    Job Summary

    • The candidate is expected to build the capability of frontline Healthcare workers to provide quality HIV clinical services offered as part of a comprehensive package of care.

    Responsibilities

    • Provide on-site clinical training to clinicians on HIV treatment according to the national guidelines, including adult and pediatric ART and the treatment of tuberculosis and other opportunistic diseases.
    • Provide training through clinical consultation, assisting local clinicians to identify key bottlenecks affecting patients’ access to antiretroviral therapy (ART), and helping them with direct patient care as needed.
    • Provide Continuous medical education, which may include didactic training sessions to health professionals, as needed. All training will be in accordance with the national guidelines.
    • Provide health worker capacity building sessions using various methodologies (including use of project ECHO low bandwidth video conferencing)
    • Develop standard operating procedures for the provision of HIV clinical care at the health facility in collaboration with the ministry of health and other stakeholders. This may include troubleshooting problems with the patient flow, tracking defaulters, or clarifying referral pathways by developing appropriate algorithms 
    • Submit a monthly report on training and technical assistance activities, as well as findings and recommendations for strengthening services in the health facility and compliance with the national treatment guidelines
    • Perform other duties related to clinical mentoring as assigned.

    Minimum Qualifications

    • Must possess a Degree in Medical Sciences (MBBS or equivalent). Postgraduate qualification/Master's level training in Public Health, Family Medicine, Internal Medicine, Pediatrics, or Obstetrics will be an advantage.
    • Must be registered with the Medical and Dental Council of Nigeria
    • At least 5 years experience with clinical HIV and AIDS care, including the provision of antiretroviral therapy (ART)
    • Must have at least 2 years of experience with program planning, assessment, and implementation of HIV clinical care programs. Experience in the provision of HIV clinical training
    • Previous experience in HIV-related operational research is an advantage
    • Good knowledge of current trends and normative guidance (national and international) in HIV clinical care and service delivery
    • Experience in coordinating multi-disciplinary HIV clinical teams for effective service delivery
    • Willingness to travel to clinics and hospitals in assigned geographical areas.

    Technical Officer, Clinical Services

    Job Task

    • The successful person will work to accelerate progress toward the attainment of PEPFAR Nigeria program goals in the State, which will include providing support to HIV treatment facilities to achieve epidemic control by reaching the UNAIDS’ 95-95-95 goal.
    • S/He will work with other team members to promote age-specific, gender-sensitive approaches to antiretroviral therapy (ART) as part of the national “test and start” strategy to improve linkage to treatment in all LGAs in the state.
    • S/He will ensure that newly identified PLHIV (adults and children), as well as those currently on treatment, continue to receive uninterrupted ART services in all LGAs, are retained, and achieve virologic suppression.
    • S/He will support ART services for PLHIV through differentiated models of care and treatment in order to improve treatment outcomes and create efficiencies, including multi-month drug refills, use of community structures, etc.
    • Special program emphasis is placed on Benue State where the “ART Surge Strategy” is being implemented.
    • S/He will work with other team members to ensure the achievement of the surge objectives.

    Qualifications and Experience

    • Must possess a medical Degree (MBBS, MBChB) from a recognized institution.
    • Possession of a Master’s Degree in Public Health or a related field would be added advantage.
    • Must be a registered medical practitioner with a current practice license from the Medical and Dental Council of Nigeria (MDCN).
    • Must have a minimum of six (6) years’ post-qualification experience and a minimum of three (3) years’ experience supervising and coordinating the direct provision of Anti-Retroviral Therapy (ART) services in an integrated community setting.
    • Knowledge of global and national HIV treatment standards.
    • Leadership/mentoring skills and good interpersonal skills.
    • Advanced written and verbal communication skills.
    • Advanced knowledge of and experience using MS office packages including Word, PowerPoint, Excel, and Outlook among others.
    • High level of integrity.
    • Must possess good relationship management/ advocacy skills. 
    • Must possess good report writing, presentation, data interpretation skills.
