    Procurement & Supply Chain Officer

    1. Terms of reference

    Duty Station: Maiduguri with field visits to INTERSOS bases in Borno State– North East Nigeria (70% field)
    Starting date: 1 st December 2018
    Duration of contract: 3 month (Extendable)
    Reporting to: Logistics Coordinator
    Dependents: No

    General context of the project
    The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State,
    North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed
    Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social
    services and amenities have also been destroyed and are now non-existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent.
    Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.

    Tasks and responsibilities
    The Procurement & Supply Chain Officer will be handling the procurement and supply chain processes focused on the Livelihood Project in accordance with INTERSOS strategies plans and policies. Responsible for all procurement of goods and services, general logistics support to the project. The officer will oversee the provision of secondary
    transportation services, the careful and frequent recording of movements and changes. She/he is part of INTERSOS Nigeria logistics team hence could be asked by his direct line manager and the logistics coordinator to support other
    projects based on the priorities in the mission. .

    Specifically:

    • Be accountable of the correct utilization of the web platform used to manage the procurement process and the assets of the project;
    • Ensuring all the procurement processes are in line with INTERSOS manuals;
    • Effective and efficient support to programs’ needs;
    • Procurement of all goods and services for the Project;
    • Establish and follow up annual procurement plans;
    • Track all orders, purchases and deliveries;
    • Oversight of all purchase and service contract to ensure INTERSOS' interests are protected;
    • Any other duties relating to the nature of the job as requested by the Supervisor;
    • Regularly contract status reports and updating of Contracts Database;
    • Work to ensure contract terms are observed by contractors, constantly making follow ups and providing necessary amendments for contracts;
    • Negotiates for best purchasing package (in terms of quality, price, term, delivery and service) with suppliers and sub-contractors assigned;
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to INTERSOS and to not jeopardize its humanitarian mission;
    • Supervises the shipment and delivery of materials including NFIs & food items upto their final destination;
    • Guarantees the management and monitoring of the mission’s stock, according to INTERSOS procedures and tools.
    • Ensures the movement/transfer of documents is properly referenced;
    • Checks stock reports and perform physical inventories;
    • Monthly materials stocking, inventory registry and reporting;
    • Manage Cargo/truck shipment;
    • Support on Casual Worker management (up/off-loading);

    Required profile/experience

    • B.Sc. Degree in Logistics, procurement, supply chain management or any relevant Business field
    • Minimum 1 to 3 years of experience from at national level project implementation position in a humanitarian /
    • recovery context;
    • Experience in working in complex and volatile contexts;
    • Substantial knowledge of standard logistics procedures and practices
    • High level of computer literacy. Especially excellent MS Excel/Word skills.
    • Technical knowledge of agriculture tools, livestock development tools, poultry promotion tools, water bore- hole construction, water-ponds construction, forest-plants, nursery, local breed of livestock, local breed of
    • poultry, material / tools & machines for small enterprises, seeds quality knowledge, poultry-vaccine, livestock- vaccine, livestock-drugs, poultry-drugs,
    • Documented results related to the position’s responsibilities;
    • Experience in leadership and problem solving;
    • Good level of English, written and spoken, mandatory
    • Capacity to adapt to basic living conditions;
    • Ability to put up with job pressure;
    • Ability to deliver high quality work within tight deadlines;
    • Strong negotiation skills;

    Brief Conditions

    • INTERSOS reserve right to transfer position as per need / project demand any time during the project. Position will be based in Maiduguri with often field trips to INTERSOS bases in Borno State where he/she will follow
    • INTERSOS provided basic and shared accommodation;
    • Staff will responsible to cater for their food at duty station;
    • For any sort of field / official visit, travel to & from will be responsibility of INTERSOS including food allowance but travelling from home to duty station will be staff own responsibility (in some cases facilitation could be
    • provided as per urgency)
    • No TA/DA will be provided for the field work for which staff will be appointed;
    • Other Terms & Condition will be part of Job Contract;
