    NPY Site Coordinator / RSES-Delegate

    ACTIVITIES

    • Coordinate all the activities in Port Harcourt New Pipe Yard.
    • Enforcing the safety rules and regulations, making sure it is totally complied with.
    • Supervise the inflow and outflows of materials in the yard, both stock and non-stock from other entities.
    • Supervise annual Inventory on stock items in the yard.
    • Supervise the activities of the equipment operator in compliance with safety rules and regulations.
    • Supervise the reception in the base and issuing of JET A1 fuel to the offshore locations.
    • To carry out all operations in accordance with COMPANY Safety rules and regulations and enforce same within the team.
    • To keep correct records of all the materials (stock, non-stock and scraps) received and issued from the yard to all the entities.
    • Ensure that all the materials are well labelled and shelved accordingly.
    • To supervise the conduct of Annual Inventory on stock items in the Base.
    • To supervise the lifting operations in accordance with the company safety rules and regulations.
    • To create Good Receipt (GR) for all materials received through Purchase Order.
    • To keep records of all the scrapped materials with Bill of Scraps (BOS)
    • Supervising the issue of Jet A1 fuel to the fields and keeping such records.

    CONTEXT AND ENVIRONMENT

    • Ensure safe, quality and effective supervision of all operations and maintenance activities in the location.
    • Main entities in frequent interaction are ECP, IST, Telecoms, Safety, Drilling, Field Operations, Facility
    • Management & Administration and Contractors.
    • Good communication skill.

    HSE CONTEXT

    • Function as RSES – Delegate (Responsible for Safety and Environment on Site) for the location; this role includes.
    • Risk Evaluation: ensure risk evaluation, mentioned in CR EP HSE 031, is conducted on site (Technological risk analysis, Industrial Hygiene risk assessment, Security risk assessment and Risk assessment for any kind of work on site).
    • Risk Management: compliance with work and health/safety conditions necessary for protection of persons; protection of environment and monitoring of environmental performances; HSE reporting - notification and analysis of any incident or anomaly.
    • Preparedness for emergency situations: ensure continuous availability of the site's own emergency means; preparedness of teams for emergency situations and periodic organization of exercises.
    • Management of emergency situations: application of entity's emergency response plan and related procedures; management of command post set up on site; communication and consultation with the other actors in the entity involved in the emergency response plan.
    • Provide HSE team leadership on site: ensure provision of appropriate induction for newcomers; ensure personnel are familiar and understand HSE reference documents, check training and accreditations; ensure HSE committee meetings are held; manage the different HSE action plans for the site.

    ACCOUNTABILITIES

    • Ensures the operations at the New Pipe Yard comply with international best practices, local regulatory bodies & ISO 14001 requirements.
    • Ensure that the materials received are well stored and are issued immediately the need arises and in good condition.
    • Ensure the site is rid of all scrapped items in accordance with Company scrapping procedure.
    • Ensure prompt dispatch of Helicopter fuel to the field whenever there is request.
    • Ensure all items leaving the base are covered with Freight Waybills.
    • Ensure proper supervision during lifting exercise and also an approved Work Permit is raised for all nonroutine lifting in the base.

    QUALIFICATION AND EXPERIENCE REQUIRED

    • A University degree in Engineering. Science, Art with experience of not less than 10 years in Coordinator role in Oil & Gas Industry
    • Good knowledge of Microsoft Office software, especially excel and word.
    • Knowledge of petroleum industry logistics, equipment, operations, and processes
    • Experience in Material Management.
    • Knowledge of SAP

