    Supply of 4,000 Pieces of MONC Packs

    The quotation should include separate technical and cost information detailed below.

    1. TECHNICAL INFORMATION REQUIREMENTS
    TECHNICAL REQUIREMENTS
    The quality of the products that Plan International purchases are as important as any other specification, Quality requirements are included in each item’s specifications.
    A sample and product description of each item should be provided. A product
    brochure may serve this purpose.

    2. COST INFORMATION REQUIREMENTS
    The cost information must be in Nigerian Naira, including:
    Unit price by item and total price for all items quoted.
    Costing MUST be in line with drafted specification guideline

    3. AWARD BASIS
    Quotes should be responsive to be considered for award, or they may be disallowed from further consideration. Responsive quotes are submitted on time and include all information
    requested.
    Plan International will evaluate responsive quotations considering a variety of factors including but not limited to technical acceptability, completeness of documentation, delivery
    period, experience and Price.

    4. SPECIFICATIONS: Each Pack contains the following

    A. CLAUSES
    1. DEADLINE
    Quotes must be received by the designated deadline, or shall not be considered.

    2. QUESTIONS OF CLARIFICATION
    Interested companies should direct any questions about the RFQ in writing no later than 19 th
    March 2019. Please direct all your questions to Plan International Nigeria Country Office in Abuja or its field office in Bauchi. Responses will be distributed to all RFQ recipients. All
    correspondence with Plan International pertaining to this RFQ must reference the contact person and RFQ number on page 1.

    3. OFFER VALIDITY
    Your quotation must remain valid for a minimum of 10 days. Quotations should be signed by an official authorized to do so.

    4. LANGUAGE
    The quote, as well as correspondence and related documents should be in English.

    5. NEGOTIATIONS
    The most competitive quote is requested. It is anticipated that contracts will be awarded solely on the basis of information received. However, Plan International reserves the right to
    request responses to questions and conduct negotiations with any potential vendor prior to awarding a contract.

    6. REJECTION OF QUOTES

    This document is a request for quote only, and in no way obligates Plan International Nigeria to make an award. Plan International Nigeria reserves the right to reject any and all offers
    received and/or to cancel the RFQ. Vendors whose quote is not selected may be notified.

    7. INCURRING COSTS
    Plan International Nigeria is not liable for any cost incurred during preparation, submission, or negotiation of an award for this RFQ. The costs are solely the responsibility of the
    potential supplier.

    8. REPRESENTATIONS AND CERTIFICATIONS
    The quote shall be accompanied by any requested representations and certifications completed and signed by an official authorized by the potential supplier.

    9. AWARD TYPE
    Plan International anticipates awarding a fixed price contract(s). The award will include a statement of the total fixed price; the delivery date; the guiding Plan International and other
    clauses; and invoicing information. Any expenses incurred in excess of the agreed upon amount will be the responsibility of the company and not that of Plan International.
    Therefore, provide the most competitive and realistic cost/budget proposal to cover all foreseeable expenses related to the tasks outlined in this document.

    10. FINANCIAL RESPONSIBILITY
    Quotes must certify as to the financial viability and resources of the company to fully deliver within the period of performance and under the terms of payment mentioned below. Plan
    International reserves the right to request and review the latest financial statements and audit reports as part of the basis of the award.

    11. PAYMENT

    • Interested vendors should indicate their payment terms.
    • Payments will be made on the following basis:
    • The supplier will submit an invoice for payment after being notified of receipt and acceptance of the goods/services by the Plan International Nigeria, Country Director or
    • designee(s). Acceptance is predicated upon the compliance of the goods/services with the specifications set forth in the contract.
    • The supplier will be paid an amount as stated on the contract. Plan International payment cycle is 7 days upon receipt of vendor invoice.
    • Should the supplier require payment along other terms and conditions, these will need to be negotiated with Plan International prior to final award and issuance of the contract.
    • Full cooperation with Plan International in meeting the terms and conditions of payment will be given the highest consideration.

    12. ETHICS AND CHILD PROTECTION

    Plan International Nigeria places a high premium on CHILD PROTECTION issues in all its working relationships with its partners and associates and mandates all its working
    partners and associates to adhere to its CHILD PROTECTION Policy.
    As such, the activity must ensure appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal; confidentiality and anonymity
    of participants. Consultants are required to provide a statement within their proposal on how they will ensure ethics and child protection in the development process. This must also
    include consideration of any risks related to the activity and how these will be mitigated.

    14. Disclosure of Information/Child Protection
    It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan, any
    information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a needtoknow basis. Any necessary field visits must be
    budgeted for in your proposal. Plan staff under the coordination of the National Program Manager will support the consultant in facilitating all necessary engagements required by the
    Consultant. The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.

    ANTI - CORRUPTION
    The Consultant and partners declares and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has
    been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.
    The Contractor declares and guarantees that neither Contractor, nor partners or associates, temporary nor permanent, who would be involved in the implementation of this agreement:
    a) Have been convicted during a period of three (3) years prior to the submission of their RFQ for this project, by a court of law in Nigeria or in any other
    jurisdiction for an offence involving bribery or corruption
    b) Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organization or a development organization providing
    development assistance

    ANTI – TERRORISM
    The Contractor declares and guarantees that the funds provided by Plan International Nigeria for the service shall not be knowingly be used to benefit terrorist groups as
    defined in the criminal code of Nigeria or individual members of those groups or for terrorist activities either directly or indirectly

    WHISTLE BLOWER POLICY
    Plan International Nigeria has a Code of Conduct including a Whistle Blower Policy
    (attached) and enjoins its entire staff and associates to “whistle blow” (raise legitimate concerns about violation of the Code of Conduct without fear of recrimination in the course of their engagement with Plan International Nigeria).

    ANNEX I. Project Summary
    Project Subject Maternal, Newborn and Child Health (MNCH)
    Project
    Background

    Plan Canada and Plan International Nigeria have developed an MNCH project to address the high rates of maternal, neonatal and child mortality in Nigeria through a
    participatory proposal development process that involved key stakeholders, including Ministries of Health and partner Non-Governmental Organizations
    (NGOs), to ensure that the project is implemented in high-need areas where there are gaps in MNCH service provision.
    The ultimate outcome of the project is to contribute to the reduction of maternal and child mortality in Nigeria, specifically in Bauchi state. By increasing the quality,
    availability, utilization of essential MNCH services, and local health governance mechanisms, the project implemented over the next 4 years will scale-up improved
    health outcomes in underserved areas.

    • Increased knowledge of basic and targeted maternal and neonatal health (MNH) issues and services among women of child bearing age, and male community members
    • Improved knowledge of family planning, including delaying and spacing pregnancy, among women of child bearing age, and male partners
    • Increased social capital and enabling space for women and men to make informed decisions on MNH and FP including delaying and spacing pregnancy services utilization
    • Enhanced capacity of local health service providers and community health workers to provide appropriate family planning services
    • Improved availability of FP commodities (implants, condoms, injectable, pills, IUD), MNH essential medicines and equipment (BEmONC, CEmONC)
    • Improved capacity of health service providers on gender responsive MNH services and referrals
    • Increased capacity and inclusiveness of health governance structures to coordinate plan and implement gender responsive and evidence-based MNH
    • interventions.

    • Evidence of financial viability and resources of the company to provide the proposed goods within the period of performance (with verifiable proof of
    • corporate bank existence).
