    Health Promoter, IEC Officer

    Main Objective and Responsibility of the Position

    • Implement Health Promotion/IEC (Information, Education, Communication)activities with patients and local population to raise their knowledge and skills on relevant medical topics

    General Accountabilities

    • Inform patients and communities about MSF and services it provides.
    • According to medical priorities, deliver information to the patients and community on specific health topics
    • Implement activities of health education and awareness (sessions in schools, churches, community), under the indications and supervision of the HP Supervisor.
    • Under the guide of HP Supervisor, assess the impact of activities (with questions, verifications and behaviors observations), and report problems, success and constraints to him/her.
    • Collect all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.
    • Report to HP Supervisor: activities, problems met, strengths and constraints.
    • For OCBA: Establish and maintain contacts with social partners, including other NGO’s, governmental health services that can provide answers to social problems.
    • For OCBA: Keep education and communication areas clean and tidy and professional materials available.
    • For OCBA:Participate in creation of any material needed for the activities of information, education and communication

    • Participate in creating community and key Stake holder mapping in collaboration with the HPS and HP manager guided by community members.
    • In partnership with the HP supervisor ,plan and organized the weeks awareness and community engagement sessions with key community members .

    • Collaborate with the anthro team on collecting data throght the different research methods.
    • Plan and follow up visits with Community members according to planned community eengagement strategy , feeding back daily to the HPS.

    • Attend trainings and ensure effective communication skills are used when relating to Community groups/ individuals.

    • To adhere to details outlined in rapid assessment and the strategy.

    Data Entry Operator

    Main Objective and Responsibility of the Position

    • Carry out all activities related to entry of medical data into the mission database, according to MSF protocols and maintaining confidentiality, in order to have reliable and up to date information.

    General Accountabilities

    • Enter medical data (e.g. patient data, dates of visit, content of prescription, viral load, etc.) in mission’s database on a regular basis and according to MSF protocols.
    • Participate in compilation of data both from MSF structures and from collaborating health facilities.
    • Participate in the search for missing data.
    • Update files of existing patients and make any corrections needed.
    • Make regular back-ups of all data processed.
    • Look after all equipment provided and keep recording area clean and tidy, giving special importance to all patient files.
    • Report any issue concerning data management to superior
    • Elaborate statistical reports when required by the medical team.
    • Ensure, promote and maintain confidentiality regarding all information registered.

    MSF Section/Context Specific Accountabilities

    • On a daily basis, summarize reported data from vaccination teams to enter into the relevant databases.
    • Ensure data submitted by the team is accurate and check for descrepencies
    • If errors or anomalies are found in the data, proactively report to the data supervisor and investigate further with the nursing team supervisor

    Nursing Team Supervisor

    Main Objective and Responsibility of the Position

    • Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

    General Accountabilities

    • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
    • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
    • Give feedback/ reports to medical focal point.

    MSF Section / Context-Specific Accountabilities

    • As a Nursing Team Supervisor for a large multi-antigen catch-up vaccination intervention, you will be responsible for overseeing multiple vaccination teams across different sites, close monitoring of the activity and ensuring quality service delivery. You will be working closely with Ministry of Health counterparts to ensure a strong collaboration.

    Key Responsibilities
    Preparation and team supervision:

    • Participate in the development of the site planning and activity timetable, campaign organization
    • Participate in health facility assessments as required
    • Participate in developing the training plan and content for the vaccination team, including writing documents, simulation activities
    • In collaboration with the MoH supervisor, lead and supervise multiple vaccination teams, providing guidance, support, and mentorship to ensure efficient and effective operation.
    • Ensure end of day debriefings are done by the vaccination team leads to provide updates and address any challenges or concerns.
    • Monitor team performance and provide feedback, ensuring every team member understands their role and performs duties according to established procedures.

    Logistical Coordination:

    • Ensure a well coordinate deployment of vaccination teams to different sites, ensuring the flow and circuit within the sites are well layed out
    • Verify that the crowd control team is complete and effective
    • Ensure a good management of cold chain in the vaccination sites
    • Ensures rigorous management of stock movements (vaccines, traceability, medical supplies, modules and kits).
    • Ensure waste management standard procedures and circuit are respected

    Quality Assurance:

    • Ensure adherence to vaccination protocols, safety standards, and infection control measures during all vaccination activities.
    • Ensure mechanisms are respected for reporting adverse effects and needle-stick injuries.

