    Registrar

    Job Description

    • The University Registrar is a Principal Officer and the Chief Administrative Officer of the University, who is responsible to the Vice-Chancellor for the day-to-day administration of the University except in financial matters which fall within the purview of the Bursar.

    Responsibilities
    He/she shall among other duties:

    • Be the Secretary to the Governing Council, Senate, Convocation, Congregation and other statutory bodies as defined by the University Laws;
    • Be in safe custody all records of the University;
    • Perform all other duties assigned to him/her by the Council and/or the Vice-Chancellor from time to time.

    Qualities of the Applicant

    • The person who will be Registrar must be an enthusiastic person, passionate about initiatives and consistently productive.

    In addition, the ideal candidate shall:

    • Possess a good University Degree with a minimum of Second Class Lower Division from a recognised University plus an NYSC Discharge Certificate or Evidence of Exemption;
    • Possession of postgraduate degrees of Masters / PhD will be added advantage;
    • Must have at least fifteen (15) years post qualification
    • Experience in university administration;
    • Currently be a Deputy Registrar for at least three (3) years in a State / Federal University;
    • Must be less than 60 years of age by September 30, 2023, when the position is scheduled to be occupied;
    • Be a registered member or Fellow of any Professional Administrative Bodies:
    • A person of impeccable integrity and transparency in private and public life;
    • A person with the ability to relate excellently with staff, students and the general public and command the loyalty and respect of people;
    • A person with an articulate vision for the development of the University and the Registry, combined with a strong passion to implement the vision;
    • Highly conversant with the workings and peculiarities of a Nigerian University system;
    • Must be able to effectively utilise the University's human resources to attain an excellent administrative system; of good physical and mental health;
    • Must have Information and Communication Technology (ICT) skills;
    • A person of impeccable character, sound leadership skills and ability to instil confidence and engender trust in his/her members of staff;
    • Devoid of any criminal record; and
    • Have the ability to manage industrial relations and navigate complex administrative situations.

    Tenure:

    • The Registrar shall hold the office for a single term of five (5) years.

    Vice-Chancellor

    Job Description

    • The Vice-Chancellor is the Chief Executive and Academic Head of the University.
    • He/she is the Chairman of the Senate, and Congregation, and an ex-officio member of the Governing Council.

    The Vice-Chancellor shall among other duties:

    • Promote research, teaching and high standard of academic excellence;
    • Be responsible to Council for the maintenance of peace, law and order in the University;
    • Be competent at all times to advise the Council on all matters affecting the policy, finance and administration of the University;
    • Regulate the admission of students, subject to the guidelines and procedures approved by the Senate and other statutory bodies; e. be responsible for staff and student discipline and welfare in the University
    • Be responsible for the daily administrative control of the University.

    Qualities of the Applicant

    • Applicants for the Vice-Chancellor position must be distinguished scholars with outstanding academic and administrative records.
    • He/ she must be a proven manager of human and material resources.
    • Specifically, the candidate must possess a Ph.D. Degree from a recognized University and be a Full Professor of Seven (7) to Ten (10) years standing with the ability to provide academic and administrative leadership for the University;
    • Must have held sufficient academic and administrative positions in the university to prepare him/her for the position of Vice-Chancellor;
    • Possess substantial publications in reputable national and international journals;
    • Should have a good understanding of the Vision, Mission and Core Values of the University;
    • Be able to attract research grants and complementary funds from local and international agencies, and further uplift the academic stature of the University;
    • Possess personal integrity in the management of funds and be able to deploy financial resources as appropriate in the context of the University's strategic plan;
    • Demonstrate interpersonal and team-building skills and
    • Possess the ability to build bridges between staff, students, and other members of the university community and stakeholders; have a demonstrable ability to establish and maintain partnerships with local, national, international, governmental and non-governmental agencies and organisations;
    • Be an individual who, judging from his/her track record, is likely to command respect, as well the loyalty of members of Staff, Students and the University Community;
    • Be able to demonstrate the ability to attract, motivate, and retain highly skilled and talented staff in all categories of staff (teaching and non-teaching);
    • Be able to exhibit entrepreneurial drive and ability to attract extra-statutory funds and mobilize other resources for the development of the University;
    • Have excellent written and spoken communication skills; should be in a position to ensure the enforcement of the University laws and regulations;
    • Be Information and Communication Technology (ICT) proficient and be committed to the development of ICT in the University programmes and services;
    • Must be of excellent physical and mental health;
    • Must not be more than 65 years of age by September 30, 2023 when the position is scheduled to be occupied.

    Tenure:

    • The Vice-Chancellor shall hold the office for a single term of five (5) years.

