    Consultancy for Multi Sector Needs Assessment in Borno, Adamawa and Yobe States

    Objectives of the TOR
    Plan International Nigeria is looking for external resource person (consultant) tconduct multi-sector needs assessment in selected communities of Borno, Adamawa and Yobe states.

    2. Objectives of the Study

    • General Objectives: Tprovide evidence base for humanitarian programming in Borno, Adamawa and Yobe states
    • The specific objectives of this survey are to:
    • Tassess the priority in-depth needs of IDPs for Child Protection, Gender based violence, Education (especially with respect tforced recruitment, girls as suicide bombers, attacks on
    • schools, early/forced child marriage) in LGAs of Borno, Adamawa and Yobe States with Plan International Nigeria’s presence.
    • Texplore unmet humanitarian needs in Plan International Nigeria’s mobile programming in hard treach locations and newly accessible LGAs of Borno, Adamawa and Yobe states
    • Tprovide current evidence tguide Plan International Nigeria’s 2019 response strategy
    • 3. Approach / Scope and Method of Work
    • The consultant will be assigned tundertake the study. Plan International Nigeria and the consultant will oversee the planning as well as implementation of the survey.
    • 3.1 Secondary Desk Reviews
    • Before (pre-emergency): basic information and statistics about the situation of children in the country before the emergency and any critical child protection issues that may be exacerbated by the emergency.

    4.2 Primary Data Collection
    A mixed methodology survey will be conducted using appropriate methodological study design in targeted local government area of Borno, Adamawa and Yobe states. The consultant will develop appropriate
    data collection tools with appropriate study design, sample size determination and sampling technique.

    4.2.1 Sampling
    Plan International will be conducting the assessment both in communities in which it already has
    programming and new locations in Borno, Adamawa and Yobe states. This is tensure smooth access to
    community members, and tprovide additional evidence for program expansion/amendment tthe
    current approaches.

    In communities with Plan International’s programming, the sampling will be done in the following way:

    • Step 1: List all communities in which Plan International Nigeria works in North East Nigeria.
    • Step 2: Develop criteria differentiating communities tensure final assessment locations can tell “the whole picture.”
    • Step 3: Select communities based on results of criteria and validate with technical program staff.
    • Whereas in new communities, sampling will be determined by geographical location and selected from the humanitarian response plan 2018
    • A margin of error of 95% will be adopted in the sampling methodology
    • 4.2.2 Area of Work
    • Communities will be chosen through a combination of mapping and purposive sampling selection criteria.
    • 4.2.2.1 Mapping: In each of Plan International Nigeria’s emergency field offices, the consultant will work
    • with Plan International Nigeria staff tidentify all the communities in which they work (including new locations)– and tunderstand which services are being offered in each location. The consultant will also
    • conduct mapping of other actors in the new locations Plan International is interested in implementing programmes

    4.3 Data Entry and Analysis
    Once primary data collection is complete, the technical teams will invite community representatives for an
    analysis workshop. This workshop will be twdays.
    Day 1: Plan International staff review findings and organize information inta problem tree. They will alsstart brainstorming around potential recommendations.
    Day 2: Community representatives are brought tprovide community based recommendations taddress the key findings and tprovide feedback on the Plan International recommendations.
    All recommendations will be harmonized and included in the draft report. Once the final report is
    developed, a Validation workshop will be conducted with key stakeholders in the ministry and sector working groups
    5 Required Duration
    The consultant will be working with Plan International for a maximum duration of 30 days in collaboration with plan international country Office and Field Office staffs. The consultant will be leading overall
    activities starting from the development of proposal treport writing.

    Qualification required
    The consultant is expected thave at least master’s degree in disaster risk management, public health, education or other related field and five years of work experience with the following additional
    requirements:

    • Over five years working experience in Protection, Education humanitarian response (Experience in North east Nigeria context is desirable).
    • Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies
    • Experience in undertaking needs assessment
    • Sound experience and knowledge of Humanitarian Accountability framework (HAF), evaluation of integrated projects/programs and drawing lesson learns/good practices.
    • Proven leadership and coordination skills.
    • Excellent writing and document presentation skills.
    • Demonstrated ability tmeet deadlines.
    • Familiarity with the Nigerian Humanitarian Response plan.