    Cost Controller

    ACTIVITIES

    • Contribute towards the determination of the annual budget, forecasts and revised budget (Corporate, NAPIMS & Partner) for the entity in conjunction with Budget owners and other Cost Controllers.
    • Responsible for the preparation, review & justification of Budgets and EFCs for Exploration and the assets.
    • Identifies cost reduction opportunities and highlights same to management for implementation.
    • Prepares the Affiliate Exploration budget data for input into the Group Exploration software (FORTUNA)
    • Preparation of Education tax, NDDC, ARO Provision, Nipex and NDR fees for all DW assets
    • Co-ordinates the preparation of the Affiliate Development budgets.
    • Defines different statistical keys for allocation the budget and cost.
    • Ensures performance activities comply with the company's compliance rules.
    • Prepares periodic performance vs. budget reports, variance analysis, comments for management.
    • Organizes regular cost review meetings with Budget Responsible to identify opportunities to improve budgetary control.
    • Participates in entity NAPIMS/Partners Sub-Committee meetings to defend Budget /Performance to maximum cost approvals.
    • Prepares and defines the Entity Timeslots allocation for allocating the budget and costs to the assets.
    • Responsible for preparing summary information for Budget meetings with Management, NAPIMS and Partners.
    • Co-ordinates the Cost control activities for the month end closure (manual accruals, SKF's, corrections etc.) to ensure an accurate financial performance
    • Manages the process of Request for service (RFS) creation, commitment process (PO) in workflow and other payments instruments (SPR).
    • Co-ordinates the entity's monthly time writing and analysis against work programme.
    • Attends to queries from Auditors (partners and external) with appropriate responses during the audit of performances and processes.
    • Ensures all tasks are carried out in order to achieve SOX compliance on ABS 7.2 & 13.2 requirements.
    • Monitors Headquarter time writing on Request for service (RFS) to ensure correct billing and compliance with approved work programme.
    • Any other Adhoc duties as assigned by hierarchy.

    Specific

    • Prepare annual budget (Corporate-Lagos + Pau & Partner) for entity in conjunction with technical responsible.
    • Prepare all required documents and participates in NAPIMS Sub-Committee meetings & Partners to defend Budget /
    • Performance in order to achieve the necessary approvals with zero tolerance for arrears.
    • Periodic reconciliation of FORTUNA figures in line with the various Budget/PDC sessions with budget responsible (Pau & Lagos teams, Africa Hub Strategy, Planning & Portfolio —A / SPP).
    • Liaison with entities that have delegated budgets for exploration activities.
    • Liaison with cost controllers / technical responsible for reconciliation of shared services and associated costs.
    • Coordinate monthly time writing from both Pau and Lagos Exploration teams, JV & DW Nearby Exploration teams into the different blocks.

    CONTEXT AND ENVIRONMENT

    • Tasks very deadline driven to comply with Corporate, NAPIMS and Partner requirements.
    • Significant contact with NAPIMS for budget and performance reviews for maximum cost recovery
    • Interface with the various Senior Managers (technical / budget owners) in the entity controlled, providing professional advice
    • Manage adaptation to highly automated and dynamic accounting environment
    • Interface with the various Asset Finance Managers/cost controllers in the districts to ensure agreement on budgeted Exploration figures.
    • To accurately and properly capture costs in correct accounting period that will give rise to reliable financial reports for management use

    ACCOUNTABILITIES

    • Supports technical entities in financial matters so they fully understand their budget / performance.
    • Review performances with budget owners to assist their ability to effectively monitor their performance progress.
    • Ensures all pertinent financial information is reported in an accurate and timely manner for effective management decision making
    • Accountable for all Deepwater Districts Assets related affiliate activities.
    • Develops strong professional networks with budget owners & colleagues across the 3 districts.
    • Ensures good practice of Cost Control procedures and timely processing of financial documents in the workflow

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • Minimum of BSc in Accounting/Management or related discipline
    • At least 5 years graduate experience in Accounting/Finance environment
    • Good systems knowledge, especially SAP and windows office applications
    • Good knowledge of the Oil & Gas business
    • Good interpersonal and analytical skills

    SPS QAQC & Materials Coordinator

    HSE Responsibilities

    • Familiarize self with COMPANY emergency procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
    • Promote and publicize COMPANY’s golden rules to contractors and sub-contractors at ONSHORE base.
    • Support COMPANY’s audits and inspections of the ONSHORE base and workshop facilities
    • Oversee safe and proper lifting and handling practices during equipment mobilization, demobilization and all maintenance activities at ONSHORE base.
    • Promote professionalism and respect of our COMPANY rules, best practices, and technical excellence.

    Context

    • This role is a rotational position (duration of rotation is flexible) but generally 28 x 28 days on and off at work site.
    • The role covers QA/QC surveillance at ONSHORE base and following up on XT build,
    • SRT of SPS equipment including painting, coating, welding, and repairs at 3rd party contractors’ sites.
    • Materials logistics to and from offshore locations to support drilling & wells, ECP & Field operations activities to the rig and OIMR vessels for subsea & Life of Field.

