    Senior Program Officer

    Overview

    • The Senior Program Officer will play a pivotal role in the implementation, management, monitoring, and evaluation of the Unitaid funded HCV self-testing project in Abuja.
    • This role involves strategic engagement with Nigerian government agencies, coordination and tracking of project implementation, and ensuring overall project reporting and technical management integrity.

    Responsibilities

    • Lead program coordination and monitor implementation at the state level for the Unitaid-funded HCV self-testing project, ensuring alignment with donor and Government of Nigeria priority areas.
    • Development, implementation, and monitoring of work plans and budgets, and provide program management and technical oversight.
    • Coordinate technical assistance for program implementation, including all logistics for training at the national and state levels.
    • Assist technical staff in the design, implementation, monitoring, and assessment of activities, ensuring compliance with donor and organizational regulations.
    • Contribute to writing reports, annual work plans, project monitoring tracking matrices, and relevant documentation.
    • Maintain partnerships with FMOH, NASCP, Civil Society Organizations, donors, and other partners, and provide management support to enhance project performance.
    • Develop and implement quality improvement strategies and monitoring systems to ensure project goals are met.
    • Coordinate stakeholder engagement, facilitate training, mentoring, and coaching as required.
    • Contribute to scientific writing for development of manuscripts for publication and presentations.
    • Contribute to project transition efforts, dissemination and close-out
    • Ensure that Jhpiego and the project deliver on all promises to donors and stakeholders.

    Required Qualifications

    • MBA/MSc/MA, Advanced Degree or equivalent experience in Public Health, Sociology, or related Health, Medical, or Social Science discipline; Masters-level Degree preferred.
    • 6-9+ years in management, operational, and technical expertise, preferably in HIV, Viral hepatitis, and public health program implementation.
    • Possesses a keen critical thinking ability, with a propensity for asking in-depth questions to uncover underlying truths, avoiding acceptance of surface-level information.
    • An excellent open communicator who must excel in meeting tight deadlines and managing multiple tasks, ensuring quality work is delivered consistently.
    • Capable of working flexible hours, including odd hours when necessary, demonstrating adaptability and commitment.
    • Detail-oriented with a proactive and forward-thinking approach to anticipate and address challenges effectively, innovating and sharing next steps in the project and priorities for course correction.
    • Demonstrated experience working with Unitaid-funded programs or similar donors, with strong familiarity with budget and reporting requirements.
    • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government-level officials to strengthen program implementation.
    • Excellent skills in facilitation, team building, coordination, writing, and communication, including technical writing for publication.
    • Ability to work effectively with diverse international teams, manage multiple tasks, meet short deadlines, and perform under pressure.
    • Willingness to travel frequently to facilities/states across Nigeria.

    Program / M&E Assistant

    Overview

    • The Program/M&E Assistant will support the implementation, management, monitoring and evaluation of the STAR HCVST study project being implemented at the national and state level.
    • This includes assisting with development of work plans, project documentation, liaising with FMOH/NASCP, State Ministry of Health, project staff, Jhpiego HQ and Nigeria other partners and donors regarding implementation, monitoring and evaluation of programs

    Responsibilities

    • Support program coordination and monitor implementation at the national and state level
    • Support development, implementation and monitoring of work plan and budgets.
    • Support the program to provide appropriate coordination, logistics and administrative support e.g. agenda, minutes of meetings, reports, activity profiles and budgets, Goods Request and Services forms (GRS), travel authorization, request forms, retirements and preparing documents for participants payment and following up to ensure payments by finance.
    • Support the program in coordinating technical assistance for program implementation including all logistics for training at the National and State level.
    • Contribute to report writing, annual work plans, project monitoring tracking matrices, target implementation plan and relevant reports as required.
    • Work closely with technical and program staff to ensure quality implementation of programs and monitor overall project level spending.
    • Work with STAR HCVST project consultants to support implementation of trainings, services, research, learning and other aspects of the program.
    • Support the team to collect and collate information and develop success stories from all aspects of the programme.
    • Other duties as necessary or as assigned.

    Required Qualifications

    • A Degree or equivalent experience in public health, sociology, or related health, medical, or social science discipline
    • Demonstrated experience working with Unitaid-funded programs and strong familiarity with Unitaid reporting requirements is desirable.
    • 3-4 years’ experience in administration of public health programs
    • Experience in HIV/AIDS, Viral hepatitis and infectious disease programs
    • Familiarity with Nigeria’s health systems and reporting structure and ability to support the collaboration with government level officials to strengthen program implementation
    • Possesses a keen critical thinking ability, with a propensity for asking in-depth questions to uncover underlying truths, avoiding acceptance of surface-level information.
    • An excellent open communicator who must excel in meeting tight deadlines and managing multiple tasks, ensuring quality work is delivered consistently.
    • Capable of working flexible hours, including odd hours when necessary, demonstrating adaptability and commitment.

