    Supply Chain Manager, Global Fund Malaria

     Project Background:

    CRS is a principal recipient (PR) on the Malaria grants in 2017 and will continue to assume the role of a PR for the Global Fund Malaria grant in 2018 to 2020. As PR, CRS will partner with the National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to oversee the implementation of malaria grant in 13 states, including mass campaign in Ogun and Gombe states, and also oversee 3 SRs who will support a range of malaria treatment and prevention services at the state level.

    CRS seeks an individual with experience in procurement and supply chain management of health products to fill the position of SCM Manager.

    Job Summary:

    The SCM Manager will provide direct technical coordination & oversight of all routine supply chain management activities of health products that will be handled by Management Sciences for Health (MSH) in 13 states of implementation and ensure compliance with Global Fund requirements. This includes coordinating and strengthening of linkages with all organizations involved in SCM activities in the 13 states. 

    Specific Job Responsibilities:

    Coordination & Oversight

    Build and maintain productive relationships with the three SRs; Malaria Consortium (MC), Society for Family Health (SFH), and Management Sciences for Health (MSH), State authorities, including the State Ministry of Health (SMoH), Logistics Management Coordination Unit (LMCU), Federal & State Medical Stores, as well as technical and financial partners involved in the supply chain for the 13 malaria priority states

    • Lead the overall quality assurance of SCM activities in the 13 malaria priority states to ensure that SCM activities implementation is fit for purpose-this include first level review and sign off on quarterly SCM Detailed Implementation Plan (DIP), and reports such as those of MSVs, states PSM review meetings and stock status reports

     Forecasting and Supply Planning

    • Lead the coordination and sharing of information on supply plans, including upcoming shipments from CRS, to ensure there are no stock outs or expiries in the 13 malaria priority states
    • Participate in central forecasts and quantifications meetings and ensures the commodities needs of the 13 states are met

    Human Resources

    • Work with NPSCMP/NSCIP in the performance monitoring and appraisal of states LMCUs in the 13 malaria priority states and participate in the National LMCU task team activities as it relates to the strengthening of LMCUs
    • Conduct regular monitoring and performance review of Management Sciences for Health (MSH)

    Monitoring and Reporting

    • Be responsible for providing oversight on SCM risk management framework for 13 malaria priority states
    • Be responsible for identifying and documenting of SCM lessons learnt for the purpose of quality improvement of grant implementation for the 13 malaria priority states

    Qualifications and Skills:

    • Bachelor’s degree in any of the following or related areas Pharmacy, business administration, supply chain management with demonstrated expertise in the management of health products. A Master’s degree in a related field will be an added advantage.
    • Minimum 5 years of experience in managing or providing technical support to procurement and supply chain management of health products
    • Demonstrated experience in supply chain strengthening activities
    • Proven experience working closely with State Ministries of Health
    • Prior experience with Global Fund projects, preferably with Malaria programs
    • Familiarity with local logistical operations in the country such as distribution, inventory management and warehousing operations
    • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams
    • Strong skills, initiative, and motivation, with a commitment to work in groups
    • Public relations skills and ability to work well both within a team and independently
    • Possess excellent problem solving and decision-making skills.
    • Flexible adaptable and ability to multitask.
    • Ability to manage time effectively to ensure timely and accurate completion of assigned tasks.
    • Professional proficiency in English oral and written communication skills
    • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook
    • Willingness and ability to travel in-country (sometimes on short notice) up to 50% of the time.

    Internal: Global Fund Malaria Program Team, Deputy Country Representative, Country Representative, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Global SCM/PSM specialists’ Community of Practice

    External: MSH, SFH, MC, SMoH, National Malaria Elimination Program (NMEP) within the Federal Ministry of Health (FMoH), Third Party Logistics Providers, Central Medical Store, National Products Supply Chain Management Program (NPSCMP)/National Supply Chain Integration Project (NSCIP), NSCIP’s Capacity Building Service Providers, National Agency for Food and Drugs Administration and Control (NAFDAC), Technical and Financial Partners involved in Supply Chain Strengthening. GF and LFA staff.
