    Procurement Manager

    Overview

    • The Procurement Manager oversees the procurement department, including sound strategy for the delivery of goods and services for the agency’s fulfilment of all contractual obligations.
    • He/She ensures procurement effectiveness, efficiency and integrity at all times.

    Responsibilities

    Management of Procurement System

    • Implement departmental strategy that identifies, prioritizes, evaluates, and manages procurement needs and opportunities
    • Provide coaching and mentoring to team members with delegated authority to perform procurement functions
    • Maintain knowledge of Federal Import/Export regulations, Federal Acquisition Regulations, Jhpiego’s policies and other donor regulations
    • Manage and oversee tasks performed by procurement staff for prompt completion
    • Maintain primary responsibility for the procurement of restricted commodities

    Compliance

    • Lead intra-departmental meetings to review compliance to approved systems and procedures
    • Develop compliance indicators for procurement unit. Track and report against performance
    • Ensure compliance with all local and international legislations regarding procurements
    • In collaboration with the Finance and Operations Director, continue to review systems and identify areas of weakness and ensure procurement controls are put in place, and effective at all times
    • Ensure that procurement plans are active for all contractual awards of the agency and contain relevant information that align with policy requirements such as cut-off periods, budget availability, source and nationality conditions etcetera

    Strategic Sourcing

    • Ensure active market intelligence systems for all key procurement themes
    • Ensure that vendors database contains list of vendors with sound corporate registrations and business practices
    • Ensure procurement best practices that meets or exceed expectations with regard to products and service quality, discounts, cost reasonability and effectiveness, and excellent supply chain protocols

    Policies, SOPs, Business Systems

    • Act as the lead for supply chain management, implement approved policies and procedures relating to supply chain management
    • Provide strategic direction on procurement actions, approval workflows and thresholds. Tracking Purchase Requests to Purchase Orders, Contracts and other forms of commitments
    • Collaborate with the Finance and Operations Director to ensure that procurement related information in the accounting software align with corporate standards

    Reporting and Document Retention

    • Ensure that accurate procurement tracking sheet is prepared, active, ready for review and reference
    • Provide operational status report on periodic basis to the Director of Finance and Operations
    • Ensure that all historical documents for procurements are properly filed, archived, safeguarded and retained for all third-party reviews
    • In collaboration with finance leads, ensure that all inactive commitments in the agency’s accounting software (QBE) are promptly closed
    • Other duties as assigned

    Required Qualifications

    • Bachelor’s Degree in Business Administration, Purchasing or equivalent related education
    • MBA or equivalent advanced degree is highly desired
    • 8+ years’ experience in procurement required; in USAID- funded procurement preferred
    • Purchasing-related certifications will be an added advantage
    • Demonstrated experience with US Government acquisition management
    • Knowledge of global sourcing and procurement strategies, tactics, processes, procedures, and systems
    • Proficiency in Microsoft office tools
    • Experience in development of policies and procedures
    • In-depth knowledge of federal procurement regulations and USAID regulations
    • Ability to travel 30 % of time to the field to any part of the country where Jhpiego has office

    SALARY RANGE: NGN 695,000 - NGN 787,906 MONTHLY BASIC

    Knowledge Management and Communications Advisor

    Overview

    • We are seeking to engage a Knowledge Management and Communications Advisor for the USAID funded, “MOMENTUM Country and Global Leadership- Gender-based Violence Project”.
    • The Knowledge Management and Communications Advisor will lead and be responsible for overall knowledge management, general communications, and learning functions for the project as well as provide KM/communications support to other Jhpiego projects;
    • The KM/Communications Advisor will be responsible for developing well written information and knowledge products and other communication pieces with high quality photos, videos, infographics or stories for MCGL/Jhpiego Nigeria. 
    • The Advisor will work closely with colleagues to identify KM needs as well as harness and package knowledge for dissemination through different means, and varied audience through sound program knowledge and experience.
    • The KM & Comms Manager will work closely with the Senior Program Manager and report to the Project Director.

    Responsibilities

    • Develop high-level communications products to showcase the work of MCGL to key audience in an on-going basis, including but not limited to the donor, Government of Nigeria, policy makers, partner organizations, the media, and general public
    • Identify creative and effective ways to generate and share knowledge with a view to leverage good practices to improve programs
    • Work closely with MCGL staff to develop information products and learning materials which include diverse knowledge; evidence- based articles, resource guide.
    • Communicate the mission, projects, events, resources and success stories as well as plan and coordinate promotional events and develop strategic communications, to various targeted audiences.
    • Develop stories/narratives reports about the work and best practices of MCGL for a variety of media.
    • Develop IEC materials, job aids, publications and presentations as needed and maintain KM systems
    • Provide editorial services for documents and presentations, including formatting, style and accuracy of a text, grammar and punctuation and copy editing
    • Develop a repository of relevant MCGL documents and materials on OneJhpiego.
    • Identifying cross cutting capacity building needs of technical and programmatic staff, plan and coordinate capacity building activities for staff such as brown bag lunches to enhance their ability to communicate about project achievements/position Jhpiego.
    • Adhere to company standards for quality assurance for communication materials.
    • Contribute to program design, workplan development and tracking systems. Actively participates in the development of annual work plans and any specialized technical planning or reporting;
    • Work closely with the MCGL management and technical leads to coordinate the implementation of a comprehensive internal and external relations, communications and publications strategy.
    • Develop and update MCGL communication plan and execute same.

    Required Qualifications

    • Bachelor's Degree required (Master's Degree preferred) in Communications, Knowledge Management, Public Health, International Development, or related field
    • 7-8 Years’ experience working in knowledge management and communications for public health, especially USAID development projects

    Salary Range

    • NGN 695,000 - NGN 787,906 / Month
