    Associate Director, Monitoring & Evaluation

    Overview

    • The Care and Treatment for Sustained Support (CaTSS) project is funded by the United States President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID) and implemented by Management Sciences for Health (MSH) in Nigeria. CaTSS is aimed at supporting the Government of Nigeria (GoN) to deliver comprehensive HIV/AIDS/TB services, including providing antiretroviral therapy (ART), HIV testing services (HTS), prevention of mother-to-child transmission (PMTCT), and tuberculosis/HIV services to the thousands of people in need in five states: Sokoto, Zamfara, Kebbi, Kwara, and Niger.
    • Monitoring and Evaluation (M&E) is central to effective project management and implementation. This position is designed to ensure the project meets all donor and GoN M&E obligations by building a very efficient and effective M&E team and providing the backbone for evidence-based program implementation.
    • The Associate Director, Monitoring and Evaluation will lead and provide guidance for overall CaTSS M&E interventions and activities. This includes activities in relation to data collection, reporting to the donor and the GoN, data quality management, development and/or upgrades of data management guidance documents (e.g., standard operating procedures, performance monitoring plan, frameworks), and facilitation of learning and data use for decision-making .

    Specific Responsibilities
    Leadership/Management Responsibilities:

    • Build a very functional and high performing M&E team, with clearly delineated roles and responsibilities.
    • Lead the operationalization of roles and responsibilities within the project M&E team.
    • Provide oversight of state M&E staff.
    • Ensure the M&E team is motivated and morale is high.
    • Create an enabling environment for a healthy M&E culture across the entire project.
    • Ensure the project is proactive and has well laid out activity plans for key components of M&E initiatives.
    • Lead the development and/or updating and dissemination of project M&E guidance documents (e.g., standard operating procedures, performance monitoring plan, data management guides, frameworks).
    • Lead the development and/or adaptation of data use products that meet the needs of the project team.
    • Lead the development and operationalization of intra-project M&E coordination platforms.
    • Ensure that mechanisms for data review at the program, state, and facility level are utilized.
    • Represent the project qualitatively with the donor, GoN, and inter-agencies.
    • Ensure CaTSS is qualitatively represented in national and sub-national M&E coordination platforms.
    • Provide support for evidence-based strategy development
    • Support the development of dashboards for Key Performance Indicators (KPI), data visualization and analytic platforms to drive and inform program activities and streamline actions required by private providers and program officers for the efficient and optimized functioning of the HIV/TB networks of providers (including clinical practitioners, community pharmacists, private laboratories and proprietary patent medicine vendors).
    • Support the program team in overseeing the development of context specific digital health solutions, electronic medical records (EMR) and mHealth applications that will advance service delivery, capacity building, client education, targeted community mapping and case finding, knowledge management and learning, data collection, analysis, and strategic usage.
    • Ensure data collection approach (timing/level of effort/user interface, etc.) is tailored to the providers’ needs for reporting data.
    • Ensure the program’s information technology is strategically and cost effectively applied to the programs needs for data reporting to the National and State HIV/TB programs and USAID.
    • Support research, learning, monitoring, and evaluation, cost analysis activities in the five states to ensure the program is collecting and using data to inform programmatic decisions to ensure cost-effectiveness and high functioning of the networks.
    • Support documentation and the generation of statistical analysis for scientific writing, and abstracts for conferences/meetings.
    • Contribute materials for the production of infographics, facts sheets, information and education communications (IECs), and publications for program operationalization.

    M&E Technical Responsibilities:

    • Develop and/or update the project data flow pipeline to meet donor, GoN, and MSH reporting requirements.
    • Develop processes and tools to respond to urgent data requests from the donor as they occur.
    • Improve overall capacity of non-M&E project staff on elements of M&E, especially as it relates to reporting requirements and data use for decision making.
    • Lead the development and timely availability of data use projects that meet the varied needs of all facets of the project, and promote a culture of data use for decision-making.
    • Lead the upgrade of project M&E systems to effectively adjust to changes in the donor or GoN M&E requirements or processes (electronic or paper-based).
    • Work with entire project team to document, use/scale up, and publish best practices.
    • Develop/update project data quality management system and strategies towards verifiable improvements in project data quality ratings.
    • Contribute to quality quarterly narrative project reports to the donor, including clear documentation of achievements relative to targets.
    • Ensure top-notch project database management practices. Facilitate any needed updates to the project’s DHIS2 database with home office team

    Qualifications and Experience

    • Bachelor's degree in Computer Science, Computer Engineering, Health Informatics, Data Science, Statistics, Monitoring & Evaluation, Social Sciences with a focus in technology and data analytics or other relevant study, in addition to a post graduate degree in any related field  
    • At least 7 years of experience implementing Monitoring and Evaluation interventions and activities in public health; including at least 5 years’ experience in M&E in comprehensive HIV treatment and care interventions, preferably in Nigeria. Broad experience in Business Intelligence and analytical platforms like Tableau, Qlikview, Power BI, etc. User Interface and User Experience design is desirable.
    • Experience in quantitative/statistical research techniques using statistical packages like Advanced Excel, STATA, SPSS, R.
    • Excellent communication, presentation and writing skills (examples will be requested).
    • Ability to work in a highly dynamic team.
    • Ability to work under pressure and with tight timelines.
    • Understanding of the socio-cultural issues in the work environment.

    Must have:

    • In-depth knowledge of and experience with PEPFAR reporting requirements and processes;
    • Solid understanding of GoN reporting requirements and mechanisms, including M&E coordination platforms in Nigeria;
    • Strong handle on recent developments within the HIV-related M&E landscape including electronic medical records (EMR), Nigeria National Data Repository (NDR), Data for Accountability, Transparency and Impact Monitoring (DATIM), Monitoring, Evaluation and Reporting (MER), data capture tools (DCTs), and District Health Information Software 2 (DHIS2);
    • Very strong leadership competency, strong people skills, and excellent written and oral communication skills.
