Consultant- Conduct survey to generate evidence of challenges faced by AYPLHIV, YKPs, and service providers regarding age of consent and access to health services in FCT and Benue state at Associationof Positive Youth Living with HIV/AIDS in Nigeria (APYIN)

Background: The restrictive age of consent norms in Nigeria that is currently pegged at 18 preventing AYP from accessing HIV and other SRH services. Incidentally, a young person who is knowledgeable and capable of making an informed decision, the legal age of consent in Nigeria constitutes serious barrier to him/her accessing testing and services. This leaves many AYP especially the most vulnerable ones like those from poor households, living with HIV, married minors, those living on the street amongst others to remain undiagnosed, and if STI positive, appropriate care and services are not offered.  

Objectives: This survey focus will be;

• To find gaps that exist in relevant laws and policies in relation to age of consent;
• To explore the experiences of adolescents and young people, their perspectives and opinions on barriers to accessing SRH and HIV services as a result of age of consent requirement;
• To explore the experiences of service providers (adolescents health focal persons), their perspectives and opinions on barriers to accessing SRH and HIV services

The specific tasks of the consultant include-

1. Obtain and do a desk review of relevant policies and laws available in relation to age of consent with focus on access  to health services 
2. Work with APYIN key staff to develop FGD guide questionnaires
3. Train Young Advocate group on how to administer questionnaires with KII personalities in FCT and Benue state
4.   Do analysis and develop draft report 
5. Get feedback on draft report and finalize report to be submitted to APYIN

The Documents produced in the course of this engagement shall be the property of APYIN, therefore, extent to which these documentation will be distributed shall be to subject to APYIN’s approval

Consultancy Fee: Consultant is to be engaged for 15 days spread over a 3 weeks period. Please note that only a flat fee will be paid and this shall cover Consultancy, Transport, Refreshment and Accommodation in FCT and Benue
