    Head of Division - Health Workforce Development

    Purpose of Job

    • The Head of Division for Health Workforce Development at Africa CDC shall lead and coordinate the development of the institution’s health workforce development strategy and guide the continuous skill development, retention, and career paths of staff through various programs and linkage with relevant fields and sectors.

    Main Functions

    • Supervises the Health Workforce Development Division, including designing, implementing, and maintaining the division’s workplan, and oversight for all deliverables and reporting.
    • Designs strategies and policies in order to address the pertinent issues related to health workforce development.
    • Contributes to the development of the business continuity plan and ensures its implementation at the Division level.
    • Provides strategic direction, technical leadership, and oversight to the health workforce component of the Africa CDC strategic priorities.
    • Ensures a comprehensive approach to human capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support.
    • Oversees the expansion and development of new and existing activities of the Division.
    • Ensures risk management and mitigation for health workforce development related issues.
    • Engages stakeholders within Members States and Regional Economic Communities (RECs) in designing and implementing health workforce strategies.
    • Represents the organisation and explains its position at relevant meetings and conferences.
    • Mobilises funds from donors and allocates them towards the implementation of strategies and activities of the Division.

    Specific Responsibilities

    • Lead and coordinate the development of Africa CDC public health workforce development strategy and guidance for continuous skill development, retention, and career paths.
    • Strengthen and enhance implementation of the existing health workforce programmes and ensure linkages with animal, agriculture and environmental sectors.
    • Provide direct supervision to health workforce development technical staff in the Division.
    • Lead and coordinate with other partners for standardization and accreditation of Field Epidemiology Training Programs (FETP) in Africa.
    • Oversee the Africa CDC Scholar, Public Health Leadership, and Fellowship programmes for Africa.
    • Supports operational and translational research capacities relevant for health workforce for public health institutions in Africa.
    • Research new technologies and methodologies to improve the efficiency and effectiveness of health workforce trainings and capacity building.
    • Work with AU Member States that do not have FETP to explore country-specific or regional training programmes that best suit their needs.
    • Oversee the establishment of a continental health workforce database and support the strengthening of National Health Workforce Accounts.
    • Facilitate and strengthen RCCs in promoting inter-country collaboration on health workforce development.
    • Support establishment and strengthening of National Public Health Institutes to coordinate health workforce development using a multi-sectoral approach.
    • Represent Africa CDC in technical meetings, conferences or similar platforms.
    • Prepare periodic financial and budget execution reports and monitor budget execution at Division level.
    • Represent Africa CDC’s scientific interests as a member of a scientific review committee, study group and be part of developing public health scientific policies, procedures and guidelines.
    • Support National Public Health Institutes capacity building on health workforce development.
    • Coordinate the delivery of technical services in support of Africa CDC Emergency Response activities as appropriate.
    • Perform other related duties, as assigned by the supervisor.  

    Academic Requirements and Relevant Experience

    • Master’s degree in Public Health, Epidemiology or other closely related fields, with twelve (12) years of work experience of which a minimum of seven (7) and five (5) years of managerial and supervisory roles respectively.
    • Qualifications in leadership development, organizational development, capacity building or any such related fields is desirable.
    • Experience working at national or international public health or academic/research institutions with required, and practical experience in learning and workforce development.

    • Initiate, lead and coordinate relevant activities to establish and promote health economics capacity at all units of Africa CDC and Member States.
    • Initiate, lead and facilitate the use of health economics tools and methods to deliver technical analyses that support priority setting at Africa CDC and Member States.
    • Coordinate delivery of technical assistance to Member States in leveraging health economics evidence for prioritization decisions.  
    • Lead and coordinate engagements with stakeholders (such as academic and research institutions and professional networks) to strengthen capacity for health economics in Member States and across regional levels.

    Academic Requirements and Relevant Experience

    • A doctoral degree in the relevant area would be an advantage.
    • Experience working at national or international public health institution is required.
    • Experience in engaging stakeholders and influencing policies, brokering informed consensus, and managing complex bargains among institutions or stakeholders with divergent interests.
    • Experience in conceptualizing and conducting health economics research, evidenced by policy-relevant publications in health economics and financing.
    • Experience in mobilizing resources to support defined evidence generation, capacity strengthening and policy activities

    Head, Internal Oversight (AfCDC)

    Purpose of Job

    • The incumbent is responsible for the overall planning and coordination of activities/projects/programs of the Internal Oversight.
    • He/She shall direct and manage the daily operations of the internal oversight functions of the Africa CDC to achieve the strategic objectives of the Office and the Africa CDC’s overall goals.
    • This includes planning, developing and implementing strategic policies so as to enhance and protect organizational values by providing risk-based and objective assurance, investigations, advice, and insights.

