RTI International in collaboration with Plan International and other partners is implementing a 4-year USAID funded Effective Water, Sanitation and Hygiene (E-WASH) project. E-WASH will provide technical assistance to state governments to improve urban water service delivery by strengthening the governance, financial, and technical viability of six (6) state water boards (SWBs) in Nigeria. This is part of the United States Government’s (USG) efforts working with the Federal Government to address the heart of the challenges faced by the urban water, sanitation, and hygiene (WASH) services. The overall goal is improvement of urban water and sanitation service delivery.
The Effective Water, Sanitation and Hygiene (E-WASH) project, is seeking to identify up to 6 dynamic and technically strong Financial Advisors to support the development of the utility financial management systems and undertaking of preparing two years Accounts and in the State Water Boards of Imo, Sokoto, Taraba, Abia, Niger and Delta States. The consultants are expected to spend lengthy periods in the SWB in order to complete the assignment. The assignment is for 22 Man days per state.

Qualifications and Experience:
We are looking for fully Registered and certified financial professional able to practice in Nigeria with experience in providing basic accounting training in Nigeria with organizations the size of the water utilities. The expert shall have a minimum of a bachelor’s degree in accounting, finance or a professional accounting qualification such as ACCA, CIMA etc or a related field, and must have experiences in financial due diligence (FDD), developing finance management analysis tools, experience in developing and the use of web-based accounting software.

Considering that this is a Technical assistance, the following competencies are critical to the successful delivery of the assignment:
While we may be looking up to a maximum of six consultants, we may package this consultancy into 2 states per consultant (meaning engaging a minimum of 3 Consultants) Financial Management Experts who may be required for a Period of two months each. This arrangement would allow each expert to undertake the assignment in two (2Nos) utilities.
