    Support to the development of a Partnership Framework and Partnership Capacity Assessment Tool

    Plan International Nigeria is in the process of reviewing its partnership framework and partnership organisational capacity assessment tool documents to strengthen its partnership management processes. It is expected this review will lead to the development of a new partnership framework and capacity assessment tool document that is not only responsive and contributes to the aspiration of Plan International Nigeria but it also aligns with Plan International values, Plan International Global Partnership policy and other relevant documents at Plan International regional and global hub. The new document would facilitate identification of organisations relevant to the aspirations and needs of our public as well as identify capacity needs of same organisations.

    In view of this, Plan International Nigeria is seeking the service of one consultant with expertise in partnership management specifically in areas of partnership framework development, participatory partnership capacity assessment tool development and application.

    Specifically, the consultant is expected to facilitate the following processes:

    • Conduct desk review of existing partnership framework and partnership capacity assessment tools and other relevant documents as agreed with Plan International Nigeria.
    • Develop a partnership framework that is participatory, gender transformative, and responds to child protection and safeguarding, among others.
    • Design of the participatory capacity assessment tool document which includes the dynamic and reference tables and a step by step guide to its application
    • Field testing of the tool in at least two partner organizations
    • Training of a cohort of staff on the application of the tool and understanding of the partnership framework.
    • Lead in all meetings and other activities leading to the development of the final documents.
    • Submission of a process report and the finalized Partnership framework and Partnership Capacity Assessment tool documents.

    The Consultant will report directly to the Head of Programmes and Business Development.  The Programme and Partnership Manager will support him.

    Responsibilities of the Consultant:
    Facilitate a desk review process

    • Participate in regular meetings to agree with Plan International Nigeria at critical decision gates to ensure work is properly coordinated
    • Development and update of draft Partnership framework and Partnership capacity assessment tools during the consultancy period.
    • Keep notes of meetings and submit progress report on the process.
    • Ensure the capacity assessment tool has the full complement of a friendly step by step user guide and other tools for scoring and analysis.
    • Facilitate the pilot testing process and other review processes.
    • Submit all documents used for this consultancy to Plan International Nigeria at the end of the work.
    • Following approval of the documents, the consultant will facilitate the training of not more than 15 Plan International Nigeria staff to understand the framework and application of the tool.
    • Submission of final consultancy report of all processes to Plan International Country Office Abuja.

    3. ETHICS AND CHILD PROTECTION

    will ensure ethics and child safeguarding and protection in the development process. This must also include consideration of any risks related to the activity and how these will be mitigated.

    4. Disclosure of Information/Child Protection

    • It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan, any
    • information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a needtoknow basis. Any necessary field visits must be budgeted for in your proposal. Plan staff under the coordination of the National Program Manager will support the consultant in facilitating all necessary engagements required by the
    • Consultant. The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.

    ANTI - CORRUPTION
    The Consultant and partners declares and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has
    been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement. The Consultant declares and guarantees that neither Consultant, nor partners or associates,
    temporary nor permanent, would be involved in the implementation of this agreement:
    a) Have been convicted during a period of three (3) years prior to the submission of their proposals for this project, by a court of law in Nigeria or in any other jurisdiction for an offence involving bribery or corruption
    b) Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organization or a development organization providing development assistance

    ANTI – TERRORISM
    The Consultant or partners declares and guarantees that the funds provided by Plan International Nigeria for the service shall not be knowingly be used to benefit terrorist
    groups as defined in the criminal code of Nigeria or individual members of those groups or for terrorist activities either directly or indirectly

    WHISTLE BLOWER POLICY
    Plan International Nigeria has a Code of Conduct including a Whistle Blower Policy (attached) and enjoins its entire staff and associates to “whistle blow” (raise legitimate
    concerns about violation of the Code of Conduct without fear of recrimination in the course of their engagement with Plan International Nigeria).

    Application Package and Procedures

    A completed application should contain the following:

    • Proposed methodology and approach for the assignment
    • Timeline
    • A financial statement of consultancy fee
    • ii. Detailed CV/Organisational profile demonstrating technical expertise and previous experience in coordinating and facilitating activities of a similar nature
    • Availability to commence consultancy immediately
    • CV of one supporting staff to be include.
    • Names and contact information of three references who can be contacted regarding
    • relevant experience.
    • A copy of a previous report of a similar nature undertaken.
    • The proposal will be scored on both technical and financial aspects weighted at 70% and 30% respectively.
