    Project Manager

    • The PM will safeguard the interests of the Project Special Purpose Vehicle (Project SPV) and promote the achievement of financial close and the start of construction. During development, the PM will report to the Management Committee, which will consist of the companies’ representatives.

    Responsibilities

    • Develop, track, and report the Project program, timetable, milestones, and budget, and assist the Management Committee (MC) in obtaining the most current assessment of required KPIs.
    • Coordinate the interface with the Technical, E&S, and other advisers.
    • Participate and coordinate the negotiations of all project documents, including power purchase agreements with suppliers and the off taker, construction and operations contracts, owner’s engineer contracts, and relevant government or financing agreements.
    • Coordinate with the technical, commercial, and ESG working groups for regular sessions and meeting materials.
    • Assist in the drafting and provision of ToRs or SoWs for service providers.
    • Assist with the evaluation and assessment of proposals from project service provider consultants, advisors, vendors, etc.
    • Assist with local supervision and monitoring of any works on the site pre-financial close (e.g. LNTP or Early Works).
    • Advise, review, and monitor the execution of any FEED works, the ESIA, required approvals, and project-relevant advisor workstreams.
    • Liaise with technical consultants on engineering and design issues.
    • Pay special attention to HSSE regulations and technical design of HSSE control measures for implementation during construction and eventually operations.
    • Elevate HSSE to a number one priority and ensure policies, regulations, compliance and HSSE control measures are adhered to and applied across the project.
    • Review the technical and E&S reports / aspects of the project, review contracts, pricing, and all other project components. Highlight weaknesses, flaws, or deficiencies in order to recommend improvements or mitigation to the MC and/or the project team.
    • Support land lease and wayleave agreement negotiations to finalisation.
    • Liaise with the E&S team to ensure compliance with all environmental and other permit requirements.
    • Attend and provide input, insights, assistance, guidance, and advice as the case may be, in meetings, calls and discussions with relevant stakeholders (Ministries, Shareholder Meetings, etc).
    • Review and coordinate inputs and assumptions to the financial advisors for the bankable financial model.
    • Support with queries from the project insurance adviser.
    • Ensure that all technical aspects of the Project meet with typical investor compliance standards.
    • Prepare regular reports, updates and risk matrixes concerning project development progress for the MC.
    • Ensure that all documentation on the Project is carefully and correctly maintained and store documentation as per the data storage protocol.
    • Any other tasks not aforementioned and approved by the MC, that assist in bringing the Project to Financial Close.

    Profile

    • The PM will have at least 10 years of experience in project management on infrastructure projects.
    • The PM will have working experience in the development of industrial energy projects.
    • The PM will be able to navigate the interfaces between the technical, commercial, and ESG requirements of the Project development.
    • The PM will be capable of effectively interfacing with all key stakeholders, including investor representatives, government officials, general contractors, and the energy off taker.
    • The PM will also be capable to coordinate interactions with the Nigerian authorities.
    • The PM will be able to communicate fluently in (written and spoken) English.
    • The PM will be required to travel as required between Nigeria and the UK (part time or full time, subject to discussion).
    • The PM will have experience with industrial brownfield retrofits.
    • The PM will have a knowledge and understanding of solar PV development and construction.

    HSEC (Health, Safety, Environment and Community ) Manager

    • We are currently recruiting for a HSEC to join our project for a period of 18 months.
    • You will be responsible for environmental, health, safety and social management, and for managing compliance with legal and other requirements relating to the project company’s activities and operations. In parallel, the HSSE Manager will be responsible for the implementation of the Community Development Programme.

    General Responsibilities

    • Develop, draft, implement and maintain an Environmental and Social Management System (“ESMS”) and EHS management plans, policies and procedures in line with legal, investor and other requirements and project documents.
    • Manage a Health & Safety (H&S) policy and the required procedures and processes for effective health and safety management to satisfy legal and other requirements including those specified by the project’s investors.
    • Manage and take ultimate responsibility for the HSEC aspects of all project activities including all those occurring on-site and in relation to ancillary and off-site activities (including but not limited to off-site transport) in order to satisfy legal and other requirements including those specified by the project’s investors.
    • Manage HAZOPs/HAZIDs and other risk analyses, and project risk registers including all project risks occurring on-site and in relation to ancillary and off-site activities.
    • Provide input to project design to ensure HSEC related controls are adequately incorporated and are compliant with international safety standards/technical specifications.
    • Where required, evaluate contractor HSE documentation and systems, and provide input into the selection of the EPC contractors and other contractors to be appointed by the company. Ensure that EPC and other contractors are compliant with the company’s policies and management plans.
    • Conduct a training need assessment, compile a training calendar and design and deliver or oversee HSEC training to internal staff and contractors.
    • Procure, liaise with and manage the performance of consultants conducting HSSE related work as required to make sure it is being undertaken in accordance with project company and investor requirements.
    • Manage ongoing stakeholder engagement and consultation at both corporate and project level as required in relation to the company’s activities and operations, including liaison with regulators, local development agencies, NGOs, and project affected persons, etc.
    • Manage E&S permit requirements and make sure they are up to date and renewed as required.
    • Develop and implement the contractor management plan, ensure that contractors and sub-contractors abide with the relevant and procedures, and evaluate performances on a regular basis. Oversee the development and implementation of the Construction – Environmental and Social Management Plan.
    • Prepare a project dedicated CSR programme and community development action plans, in line with Project requirements and project available budgets. Conduct appropriate needs assessments to inform the action plans.
    • Manage the on-site H&S / Community Liaison Officer. Lead recruitment efforts as required.

    Requirements

    • Bachelor’s degree required in a relevant discipline (e.g. safety engineering, civil or electrical engineering, H&S risk management).
    • Holder of the relevant certification in Occupational Health and Safety or HSE.
    • At least 8-10 years dedicated experience in an HSE-related supervisory role in a construction work environment.
    • Experience with EHS management, impacts and risks in electricity distribution and renewable energy projects and more generally in the infrastructure sector.
    • Experience with applying Good International Industry Practice (GIIP) and International Lenders standards for EHS management to projects, including IFC PS (2012) and WB EHS Guidelines.
    • Proficiency in written and oral English language.
    • Proficiency in Hausa is preferred.
    • Strong planning, analytical, problem-solving and organisation skills, and an ability to work and communicate logically and systematically.
    • Highly motivated and results driven, capable of maintaining a high degree of effectiveness in a multi-task role, managing priorities and delivering to deadlines.
    • Ability to lead and teams and manage change in organizational settings.
    • Willingness to spend significant time on project sites.