    Main Functions

    • Develop and implement the IO’s medium and long-term goals and objectives, and related annual audit and work plans.
    • Define the broad objectives and scope for each audit project / review.
    • Provide guidance and on-the-job trainings to audit staff on technical and administrative matters.
    • Analyze guidelines and standards for internal oversight activities in the course of ensuring consistency of approach and adequacy of practice of subordinate auditors.
    • Evaluate internal control systems and make solid recommendations to promote operational effectiveness and efficiency, reliable financial reporting, and compliance with AU rules, policies and procedures.

    Specific Responsibilities

    • Plan, organize, direct and coordinate the activities of multiple teams and resources of the Office of Internal Oversight.
    • Determine the adequacy and effectiveness of established internal control to prevent and/or detect errors and irregularities and determine compliance / conformance with existing controls, best practices and international standards.
    • Provide direction and leadership with respect to all phases of each audit/review.
    • Lead audits/reviews of a sensitive and complex nature;
    • Provide technical updates to the audit teams on new developments in the audit profession.

    • Develop a risk-based annual audit plan for the Office of Internal Oversight that is flexible and adaptable to the emerging trends and issues in the Africa CDC.
    • Oversee Africa CDC’s portfolio that focuses on key risks and opportunities to strengthen the institution's governance, risk management, internal controls and value-for-money, using modern internal audit practices in accordance with professional standards, and ensure that the division operates as an innovative, dynamic, diverse and high-performing office that respects diversity, ethics and integrity, and has a strong focus on results.
    • Ascertain that systems of internal control are laid down and operate effectively to promote the economic, efficient, and effective use of resources and to safeguard assets.
    • Assist the organization to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
    • Provides an independent, objective assurance and consulting activity designed to add value and improve the organ’s operations.

    • Establish a quality assurance and improvement program that covers all aspects of internal oversight activities, and continuously monitors its effectiveness, including periodic internal and external review and ongoing self-assessments, such as tracking time taken to produce reports.

    Academic Requirements and Relevant Experience

    • Master’s degree in Auditing or Accounting or Financial Management or relevant disciplines with twelve (12) years of work experience of which a minimum of seven (7) years must have been served at a managerial level, out of which five need to involve direct supervisory responsibilities.
    • Experience in audit, value for money assurance and investigation in similar international organizations, government or private sector entities, or non-governmental organizations
    • Professional qualifications and certifications such as CIA, CPA, CA, CFE, CISA, ACCA, or equivalent are mandatory.
    • Proven track record in managing programmes, people and resources, and technical leadership.
    • Sound knowledge of general management practices and techniques, including results-based management principles, governance and accountability, use of information and communications technology, and techniques of quality assurance analytics
    • Membership in a relevant professional organization will be an added advantage.

    • Drive and implement the vision and strategy of the Africa CDC on the implementation of genome sequencing, bioinformatics and data translation to improve public health outcomes
    • Shape the strategy for working with the different divisions, Member States, partners and stakeholders to improve the utility of genomics data for public health actions.
    • Coordinate and interface and work with National Public Health Institutes (NPHIs), national reference laboratories and MOHs to strengthen collaboration under the Africa PGI network and strengthen capacities and enhance efficiencies of existing public health assets.
    • Coordinate the cross-division collaboration to support integration of genomics sequencing in all relevant and key activities of the Africa CDC.
    • Devise sustainable training and mentoring strategies to improve human resources for genome sequencing, bioinformatics, genomic epidemiology and data translation for public health decision making
    • Advice on the introduction of appropriate technologies and promote technology transfer  
    • Ensure internal and external milestones, deliverables, and obligations for the Institute of Genomics  are met.
    • Drive and implement strategy for integration of pathogen genomics into public health surveillance systems.
    • Ensure reports, policy briefs and communiques are timely prepared and released, communicated with Members.
    • Performs any other related duties as assigned.

    Academic Requirements and Relevant Experience

    • Master’s degree in Laboratory Sciences, Biomedical Sciences, Molecular Biology, Genomics, Bioinformatics, Genomic Epidemiology, or relevant disciplines with twelve (12) years of work experience of which a minimum of seven (7) managerial experience involving five (5) years supervisory exposure.
    • Experience working in a national or international institution is required.

    Senior Science Officer, CPHIA (AfCDC)

    Purpose of Job

    • The Senior Science Officer CPHIA  will work primarily on the International Conference on Public Health in Africa (CPHIA) which is the annual scientific conference of the Africa CDC.
    • This annual scientific conference provides a unique African-led platform for leaders across the continent to reflect on lessons learned in health and science and align on a way forward for creating more resilient health systems in Africa. Each year, CPHIA will be co-hosted by a selected African Union Member State.

    Main Functions

    • Under the guidance of the CPHIA Co-Chairs and Africa CDC Senior Leadership, coordinate the CPHIA Secretariat activities including the planning and implementation of the conference each year
    • Support the activities of the CPHIA Scientific Programme Committee (SPC) throughout each year
    • Ensure the scientific relevance of CPHIA each year, as well as production and publication of the conference report and abstract book each year
    • Publish relevant manuscripts and articles relating to the conference
    • Support and facilitate the publication of accepted conference abstracts as full manuscripts in the Journal of Public Health in Africa (or other scientific journals)
    • Assist in drafting reports and participate in the preparation of budget and work programmes related to the functioning of the Directorate of Science and Innovation.

    Specific Responsibilities

    • Coordinate with the CPHIA Host Country each year, as well with the event planners hired to support the conference
    • Coordinate the work of various conference workstreams including – scientific programme, abstracts, side events, exhibitions, communications and media
    • Manage assigned aspects of the conference planning, meeting strict deadlines and ensuring compliance with allocated budget
    • Nurture and build relationships with partners, vendors, venues, and other industry contacts while crafting and implementing the creative and logistical aspects of the conference
    • Remain current (or ahead of the curve) with trends in large convenings, design, and production, and proactively identify and solve operational challenges
    • Establish standard operating procedures and train staff to execute them
    • Perform other related duties as may be assigned by the supervisor

    Academic Requirements and Relevant Experience

    • Master’s  or Bachelor Degree with seven (7) and ten (10) years relevant work experience in Public Health, Medicine, Epidemiology, Health Science, Health-services Research or related health discipline.
    • PhD in any of the above or related field would be an added advantage
    • Professional work experience in research and development of a wide range of communication materials for the health and development sectors.
    • Proven experience with managing large convenings with a focus on science and/or public health.

    Director, External Relations & Strategic Engagement (AfCDC)

    Purpose of Job

    • The Director of External Engagement will enhance the Africa CDC reputation, status and impact, ensuring the organisation has outstanding relations with African Union Member States, Governments, international organisations, Partners, funding organisations, relevant media and other stakeholders by providing dynamic and inspirational strategic leadership for the Resource Mobilisation, Communication and Public Information and Policy and Health Diplomacy Divisions, setting a strategic direction coherent with the overall Africa CDC strategic plan and the new public health order. 
    • He/She will drive high-performance by developing and mentoring team members whilst holding them accountable for the delivery of the operating plan’s ambitious targets and encouraging cross-team working by driving the successful delivery of Africa CDC strategic plan through strategic engagements and communication. 
    • As a member of the Senior Executive Team (SET), the Director of External Engagement supports the Director General in setting the strategic direction of the Africa CDC and providing strategic leadership and management across the organisation, enabling the SET to drive and deliver the implementation of the Africa CDC ambitious strategic and operational plans. 
    • He/She will lead long-term strategic planning, overseeing daily operations, delegating tasks to staff and managing the general operations of the Directorate.

    Main Functions
    The main duties will include, but not limited to:

    •  Establish strategic communication, advocacy and stakeholder engagement, and resource mobilisation targets, developing policies, and strategies.
    •  Provide leadership and thoughtful strategic advice on multi-pronged approaches of Africa CDC External Engagement, Advocacy, Communications and Partnership’s strategy, ensure appropriate action plans for each area are designed and implemented.
    •  Guide and position the Africa CDC to develop strong partnerships with AU Member states, media and partners.
    •  Develop and execute the overall strategy for the directorate and ensures alignment with overall organizational strategy;

    Academic Requirements and Relevant Experience

    • Advanced university degree (Master’s degree or equivalent degree) in strategic / organizational, communication, Marketing, international relations, public policy, or related field with at least Fifteen (15) years of experience out of which eight (8) years should be at managerial level, and five (5) in direct supervisory role is required. 
    • Additional experience and training in Diplomacy, fundraising, marketing and advocacy efforts is an added advantage.
    • Experience in Public Health area will be an asset
    •  Demonstrated understanding of the latest communications and marketing trends.
    • A minimum of 15 years of progressively responsible experience in public information and communication, international relations, public policy, or related area is required.
