    Term of Reference to Develop Livelihood Manuals, Curriculum, and Facilitate Training of Trainers

    Purpose: How does this post support Plan’s strategy and mission?

    To develop Choose the Future Manual, Work ready Curriculum focused on employment and life skills tailored for caregivers, adolescents and youth in vocational/entrepreneurship training, enterprise your life (EYL) manual and facilitate training of trainers.

    Background:

    Now in its tenth year, the Boko Haram crisis is adding to the long history of marginalization and chronic under-development as well as high rates of poverty, illiteracy and -and underemployment in North-East Nigeria. The North-East has experienced chronic under-development where poverty indicators continue to worsen with each year of the conflict – despite an overall poverty decrease in every other region in the country. Girls and young women are facing increased risk to GBV, including sexual violence, exploitation, early pregnancy and forced marriage in North-East Nigeria. Gender norms and socio-economic inequalities severely undermine the role of women in the community and society.

    In Borno state, Livelihood activities have been severely hampered over the last 9 years of the conflict, with commercial and other economic activities becoming paralyzed. The ongoing hostilities in North-East Nigeria has resulted in severe restrictions on population movements, which has had a massive negative impact on trade and markets, devastating livelihoods and rendering a significant portion of the civilian population extremely vulnerable and dependent on external assistance for survival.  It is estimated that more than 80% of IDPs identify agriculture or livestock as their main sources of livelihoods before the conflict, and access to rural livelihood activities in agriculture, fisheries, and pastoralism has been severely curtailed and reduced, leaving all households in conflict-affected areas facing increasingly high food prices – staple food prices are currently reported to be approximately 60% higher than the same period last year and up to 120% higher than the five-year average.

    Plan International is implementing a SIDA project reaching children, youth and adolescents who are survivors of Sexual and Gender Based Violence, Unaccompanied and Separated Children, Children with Disabilities and Children Formerly Associated with Armed Forces and Armed Groups who are survivors of S/GBV or at risk of or exposed to Gender Based Violence. The project is also building the capacity, raising awareness and training of community leaders including traditional and religious leaders as well and local S/GBV service providers. The project will target IDPs, Returnees and Host Communities in the Local Government Areas (LGAs) of Gwoza, Bama, Mafa, Monguno in Borno State and Michika, Mubi and Madagali in Adamawa State.

    The project’s objective pertaining livelihoods is that survivors of GBV and other protection concerns, at-risk girls and boys, and their caregivers have access to age appropriate livelihoods
    pathways that promote their recovery and prevent further harm. Plan International Nigeria is looking for a team of external consultants with strong knowledge of
    livelihood, gender and protection programming experience to carry out:
    Training of trainer (TOT) on vocational, income generating activity (IGA), life skills and entrepreneurship. Using vocational training manuals and enterprise your life (EYL) manual.

    Develop Work ready Curriculum focused on employment and life skills tailored for caregivers, adolescents and youth in vocational/entrepreneurship training.

    1. Required Duration
    The consultant will be working with Plan International for a maximum duration of 12 days in collaboration with Plan International country office and field office staffs. The consultant team
    will be leading overall activities, development of the manuals, curriculum and reporting.

    2. Qualification required
    The lead consultant is expected to have at least a master’s degree in public health, livelihoods,food security, household economic strengthening, gender or women’s studies, or other related field with the following additional requirements:

    • Over five years working experience in livelihood, household economic strengthening response and cash transfer programming (Experience in North east Nigeria context is desirable)
    • Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies particularly Livelihood Survey methodology
    • Experience in leading livelihood, IGA, entrepreneurship, vocational skill and gender assessments
    • Sound experience and knowledge of Humanitarian Accountability Framework (HAF), evaluation of integrated projects/programs and drawing lesson learns/good practices
    • Proven leadership and coordination skills
    • Sound training and facilitation skills in livelihoods and market–demand economic activities particular to women and girls in the NE
    • Good knowledge about government system, programs and regulations in relations to gender equalities and GBV, IGA and small business, safety nets, etc.
    • Strong experience undertaking both qualitative and quantitative research and applying this to development and/or humanitarian contexts
    • Excellent report-writing and document presentation skills
    • Demonstrated ability to meet deadlines
    • Familiarity with the National Economic Strengthening Response program for vulnerable people

    3. Work scope of External consultant:
    The consultant(s) activities, outputs and working conditions are outlined below. (i) Overall Responsibilities: The consultant will facilitate the development and training
    of trainers for the following livelihood components listed below:
    Training of trainer (TOT) on vocational, income generating activity (IGA), life skills and entrepreneurship. Using vocational training manuals and enterprise your life (EYL)
    manual.
    Develop Choose the Future Manual.
    Develop Work ready Curriculum focused on employment and life skills tailored for caregivers, adolescents and youth in vocational/entrepreneurship training.
    Develop enterprise your life (EYL) manual.
    (ii) Outputs/Deliverables: The consultants should submit schedule as per the following outline or with own expertise. NOTE: Please include proposed timelines on these
    deliverables in application package

    Deliverables

    • Training plan, work plan and Inception report.
    • Developed manual for Life skills.
    • Development of enterprise your life manual (EYL).
    • Develop Choose the Future Manual.
    • Facilitate the training of trainers on the following manuals
    • Training report-showing understanding of the new knowledge by trainees.

    (iii) Duration of Consultancy:
    The consultancy work is expected to commence on 8/04/2019 end not later than 19/04/2019. The consultant is required to submit the detail schedule with the technical proposal.

    4. Plan International’s Responsibilities

    • The project coordinator with the support of the Emergency Response Manager and Emergency
    • Livelihoods and Protection Thematic Specialist will take the following responsibilities by:
    • Select the participants of the training.
    • Facilitate the transportation of the participants to the training venue.
    • Provision of training refreshments.
    • Provision of the training venue.
    • Facilitate the accommodation of the participants

    5. Ownership of Manuals and Data/Findings gather during the training All the data collected because of the training process and the manuals developed shall remain the
    property of Plan International Nigeria. Any work product resulting from this manual must cite Plan International Nigeria and SIDA as a primary or contributing author.

    6. Reporting:
    The general report outline, if necessary can be provided during commenting the draft report however; at minimum it should include the following:

    • Executive summary
    • Introduction section
    • Literature review
    • Objective of the training and output of the training
    • Outcomes and Results
    • Conclusion and recommendations
    • Annexes

    The following disclaimer should be included in the Manual:
