    Deputy HoD Procurement

    RESPONSIBILITIES

    The Deputy HoD is responsible to:

    Contribute to the definition, implementation and revisions of mission procurement strategies

    • Define the procurement strategies of the mission under the supervision of the Head of the Logistics Department 
    • Drive and implementing sourcing strategies with employees and ACF departments
    • Provide advice to other departments on their purchasing activities
    • Represent the ACF mission externally for procurement issues and develop its network for exchange of information and best practices.
    • Develop a responsible purchasing approach, in particular by identifying environmental criteria in our selection processes.
    • Assist applicants in the preparation of their specifications and/or technical specifications
    • Dissemination of consultations and Calls for Tender 
    • Receipt and analysis of tenders 
    • Negotiation with suppliers
    • Selection of suppliers corresponding to ACF needs, in terms of cost, quality, deadlines and services
    • Drafting of contracts and framework agreements and their amendments

    Coordinate mission procurement activities

    • Ensure the facilitation and production of the mission’s PPP (Project Procurement Planning).
    • Perform market analysis and supplier sourcing of identified strategic markets.
    • Publish annually CFIs (Calls for Expressions of Interest) for targeted markets
    • Conduct audits and supplier monitoring visits to capitalize and monitor our portfolios.
    • Coordinate with ACF bases and departments, supplier ACF pre-qualifications
    • Monitoring and development of ACF logistics department partnerships. 
    • Analyze the appetite and purchasing maturity of its contacts, adjust and structure its modes and levels of involvement (lead/support & advice/co-lead)
    • Train logistics and program teams on their procurement activities

    Ensure compliance of purchasing activities in compliance with ACF and relevant donors procedures.

    • Ensure that employees comply with ACF’s procurement policy, strategy, procedures and tools
    • Prevent and manage any non-conformity of the mission’s procurement processes, particularly in relation to our quality assurance.
    • Identifying the risks of fraud and corruption in its activity and implementing preventive and control actions
    • Raising employees' awareness of the risks of fraud and corruption
    • Implementation and follow-up of recommendations following controls and audits

    Guarantee the procurement performance on the mission

    • Identify, track and propose possible optimizations for strategic sourcing
    • Ensure and develop strategic supplier relationships, ensuring supplier performance.
    • Constantly monitoring purchasing trends (changes in the business line, purchasing tools, etc.), 
    • Develop and monitor purchasing performance indicators 
    • Regularly canvass the market to enrich the supplier portfolio (via other NGOs, field visit, internet search, etc.)
    • Ensure proper management of the LINK software during the assignment:
    • Being the LINK point of contact with headquarters (under the supervision of the Logistics HOD)
    • Informing the LINK team at HQ of software malfunctions and inconsistencies
    • Provide adequate training to all newcomers/users of the software (applicants, logistics users)
    • Support users by guiding them through the available materials (LINK video, user guides, PPT file)
    • Support users when they encounter unusual situations with the software on how to solve them
    • Manage LINK data (delivery locations, local markets, local suppliers, taxes...)

    REQUESTED PROFILE

    • A Bachelor degree in Business Administration OR Logistics OR Purchasing and Supply.
    • Certification in CIPS, Supply or Logistics desirable.
    • Min 3 years’ extensive experience in procurement and/or logistics capacity management and coordination, preferably in Humanitarian or development work;
    • Previous experience working for NGOs an asset, particularly international and/or health related NGOs;
    • Excellent people management skills combined with the ability and desire to further develop staff capacity;
    • Strong Organization and management skills combined with the ability to coordinate a diverse range of people and responsibilities;

    SPECIFIC CONDITIONS / SALARY

    • 12 months fixed term contract under French (for internationals) 

    Terms under French contract : 

    • Monthly gross salary from 2130€ to 2475€ upon experience  
    • Monthly per diem and living allowance: 754€ net, field paid
    • Monthly country allowance: 150€  
    • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
    • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens 
    • Transportation and accommodation: Coverage of transportation costs and guest house
    • Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance

    National Consortium Coordinator

    RESPONSIBILITIES

    • The Consortium Coordinator is responsible for coordinating the implementation and ensuring the representation of the RESILAC project in Nigeria, in liaison with implementing organizations and the regional office, and in consultation with the state partners involved.

    More specifically your main tasks will be :

    • To ensure good governance, animation and coordination of the project implementation unit in Nigeria
    • To support the implementation and ensure reporting of the project
    • To ensure quality and accountability of the project
    • To ensure communication, advocacy, representation and external coordination
    • To ensure human resources management, training and capacity building of the team  

    REQUESTED PROFILE

    • You hold a masters in project management development (a priority), advocacy or humanitarian studies, international relations or political science
    • You have a professional experience of 5 years in coordinating development activities (a priority) or humanitarian activities in a complex environment
    • You have experience in coordinating a development project, supervision of technical teams and management of and in a consortium 
    • You are fluent in english
    • You have experience in insecure / relatively isolated setting
    • You have advanced knowledge of donors’ guidelines and procedures (AFD/EUD)
    • Knowledge of French would be an asset

    This position is available both for Nigerian candidates and for international candidates. Indeed the package is not the similar regarding the situation :

    • Basic Salary : Starting from 1,175,742  Naira per month
    • Rent allowance: 50,000 Naira per month
    • Hardship allowance: 20,000 Naira per month
    • Transportation allowance : 16,667 Naira per month
    • Leave allowance : 10% of Basic Salary per month
    • Pension : Employer contribution 10% of gross salary, Employee contribution 8% of gross salary 
    • Annual leave : 2 days per month
    • Private health insurance : 100% health care coverage provided by the organization
    • Private life assurance : 24/7 life assurance coverage provided by the organization
    • Training : Free and direct access to Cross Knowledge e-learning platform.
    •  Relocation benefits : 120,000 Naira lump sum relocation allowance + 20 days accommodation allowance (10,000 Naira per night) + flight ticket from the home base to the working base at the beginning and end of the assignment

    Smart Programme Manager

    RESPONSIBILITIES

    • You are responsible for leading SMART, MIYCN KAP and SQUEAC survey implementation in different LGAs of intervention in the programmes implemented by ACF in Northern Nigeria.

    More precisely, your tasks will be to:

    • To vuild up an ACF team and coordinate the implementation of planned nutrition SMART surveys in the targeted areas; 
    • To support and effectively manage surveys, teams and internal coordination;
    • To plan, support and follow up on capacity development of the field teams (including both ACF and SMoH staff) in nutrition assessment and support the MEAL department to improve the quality of CMAM data;
    • To appropriately represent ACF and coordinate externally; 
    • To produce timely and quality reports; 
    • To collaborate with the states' surveillance unit to support ACF WASH and ACF Rapid Response Unit in quantifying disaster/emergencies through rapid identification and escalation;     

    REQUESTED PROFILE

    • Master’s degree in Public Health, Statistics, Epidemiology, Nutrition by research or related field, in addition to a Certification in SMART and SQUEAC Surveys implementation and training, and a good knowledge of ENA for SMART, Epi info and SPSS applications.
    • At least 3 years of proven experience in Managing nutrition assessments, research, in addition to nutrition programme management in emergency set-up, including proposal writing, project budget management, reporting and training provision, in the humanitarian context.
    • Excellent Writing and analytical skills
    • Good Management, representation, and negotiation competencies
    • Willing to do frequent travels to mentor and monitor activities and easily acculturate with remote area's living conditions.
    • Fluency in English is mandatory
    • A former ACF experience will be considered as a plus
