    GBV Program Manager

    Role Summary 

    The primary functions of the GBV Program Manager is to oversee the implementation of quality GBV prevention and response activities, build capacity and promote Sirri Care Values across all program implementations.

    Program Planning

    • Work closely with the Executive Director, and program team to understand program goals and to meet expectations.
    • Contribute to ongoing assessments and analyses to better understand protection risks, map points of service for survivors of GBV and vulnerable individuals, and identify support structures.
    • Analyze trends of GBV and develop/adjust program strategies to meet needs.
    • Contribute to program design and the preparation of concept notes and proposals.

    Program Implementation and Capacity Development

    • Identify and reinforce existing support mechanisms and work closely with local counterparts to ensure community buy-in and cultural appropriateness of activities.
    •  Strengthening case management and referral systems.
    • Work with teams and communities to develop appropriate prevention and awareness-raising/behavioural change strategies.
    • Train GBV staff to become leaders in GBV prevention and response. Depending on skill sets and required roles, training may include gender, guiding principles of addressing GBV, GBV case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc.
    • Organize and support training for project and Lead partner’s Staff, as needed and appropriate.
    • Contribute to information-sharing and data management systems.
    • Compile monthly and quarterly reports, on time and with accurate data.
    •  Maintain flexibility to take on added responsibility as and when needed.

    Coordination

    • Coordinate with local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways.
    • Actively participate in protection/GBV working groups and contribute to interagency initiatives, also promoting Sirri Care’s objectives.
    • Ensure maximum visibility of Sirri Care amongst the Donor, UN and NGO community.
    • Contribute to the positive image and overall credibility of the organisation, notably through the application of the organisation’s Code of Conduct

    Human Resources Management

    • Assist in the selection, training, and support of qualified program staff.
    • Develop support strategies for staff and introduce principles of self-care.

    Financial Management

    • Develop work plans in line with financial pipelines.
    • Work with Finance and Logistics to plan and procure supplies within program budgets.
    • Ensure compliance with donor regulations.

    Security

    • Ensure compliance with security protocols and policies.
    • Consider security implications of all program activities, reviewing all new initiatives with national staff and community leaders.

    Experience:

    • At least five (5) years of experience in GBV program design and implementation, including at least one year of humanitarian experience.

    Qualifications:

    • B.Sc./HND, master’s degree in social work, Public Health, International Development or other relevant field of study

    Requirement

    • Proven knowledge and experience in developing and implementing community mobilization projects.
    • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on protection from SEA
    • Familiarity with humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
    • Ability to exercise sound judgment, to remain flexible to a changing environment, and to make decisions independently.
    • Relevant regional experience is strongly preferred.
    • Experience in representing and promoting the agency in relevant coordination forums.
    • Ability to work well with a cross-cultural team.
    • Ability to speak local languages 
    • Strong communication skills, both oral and written
    • Supervisory experience.

    Procurement and Log Assistant

    Role Summary 

    • The Procurement and Logistics Assistant is responsible for assisting the Sirri Care project with efficient coordination and management of procurement functions. Supply Chain must be able to rapidly procure program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.
    • The Procurement and Logistics Assistant ensures that all purchases of goods and services are done transparently, at the best available price, and in compliance with Sirri Care and donor procurement policy and procedures.
    • The Procurement and Logistics Assistant ensures the provision of logistics support to project staff in a timely and efficient manner. 

    Major Responsibilities

    Procurement Planning

    • The Procurement Assistant is responsible for working closely with the Program Manager, Other Operation Staff, and internal and external stakeholders to ensure effective procurement planning and preparation to support program implementation. Supply chain planning includes –
    • Preparing and implementing procurement plans
    • Implementing all Sirri Care procurement SOPs
    • Collecting, organizing, and analyzing data
    • Monitor supply market and conduct market surveys & analysis.

    Procurement

    • Support with implementing procurement plans & strategies and ensure all program procurement needs are met on time following Sirri Care and donors’ standards. This includes: -
    • Support in the development of procurement specifications - Processing approved Purchase requests and ensuring data accuracy.
    • Request for quotations/proposals.
    • Participate in tender meetings & evaluations.
    • Prepare bids analysis and other bidding documents for approval.
    • Conduct negotiations with suppliers that are transparent and documented.
    • Demonstrate value for money in procurement.

    Contract Management

    • Preparing and executing contracts for recommended bidders
    • Timely renewal of running contracts.
    • Execute contracts against set performance indicators.
    • Responsible for managing contracts and supplier performance to ensure that terms & conditions, and standard operating procedures are adhered to.