    Community Engagement:

    • Work closely with the Health Promotion and Community Engagement team to ensure a strong engagement with stakeholders, including parents, caregivers, and community health workers, to promote awareness and understanding of the importance of childhood vaccination.
    • Address community concerns, misconceptions, and barriers to vaccination
    • Ensure vaccination teams have a respectful and welcoming attitude during vaccination activities

    Reporting and Documentation:

    • Ensure accurate data collection at all sites, including registration, doses administered and adverse events, in accordance with program requirements
    • Participates in daily data analysis
    • Maintain good communication with the nursing activity manager to update on progress, challenges, and achievements.

    • Essential 2 years of previous experience. Having worked in MSF or other NGO’s and in developing countries is desirable.

    Supervisor - Medical Data Entry

    Main objective and responsibility of the position

    • Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organise and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.

    General Accountabilities

    • Supervise, organise and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide a good service support and reliability of the data collected.
    • Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc.) into the appropriate data management system while ensuring quality of data
    • Do quality control data officers’ performance on regular basis
    • Know and ensure proper use of software used for recording (i.e. Fuchia, Epi Info, etc.).
    • Ensure accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.
    • Provide technical support to data entry officers/operators in project sites and give response to their training needs.
    • Provide regular statistical reports for the medical team as well as informing the superior of any missing information, major changes or big differences in data.

    • Support in the development and implementation of data process flows, from data collection, entry, analysis, and reporting.
    • Ensure organization of data flow and processing of paper forms from a large number of data collection teams on a daily basis.
    • Compile rapid daily and detailed weekly summary reports on vaccination activities for the Project Medical Referent and Medical Coordinator.
    • Support training of registrars and data entry operators on use of relevant tools for data collection and entry, including supervision of data collection during medical activities.
    • Provide technical support to staff involved with data collection in MSF-supported health facilities.

    Education:

    • Essential proven computer literacy, secondary education or qualifications either in administration, data entry or in statistics.
    • A Degree in Information and Technology (IT) desirable

    Experience:

    • Essential working experience of at least one year with MSF or a similar NGO.

    Purchasing Officer

    Main Objective and Responsibility of the Position

    • Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project

    General Accountabilities

    • Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
      • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available
      • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
      • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval
      • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made
      • Assisting in reception control process with the storekeeper
      • Performing delegated tasks according to his / her activity and as specified in his/her job description

    Driver

    Main objective and responsibility of the position

    • Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service

    General Accountabilities

    • Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a hand over if another uses the vehicle
    • Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
    • Ensuring all passengers have all necessary papers in order before travelling, and ensuring non MSF staff sign disclaimers of responsibility before using the vehicle
    • Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
    • Ensuring that all vehicle documents and the driver's driving license are valid and in the vehicle.
    • Informing the line manager of any incident involving the transportation of passengers and/or goods.
    • Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and communicating with base according to MSF communications policy to inform the driver's position and any potential implications.
    • Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules

    Interpreters

    Main objective and responsibility of the position

    • Perform oral and written translation, from the mission language to local language(s) or vice versa, in order to ensure simultaneous, accurate, friendly, respectful, objective and fluent communication between MSF staff and local population.
    • General Accountabilities
    • Translate documents from / to mission language into a local one upon request.
    • Translate discussions / meetings as requested
    • Always keep respect towards patients, collaborators, authorities, military factions and MSF staff participating in discussions.
    • Ensure confidentiality of all translation is maintained as directed by the Mission / Project coordination team.
    • Ensure neutrality and accuracy when translating.

    Storekeeper

    Job Description

    • Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities

    General Accountabilities

    • Supervising materials and goods orders and dispatch in order to ensure its rational use.
    • Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
    • Updating and/or creating stock cards for all stock items immediately after reception of goods. Checking the received cold boxes and controlling the cold chain-monitoring card
    • Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organised and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
    • Monitoring the store temperature and ensuring Cold Chain items are stored in an adequate temperature. Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
    • Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, way bill number, weight and mode of transport in accordance with the line manager’s instructions
    • In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
    • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
    • Assisting the line manager with preparation of the stock reports
