and programs; and
    • Assist in drafting request or calls for proposals as needed.

    Deliverables:  As listed.

    Expected due dates

    Desk Review:  Early August

    Mapping Analysis: by mid- September

    Recommendations Report: By the end of September

    Support for Program Design and Planning: As needed through contract (August - December)