    Senior Technical Advisor-Strategic Information

    Overview

    • In Nigeria, STAR collaborates with the government to establish and integrate HCV self-testing within healthcare systems, which includes training master trainers, formulating and distributing HCVST policies, managing supply chains for HCV self-testing products, and setting up governance systems.
    • The initiative also focuses on generating evidence through pilot programs among key populations and national scale-up efforts.
    • The Senior Technical Advisor-Strategic Information (SI) plays a key role in guiding the planning and execution of SI/M&E systems and activities for the STAR/HCV self-testing project. This role involves providing technical assistance for data analysis, usage, and dissemination strategies, enhancing capacities for data triangulation to inform policies, and designing interfaces for data visualization and infographics.
    • The senior advisor will also work on building M&E system capacities to ensure data quality and its use in decision-making, overseeing the implementation of the State Viral Hepatitis strategic/Operational plan, identifying data gaps, and recommending corrective actions. S/he will spend estimated efforts to provide SI and research-related support and coordination to M&E team working on the USAID-funded, Pharmajet-led Needle-free Polio vaccination using Intradermal Tropis device in Oyo state.

    Responsibilities

    • Provide leadership and direction on SI/M&E and specific program activities to ensure technical and financial integrity to achieve STAR HCVST goals, objectives and targets
    • Lead development of project monitoring framework, indicators and tools related to data management of pilot study, collection, aggregation and data quality assessment and QA/QI to guide state level activities
    • Lead the process of establishing an instance of database that will warehouse STAR community and facility-level data.
    • Support National AIDS, Viral hepatitis and STI Control program in the revision and adaptation of WHO viral hepatitis indicators on DHIS2 and NDR platforms.
    • Oversee real-time data use including monthly and quarterly data review meetings; implement remediation efforts that address identified gaps and challenges for project overall and at state-level
    • Oversee the development of data analytics to monitor cascades of care, programmatic pivoting, and key and priority populations.  Analyze progress to target continuously to ensure activities are on track
    • Support in the development of SI/M&E frameworks for different distribution models based on tools developed under STAR
    • Strengthen the use of data at state, facility, and community level for program monitoring and improvement
    • Support the provision of training, supervision and mentorship to strengthen for M&E/SI and data quality improvement 
    • Support the process of validation and triangulation of data between multiple data sources
    • Oversee timely, accurate and appropriate reporting of project activities and results to UNITAID, including narrative progress reports and monthly, quarterly, semi-annual and annual quantitative results.
    • Support and guide capacity building through trainings, mentorship and supervision on Viral hepatitis/HIV M&E/SI activities
    • Promote and support knowledge management and sharing efforts
    • Trouble shoot issues that arise and provide immediate solutions

    Required Qualifications

    • Master’s degree in epidemiology, demography, public health, or related health, medical, or social science discipline; doctoral-level degree preferred.
    • 8-10 years of experience in monitoring and evaluation of large-scale international HIV projects with proven capacity in working with a diverse team of technical and support staff
    • Demonstrated experience working with UNITAID programs and strong familiarity with UNITAID reporting requirements preferred.
    • Possesses a keen critical thinking ability, with a propensity for asking in-depth questions to uncover underlying truths, avoiding acceptance of surface-level information.
    • An excellent open communicator who must excel in meeting tight deadlines and managing multiple tasks, ensuring quality work is delivered consistently.
    • Capable of working flexible hours, including odd hours when necessary, demonstrating adaptability and commitment.

    • Experience in HIV/Viral hepatitis care and treatment and prevention programs
    • Familiarity with Nigeria’s health management information system and other national M&E systems 
    • Demonstrated experience in facilitating the dissemination and use of data for decision-making including capacities for robust data extraction from internal and external databases.
    • Demonstrated experience in data quality assurance and implementation plans to improve data quality
    • Excellent skills in facilitation, team building and coordination
    • Strong data management and analysis skills and advanced knowledge of ODK/REDCAp, PowerBI, DHIS2, and electronic medical records
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least two of the following: SPSS, Epi-Info, Stata, Python, Revman, VOS Viewer
    • Excellent writing and communications skills, including demonstrated technical writing skills for manuscript publication
    • Ability to work effectively with diverse international teams
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