    Job Responsibilities

    • Interface with CONTRACTOR base representative(s) to clarify COMPANY operational and scheduling priorities, to coordinate CONTRACTOR execution of Inspection, Maintenance and Repair activities, and drive delivery of subsea equipment and services.
    • Routinely advise the status of subsea equipment, materials and services; progress of base activities; and remain updated of the various entities’ operational schedules and requirements.
    • Logistics focal points for Deepwater Technical entities (e.g., Drilling Superintendent (Drilling & Wells), Offshore Operations Superintendent (ECP) etc.) to execute mobilization of required SPS CONTRACTORS’ equipment and services for their operations.
    • Support HSE entities’ audits, inspections and investigations relating to CONTRACTOR base.
    • Interface with Deepwater SPS and Subsea Engineering teams to follow progress in SPS
    • CONTRACTORS’ bases and promote mutual support to ensure the delivery of all Subsea equipment and services for COMPANY Deepwater operations.
    • Coordinate with COMPANY’s Stock control team to ensure proper tracking of materials and spares under COMPANY custody and control, related to CONTRACTOR Base activities.
    • Proper spares management implementation by Contractor (storage, segregation, inventory, robust obsolescence management etc.) to assure operation and maintenance tasks are executed as scheduled.
    • Responsible for ensuring that all COMPANY owned equipment maintained properly and on schedule.
    • Coordinate and lead with DW Logistics at Onne to ensure dispatch/receipt of equipment and people efficient dispatch / receipt of equipment & materials by COMPANY or CONTRACTOR at operational base.
    • Actively participate in procurement process in line with operational requirements, and related administration, reporting, tracking including support to customs clearance till the equipment are delivered and released for usage.
    • Responsible for execution of the quality management system on COMPANY’s behalf at SPS CONTRACTORS’ ONSHORE base
    • Be the focal point for QA/QC surveillance during XT build activities as well and testing/ qualification/recertification of all SPS equipment and following up and signing off all documentation towards the release of Certificate of Conformance for all equipment under Scope of Supply for all projects in deepwater environment.
    • Appropriate and periodic reporting to all entities concerned of status of equipment, materials, and base activities.

    Qualifications/Experience/Skills Required

    • Shall possess a minimum of 5 years oilfield experience in Subsea Production Systems with strong QA/QC, fabrication & testing with deepwater projects and contractor management experience. Master’s degree or post graduate diploma could be an added advantage.
    • Minimum of HND or BSc / BEng. in Engineering or sciences.
    • Shall possess a valid BOSIET/THUET certificate and Annual medical examination.
    • Shall be PC literate with good use of MS office applications (MS Word, MS Excel, PowerPoint) in a Windows environment.
    • Good oral, written presentation and communication skill in English language

    HSE Supervisor

    SERVICE DIMENSIONS

    • Relate to Head of HSE and Facilities Management & Administration; HSE-MS Audits and Pre-mobilization of equipment inspections.
    • Relate to all sections within the Facilities Management & Administration and contractors as part of the Continuous improvement on Contractor HSE Management, supporting activities include HSE Management System Internal Audits, Pre-mobilization inspections, Contractor HSE Evaluation, Contractor HSE Forums, SQE/SQM, Contractor Close out Meetings.
    • Assist in updating the best practices in HSE inspection in line with COMPANY and International regulations.
    • Assist in incident investigation and analysis, site specific JRA, and weekly, monthly etc reporting.

