    Technical Advisor - MEAL (HIV Care and Support) - FASTER Nigeria

    Project Background

    • FASTER (Faith-based Action for Scaling up Testing and Treatment for the Epidemic Response) project is designed as a new component of the global FOCUS (Faith-based Organization Capacity Strengthening for Universal HIV Services) project
    • Funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the Centers for Disease Control and Prevention (CDC), FOCUS was developed with the intent of building FBO network capacity, assisting FBOs to contribute to HIV multi-sector planning for expanded service delivery, and documenting successful approaches
    • Led by CRS, FOCUS builds understanding of how to leverage the faith-based community’s contributions at sub-national and national levels, reinforcing mutual responsibility and country-driven leadership.
    • FASTER takes FOCUS’ objectives to the next level by creating an enabling environment in Nigeria where government, civil society, the private sector, and FBOs can accelerate normative pediatric HIV case finding, testing, linkage to care and treatment, and adherence support by strengthening and streamlining joint coordination and provision of pediatric HIV service delivery.

    Job Summary

    • The Technical Advisor MEAL (HIV Care and Treatment) will provide MEAL technical coordination and support for FASTER Nigeria HIV Care and treat priority areas
    • S/he will coordinate MEAL system strengthening strategies for effective coordination of the HIV response at national and sub-
    • national level. The MEAL TA will support the national and sub-national HIV coordination structures in the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts.
    • Specifically, the TA MEAL (HIV Care and Treatment) will provide technical support for the effective functioning of the National Data Repository (NDR) of the Federal Ministry of Health while also strengthening strategies to promote data management and data demand and use.

    Specific Job Responsibilities
    MEAL Technical Assistance:

    • Support GoN and PEPFAR strategies to strengthen inter/intra-facility linkages towards improved Health systems for pediatric ART with focus on service delivery, Health Information systems (HIS), optimize health workforce for data management
    • Provide technical support to facilitate the capacity building of GoN and her partners networks on quality HIV service delivery, data management and data demand and use.
    • Support national and subnational activities on qualitative and quantitative data collection and analysis, data quality assessments, statistical methods and performance monitoring and reporting
    • In close collaboration with the FASTER project technical team, promote the identification, documentation and exchange of lessons learned and best practices among the project consortium partners, GON and sub-recipients.
    • Support the data management system strengthening to ensure effective HIV prevention awareness creation, community mobilization for HIV counselling and testing, PMTCT and Early Infant Diagnosis (EID), improving referral and counter-referral systems between communities and facilities.
    • Strengthen accountability processes of all stakeholders in the National HIV response, promoting transparent communication, responsive feedback mechanism, and adherence to internal and external quality standards and requirement

    Representation and Learning:

    • In consultation with the Project Director, represent the consortium on relevant technical meetings including high level representation, advocacy and donor engagement as may be required
    • Identify opportunities for learning, formative research, special studies and operational research and work with MEAL team, FASTER technical team and external support (if needed) to conduct research.
    • Contribute to the documentation and dissemination of project efforts, achievements, lessons learned and innovations within FASTER and to the larger Nigerian and global technical community, as appropriate.

    Qualifications and Skills

    • MBBS/MD and/or MPH with a minimum of 7 years relevant experience in providing MEAL support to PEPFAR funded HIV Care and Treatment Programs.
    • At least 7 years of practical experience in using monitoring, evaluation and learning activities to inform activity implementation and results.
    • Strong background in PEPFAR program implementation; experience in supervising and providing MEAL technical assistance for PEPFAR HIV, OVC and Adolescent programs.
    • Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
    • Good knowledge of National HIV Care and Treatment guidelines (Pediatric & Adult) and experience working with the Ministry of Health and other relevant entities.
    • Excellent analytic, organizational and computer skills; skilled in MS Office including Word,
    • Excel, Outlook, and PowerPoint. Experience with SharePoint a plus.
    • Team leadership abilities with diverse/multi-disciplinary teams. Coaching skills.
    • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
    • Experience with implementation sciences and familiarity with the use of a wide range of statistical packages is a plus
    • Proven leadership qualities, depth and breadth of technical expertise and experience, and strong interpersonal skills.

    Required Travel:

    • Ability to travel up to 60% of time

    Key Working Relationships:

    • Internal: Global FASTER team, FASTER in-country MEAL and Technical Directors, RTAs for Health and OVC, Country Representative, Head of Operations, and Security Managers/Focal Points.
    • External: NASCP, NACA, CDC LAM, other donors, HIV and OVC Program Implementing Partners
