    Supply Chain Manager

    Overview

    • Under the oversight of the MSH Director Supply Chain, the Supply Chain Manager will, on behalf of MSH and The Global Fund:
      • Effectively manage and deliver the Supply Chain transformation program in Nigeria: direct the projects portfolio, supply chain and cost reduction initiatives that constitute the transformation program. This includes leading the prioritization, budgeting, resourcing and performance tracking for all key in-country supply chain projects.
      • Ensures projects are properly resourced and managed and stay on track to achieve deliverables. Develop and maintain execution along with the stated Global Fund Grants’ objectives.
      • Coordinate with our donor partners in Nigeria to ensure that our objectives and activities are aligned with theirs (donor objectives) and collaboration and synergies are identified and realised during the delivery of the supply chain transformation program.
      • Act as the focal point for all PRs in country on matters relating to warehousing and distribution; with more specific to the Chemonics contract and related processes.
    • Monitor and report on the warehousing and distribution services, provided by the 4PL (currently Chemonics) and 3PLs, to ensure that customer service and costs are optimized, and long-term sustainability is achieved through capacity development of relevant government organizations.

    Specific Responsibilities
    Under the direction of the Director Supply Chain, and within the context  of guiding principles for in-country Supply Chains, expertise in relevant supply chain and the agreed supply chain transformation plan, the Supply Chain Manager will:

    • Identify and address operational issues affecting the execution and delivery of the supply chain transformation plan in Nigeria.
    • Support and oversee Data Management and Reporting related activities (including the Nigeria Health Logistics Management Information System (NHLMIS), facility level commodity orders, integrated distribution information and the National Integrated Specimen Referral Network (NISRN) among others).
    • Provide solutions and advice on issues affecting supply chain program deliverables, specific Supply Chain technical areas, technical and cross-cutting initiatives, using knowledge and applicability of internal and external leading practices commensurate with country’s operating environments. This can include but not limited to collaboration with partners to monitor the activities of State Logistics Management Coordinating Units (LMCUs) and Data management services.
    • Identify critical issues and decisions to be made and potential consequences in cost and Supply Chain performance to all the relevant stakeholders.
    • Propose, design and support implementation and transition of Supply Chain improvements and innovations with in-country resources and Country Team.
    • Obtain, aggregate and analyse supply chain data and processes to identify, quantify and support potential Supply Chain strengthening investments and related initiatives. Identify trends and issues. Communicate conclusions to Global Fund through MSH.
    • As necessary, undertake operational research activities in support of Supply Chain transformation program being pursued by the Global Fund in Nigeria.
    • Work in a complementary and collaborative fashion with the pool of Principal Recipients, Federal Ministry of Health and Donor partners.
    • Monitor the performance of service provider(s) of warehousing and distribution against agreed KPIs and standards. Resolve operational issues and formulate sustainable solutions for implementation.
    • Validate the services and activities, related to warehouse operations and distribution (both long haul and last mile), provided every month and, together with PRs, sign-off for payments to be made.
    • Together with PRs, 4PL and 3PLs, look for opportunities to improve performance (against agreed KPIs) and reduce the costs of supply chain operations. Coordinates all performance related matters from PRs and derives consensus before engaging with 4PL and 3PLs to find and exploit improvement opportunities.
    • Develop and start implementation of a capacity building program for key government institutions and people (especially the National Products Supply Chain Management Program), in contract management. This is in preparation for transition to a government managed public health supply chain in Nigeria.

    Qualifications and Experience

    • Bachelor's degree in Pharmacy + Post-Graduate qualification in Logistics/ Supply Chain.
    • Formal training in Supply Chain Management and Project Management
    • A minimum of 10 years’ experience of end-to-end Supply Chain principles, practices and processes, including at least 5 years operational Supply Chain experience – for example with a private sector 3PL and 4PL organization, a functional role within an international industrial corporation, within a leading consulting organization, or a credible provider of technical assistance
    • In-depth knowledge and credible expert experience of one or more elements of Supply Chain Management including:
      • Demand management and forecasting
      • Inventory control and replenishment management
      • Distribution network design
      • Transport modes and operations. Vehicle and resource scheduling
      • Logistics Management Information Systems (LMIS)
      • Performance management, Key Performance Indicators (KPIs) and Service Level Agreements (SLAs)
      • Outsourcing and the management of logistics service providers (3 and 4 PLs) and/or PPP-type arrangements
      • Economic and supply chain cost/benefit analysis for example around make/buy decisions
      • Warehousing methods including Warehouse Management Systems (WMS)
      • Experience in Public Health Supply Chains (systems, stakeholders and networks) in developing countries, especially Africa.
      • Experience of working effectively within a matrix management/ project management environment
      • Experience as operating as a technical advisor/ consultant
      • Experience in managing complex situations, issues at country, regional or international level
      • Operational Supply Chain experience gained with a leading practice organization
      • Knowledge and experience of the Pharmaceutical Sector
      • Experience managing contracts
      • Membership of a recognized professional supply chain organization like APICS, CIPS.