    ACTIVITIES

    • Work in liaison with HSE Admin Manager to monitor all activities within COMPANY Facilities Management & Administration to ensure compliance to the MAESTRO Principles, COMPANY Golden Rules and Industry Best Practices
    • Manage the PTW process to ensure that hazards inherent in the Service are identified and mitigating measures are in place for the safe execution of Service.
    • Collates, updates and documents man-hours and other HSE Key Performance Indicators; analyse and interprets trends to HSE Admin Manager
    • Ensure the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including bridging documents.
    • Carry out HSE Trainings and awareness campaigns (COMPANY Golden Rules, Anomaly Reporting and Job Risk Assessment, PTW, ISO 14001:2015 implementation etc.) for personnel.
    • Contribute to the implementation of ISO14001 in COMPANY Facilities with the aim of retaining ISO14001 certification status of Office and Facilities.
    • Document and maintain records using Pre-mob HSE Database of all inspections and audits performed in line with affiliate documentation requirements.
    • Perform Contractor’s HSE Capability Assessments and Performance Improvement Programmes (Contractor Forum, SQE/SQM, Close out Meetings)
    • Review of Contractors HSE deliverables from desktop evaluation to site work execution.
    • Preparation of HSE section of Contractor ITT Documents, Evaluation of Contractor deliverables (Desktop and Facility evaluations).
    • Report to HSE Admin Manager any observed deviation to company’s procedures related to HSE management in Contracts.
    • Participates in JRA, Kick-off meetings, PTW and other meetings as may be required from time to time.
    • Prepare weekly, monthly, quarterly, six monthly and annual HSE department’s HSE report.
    • Report all incidents/accidents on Synergi and carry out investigation to determine the root cause and report same to management.
    • Investigation and follow up all incidents/accidents to closure out on Synergi.
    • Lead/participate in Cause Tree Analysis to determine the cause(s) of any incident and make necessary recommendation to management to prevent a recurrence.
    • Report, collate, analyse trend and follow up on all Anomalies to ensure they are closed out in a timely manner.
    • Undertake site HSE audits & inspections and ensure corrective action recommendations are closed-out on time.
    • Coordinate the preparation of emergency plans, contingency procedures, safety drills and participate in exercises to ensure the effectiveness of the plans.
    • Induct all new employees (permanent/temporary), interns and visitors to familiarise them with COMPANY HSE expectations and their roles in meeting the HSE expectations.
    • And any other duty as may be assigned by my hierarchy.
    • Identify/document HSE Good Practices, cascade to personnel and upload in Safety+
    • Carry out HSE tests, inspections, and supervisions in COMPANY Facilities.
    • Carry out weekly HSE induction for new personnel and visitors to COMPANY Facilities.
    • Carry out pre-mobilization HSE inspection of equipment before commencement of Service for major campaigns.
    • Participate in Contract Service Quality Meetings and carry out HSE evaluation of Contract CFT to ensure compliance with HSE requirements of COMPANY procedures.
    • Carry out tracking of synergi actions of COMPANY Facilities.
    • Carry out Life Saving checks in COMPANY Facilities.
    • Carry out all HSE tests/inspections for safe operation of COMPANY Facilities; performed them as defined in the operating manual.
    • Record HSE actions of COMPANY Facilities in synergi and monitored in Synergi database; and generate report for presentation to management.
    • Implement effective Anomalies management and close out system in COMPANY Facilities.
    • Carry out COMPANY Downgraded Situation Audit in COMPANY Facilities and Estates.
    • Carry out review of REX recommendations to ensure they are fully integrated into the system (notice boards, meetings, procedures and JRAs) within COMPANY Facilities
    • Implement effective Zero Fatality Programs system is in place in COMPANY Facilities and Estates.
    • Participate in planned Internal and Contractors’ HSE Management System audits and provide regular feedback.
    • Undertake and facilitate site HSE audits & inspections and monitor all actions, including OPERSAFE & MAESTRO Audit corrective actions.
    • Develop HSE-MS and Environmental Management System reviews and assessment procedures in line with DGEP MAESTRO expectations, ISO14001:2015 and OSHAS 18001:2007.
    • Liaise with Techlog and HSE Methods department to carry out pre-mobilization inspections and Contractor-MS audits in line with applicable COMPANY procedures.
    • Work in liaison with Head of HSE, Facilities Management & Administration to monitor all activities within COMPANY Facilities Management & Administration to ensure compliance to the MAESTRO Principles, COMPANY Golden Rules and Industry Best Practices.
    • Carry out internal system of audits and inspections for operational activities within COMPANY Facilities to ensure that they are in line with the requirement of procedures of PTW, DGS, Electrical Isolation, Work.
    • Organize contractors HSE forum with key contractors in Facilities Management & Administration. Carry out HSE MS Audit of Contractors And any other duty as may be assigned by my hierarchy.

    • Good communication and presentation skills and leadership skills for meeting and reporting.
    • Organizational ability and interpersonal skills with good computer knowledge.
    • Must have good knowledge of applicable standards in safety studies.
    • Membership of a NISP or other Safety professional bodies
    • Must be persuasive with ability to influence other operations