    7 Work scope of External consultant:
    The consultant(s) activities, outputs and working conditions are outlined below.
    i) Overall Responsibilities: The consultant will lead and coordinate the overall survey process. Specifically, the consultant will undertake the following:

    • Prepare technical proposal with work schedule and a separate financial proposal and submit to
    • Plan International Nigeria for review not later than the date specified in the announcement.
    • Hold preliminary discussions with Emergency Response manager, CM&E manager, Gender, Equality and Inclusion Manager, Emergency Protection Specialist, Emergency Gender Based
    • Violence Specialist, Emergency Education Specialist and with key stakeholders.
    • Design appropriate data collection tools/procedure with appropriate study design, sample size determination and sampling technique (tbe discussed and agreed with Plan International team
    • prior tthe commencement of the actual survey).
    • Develop and translate data collection tool tthe local language (Hausa, Kanuri and other
    • Language)
    • Develop appropriate training and field manual with local language tguide data collection process.
    • Recruit and manage experienced and professional data collectors/interviewers and supervisors/team-leaders
    • Design and manage training for supervisors and interviewer’s/data collectors.
    • Oversee the data collection process tinclude: survey pre-test/Pilot test; and ensure effective management of data collection teams by supervisors.
    • Collected data will be entered and cleaned and analysed using EPi infversion 7 and SPSS software and submit the softcopy of the data file with findings.
    • Produce draft report on findings (per required format and data request).
    • Incorporate comments from the emergency programme team intdraft report and produce final report.
    • De-brief the emergency programme team and other Plan International employees both at field and country office (after initial field trip and upon submission of report).
    • Coordinate with the emergency unit tdisseminate study findings trespondents and other stakeholders.
    • Prepare and submit electronic copy of the raw data and final report, and twhardy copies of the final report within the specified time of agreement.
    • Produce final report and make relevant amendments/enrichment based on the draft report comments.

    ii) Outputs/Deliverables:
    The consultant should submit schedule as per the following outline or with own expertise

    • iii) Duration of Consultancy:
    • The consultancy work is expected tbe commenced on January 14th, 2019 and ends on 11 th February 2019. The consultant, however, is required tsubmit the detail schedule attaching with the technical
    • proposal.

     

    8 Ethical issues:
    The consultant/s should adhere tthe following ethical issues:
    All terms/conditions stipulated in the contract agreement.
    Gender and Child and Youth Safeguarding When Collecting Data
    Conducting them in a respectful manner, while undertaking assignment, this includes getting informed consent/ assents from respondents, not making any commitments tcommunities and
    any other persons, on behalf of Plan International Nigeria.
    Time-frame and conditions outlined in the TOR and consultancy agreement

    Plan International’s Responsibilities

    • The Emergency Response Manager and Emergency Specialists will facilitate the following responsibilities by:
    • Providing consultants with literature review materials and other necessary documentations.
    • Linking consultants trelevant stakeholders, especially in Maiduguri.
    • Ensuring effective coordination of the study logistics tfacilitate the consultant(s) in undertaking the assignment.
    • Consolidating Plan International’s comments for incorporation by the consultants.
    • The Emergency M&E coordinator and M &E officers (Maiduguri and Mubi field offices) will facilitate the survey by:
    • Coordinating with the consultant tensure the quality implementation of the study on ground (e.g. training and supervision of interviewers)
    • Ensuring field survey logistics are on track e.g. providing accurate and comprehensive beneficiary information tinform the sampling, mobilizing/informing beneficiaries/local
    • authorities about survey.
    • Ensuring the dissemination of survey findings/report tbeneficiaries and other field-based stakeholders.
    • Providing additional information on ground.

    10 Ownership of Research Data/Findings
    All data collected for this study shall remain the property of Plan International Nigeria. Any work product resulting from this study must cite Plan International Nigeria and other primary or contributing author as
    appropriate.