    Supplier Management

    • Support with managing supplier relationships and performance to ensure that there is precise record keeping. This includes: -
    • Maintain supplier's file and documentation.
    • Documents supplier performance
    • Maintain supplier performance scorecards.

    Compliance and Ethics

    • Assist in implementing donor rules & regulations for all procurements (including any specific departmental procurement task assigned), Identifying and analyzing compliance risk in procurement processes through: -

    • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.

    • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.

    • identifying and reporting procurement red flags,

    • Implementing internal and external audit corrective action plans (CAPs)

    Reporting

    • Support with developing and updating the procurement plans (assigned) as required.
    • Submit a weekly list of internal and external commitments (PR-PO Tracker) to the Program Manager.
    • Periodic sharing of non-active PO to the technical team for cancellation.

    Logistics - 

    • Ensures that daily and weekly vehicle and stand-by generator inspections are performed and that regular servicing is carried out.
    • Facilitates the repair or recovery of vehicle and generator breakdowns when required, including repair/recovery outside of working hours; follows up on periodic services of the vehicles.
    • Ensures that assets are received, coded, and registered in the assets register and ensures disposal of assets is carried out according to existing policies and specific donor rules.
    • Assist to coordinate and update the daily movement board (Airport drop-offs/pick-ups and movement within/outside the town).
    • Ensure that vehicles are checked daily and roadworthy, logbooks are maintained and records of all vehicles.
    • Use systems and processes to ensure a smooth and timely flow of work.
    • Perform other administrative job-related duties and functions for the office, as may be assigned by the supervisor.

    Experience:

    • Approximately 2 years of professional experience in procurement

    Qualifications:

    • University Degree in Business Administration, Purchasing and Supply Management, or a related field from an accredited academic institution

    Requirement:

    • Knowledge of generic procurement procedures and practices.
    • Demonstrated success as a procurement leader within the supply chain including planning, procurement, and logistics
    • Good collaborator and influencer with effective interpersonal and analytical skills who can work seamlessly across cultures, organizational units and suppliers.
    • Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting
    • Good analytical and negotiation skills
    • Excellent skills in conducting market analysis and sourcing strategies.
    • Able to work effectively in a highly matrixed structure
    • Good mathematical skills.

    GBV Case Management Officer

    Role Summary 

    The GBV case management Officer will support GBV response activities focused on lifesaving GBV response services to women and girls. This will be accomplished by Close monitoring, coaching, and providing mentors to partners on the appropriate GBV survivor-centred case management.

    The Case Management Officer will participate in, and support partners' specific program components related to GBV case management, GBVIMS/GBVIMS+,  referrals and follow-up of GBV Cases.

    Job Responsibilities:

    • Facilitate all training on case management for case workers and community Volunteers 
    • Collate and compile all project work plans and share them with Sirri Care weekly.
    • Conduct referral and protection mapping (any other assessments)
    • Lead the formation and initial training of caregivers and foster parents
    • Ensure meetings and activities are held monthly
    • Ensure all documentation, reports, and records are maintained per agreed procedure, and information is provided on community activities as required.
    • Facilitate mentoring and coaching of caseworkers on various topics, as outlined in the implementation plan.
    • Maintain documentation and GBVIMS systems at the community/state office level: under the guidance of the MEAL Officer, Work with the Program Manager to ensure that all financial activities conducted in the field are properly documented in line with donor procedures and Sirri Care policies. 
    • Ensure all cases are efficiently managed with confidentiality.
    • Participate and coordinate case conference meetings
    • Daily supervision of all caseworkers.
    • Ensure the quality of the inter-agency case management tools
    • Report general protection issues present in the Community to the GBV ProgramManager
    • Participate in assessments and analysis process
    • In coordination with the GBV team, support regular participatory activities with different groups of women and girls to identify issues affecting Women and girls in project communities and assist them in developing appropriate responses.
    • Must adhere to the child safeguarding and protection policies and reporting standards.
    • Write and submit weekly activity reports.
    • Other ad hoc tasks as assigned.

    Experience:

    • At least 2 to 3 years of progressively professional and practical experience in Gender Based violence case Management program

    Qualification:

    • A university degree in social science,  international development studies or other relevant degree or equivalent experience. 

    Requirement:

    • Experience in facilitation and training in Gender Based Violence and case case management. 
    • Demonstrated a high level of conceptual and analytical thinking skills. 
    • Staff management skills and effective leadership 
    • Ability to maintain expected performance in diverse contexts, and potentially challenging environments with limited resources.
    • Excellent interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, considering cultural and language differences and sensitivities. 
    • Excellent skills in written and spoken English and local languages
    • Effective report-writing skills 
    • Computer literacy including Microsoft Office software, emails and the Internet,
