    SQUEAC Survey Consultant

    Location: Maiduguri, Borno

    Program Background
    International Medical Corps received funding from OFDA to continue provision of Community Management of Acute Malnutrition (CMAM) to address acute malnutrition in the region. IMC is already implementing CMAM alongside the emergency food assistance program in Damboa, Maiduguri and Jere in partnership with World Food Program (WFP). This ongoing nutrition intervention is integrated into the emergency food assistance activities as a multi-pronged strategy to secure a sustained reduction in incidence, morbidity and mortality due to acute malnutrition.

    IMC works in close coordination with the State Ministry of Health and Nutrition Sector to operate 26 Out Patient Therapeutic centers in Damboa, Maiduguri, Jere and Konduga Local Government Areas. The Care Group Model remains the hallmark of IMC’s Social and Behavior Change Communication strategy to promote IYCF-iE. IMC relies on its WFP funded BSFP to provide linkages for treatment of Moderate Acute Malnutrition.

    In the CMAM model, coverage is an impact indicator of targeted feeding programs. The key determinants of impact are the degree to which interventions treat people early in the course of their disease and the ability to treat as many of those affected as possible. With this background in mind, IMC plans to conduct a SQUAEC survey in November 2018 in order to get information and feedback on multiple facets of the program from outreach, to quality service provision and community mobilization.

    Objectives of the Survey

    • Determine coverage of CMAM services, identification of barriers to service access and nutrition program uptake in Damboa and Jere LGAs of Borno State
    • Develop specific recommendations in collaboration with IMC to improve coverage of the programme.
    • Develop the skills of key IMC and MOH nutrition staff in conducting access and coverage survey using Semi Qualitative Evaluation of Access and Coverage (SQUEAC) methodology.

    Essential Duties and Responsibilities

    • Develop and design SQUEAC survey protocol, including sample size estimation, population size, clustering of the villages etc, and validate contextual tools using the SQUEAC technical reference document
    • Train the SQUEAC data collection teams and data clerks (including pre-testing questionnaire)
    • Assume overall responsibility for design and implementation of the SQUEAC, including daily supervision of SQUEAC teams and daily data collection quality assurance
    • Be responsible for data cleaning and analysis using appropriate software i.e. Xmind, Bayes QUEAC, Epi Info or SPSS.
    • Prepare a draft SQUEAC report for review by IMC, ensuring that the assessment is comprehensive and includes all relevant indicators
    • Prepare a final report including background, methodology, results, limitations, conclusions and recommendations incorporating feedback from IMC staff on the draft report
    • Prepare and lead a validation workshop for MOH and stakeholders in Damboa and Jere LGAs of Borno State. This presentation outcomes will be shared at national level via the Nutrition Cluster/ Nutrition working group.

    Deliverables:

    • Present the design, implementation and supervision strategy of the SQUEAC survey. Validate with IMC country team and the TU Nutrition advisor.
    • Implement the SQUEAC survey in Damboa and Jere LGAs of Borno State
    • Present a draft SQUEAC survey report including background, methodology, results, limitations, conclusions and recommendations (short term and medium-term recommendation)
    • Present a SQUEAC final report incorporating the feedback from the IMC country team and the TU nutrition advisor
    • Submit all the data and analysis outputs (both raw and final) electronically to IMC country team

    Job Qualifications and Requirements

    • A Health Professional or Nutritionist with MPH, M.Sc or Advanced Professional Degree or field-related experience.
    • Significant and proven experience, at least three years, in community based studies including coverage surveys such as SQUEAC/SLEAC
    • Knowledge in designing and implementing CMAM and IYCF programs
    • Excellent analytical and statistical skills.
    • Strong communication skills, able to effectively present information clearly and respond appropriately to questions from IMC staff and other relevant stakeholders
    • Strong supervisory and organizational skills
    • Ability to work on own initiative and to meet deadlines.
    • Ability to cope with stress; hardship; patience and flexibility and willingness to work additional hours in order to meet tight deadlines;
    • Ability and willingness to travel to field sites and nutrition facilities
    • Advanced proficiency in the use of MS Office, Xmind, BayesSQUEAC, EPI INFO, SPSS and ENA for SMART Software.
    • Fluent in written and spoken English. (Hausa an added advantage)
    • The candidate must present an approved final report of the most recent SQUEAC survey that he/she had conducted.