    Bursar

    Job Description

    • The Bursar is the Chief Financial Officer of the University and shall be responsible to the Vice-Chancellor for the day-to-day administration and control of the financial affairs of the University.
    • He/she shall also, from time to time, provide expert advice on issues of investment to generate revenue as well as disbursement of funds.
    • He/she will perform oversight functions over the University's Commercial Services.
    • The Bursar shall oversee all financial, accounting, reporting, resource mobilization, fundraising, sponsorship, grants, subventions, endorsement drives, revenue generation activities, taxes and insurance functions of the University.

    Qualities of the Applicant

    • Candidate must possess a good University Degree with a minimum of Second Class Lower Division in Accounting, Finance, Economics or any related discipline from a recognized institution plus NYSC Discharge Certificate or Evidence of Exemption;
    • Be a registered member or Fellow of any of the following Professional Bodies: ICAN, ICMA, CPA, ACCA etc.
    • Have minimum of twelve (12) years relevant post-qualification experience in financial management of a University.
    • Be ICT compliant and conversant with current trends in financial reporting - IFRS, IPSAS;
    • Have proven knowledge in the use of Microsoft Office Package, especially Microsoft Excel and other Spreadsheet;
    • Must be between the ages of 45 and 55 years by September 30, 2023 when the position is scheduled to be occupied; enjoy strong physical and mental health.

    Librarian

    Job Description

    • The University Librarian as the administrative and academic head of the Library shall be responsible to the Vice-Chancellor for the orderly growth and development of the University library and the coordination of library services in the University and its campuses, colleges, departments, institutes and other teaching or research units.

    Qualities of the Applicant

    • Candidates must possess a good honours Degree with a minimum of Second Class Lower Division, Master's and Doctorate Degree in Library or Information Science from a recognized University plus NYSC Discharge Certificate or Evidence of Exemption;
    • Candidates should have a continuing interest in academia, including attaining a professorship;
    • Must have a minimum of twelve (12) years cognate experience in a University library administration as well as cataloguing and automa- tion experience;
    • A strong proof of continuing research with appreciable evidence of scholarly publications both in quality and quantum in reputable international and national journals is mandatory;
    • Must be able to provide academic and administrative leadership in a University set up;
    • Should not be below the rank of a Deputy University Librarian; enjoy strong physical and mental health;
    • Must be between the ages of 45 and 55 years by September 30, 2023 when the position is scheduled to be occupied.

    Director of Physical Planning & Development

    Job Description

    • The Director of Physical Planning and Development shall be an accomplished Physical Planner or Engineer fully registered with a relevant professional body and with extensive knowledge and experience on how to develop the University based on its Master Plan and how to maintain its physical facilities.
    • The Director of Physical Planning and Development is responsible to the Vice-Chancellor for the physical development as well as the maintenance and care of the University's estates and buildings.
    • In this regard, he/she is responsible for three broad areas: development of new facilities, maintenance and service, and rehabilitation.

    Duties include:

    • The day-to-day maintenance, planning, development and management of the University's physical structures;
    • Coordination and supervision of physical development projects, ensuring quality standards and maintenance of structures in the University;
    • Supervision, monitoring and coordinating of all staff and activities of the Directorate; ensure compliance with the provisions of the University's Physical Masterplan and its update from time to time;
    • Prepare and present to Management quarterly and annual re- ports on the state of the Physical facilities in the University and ongoing and or planned projects;
    • Design and maintain an excellent reticulation of power, data and water supplies to all units of the University;
    • Carrying out other duties as may be assigned by the Vice-Chancellor.

    Qualities of the Applicant

    • Candidates must possess a good honours Degree in Architecture, Civil / Mechanical / Electrical / Electrical / Electronic Engineering Degree from a recognized University with a minimum of Second Class Lower Division plus NYSC Discharge Certificate or Evidence of Exemption;
    • Should be computer literate and proficient in relevant computer applications as applicable in running a modern Physical Planning and Development Directorate;
    • Must possess a professionally recognized certificate with a current practicing license as well as not less than twelve (12) years post-qualification Engineering experience in a University set-up;
    • Must have at least ten (10) years of relevant experience in a senior management position preferably in a University or other public tertiary institutions;
    • Show demonstrable evidence of consummate management and leadership passion and drive in previous positions in addition, must possess excellent communication and interpersonal relationship skills; exhibit the ability to be a team leader, has clear mentorship skills and plans;
    • Should not be older than sixty (60) years by September 30, 2023, when the position is scheduled to be occupied;
    • Enjoy strong physical and mental health;
    • Possess personal integrity, demonstrate transparency in private and public life, and be able to command the respect and loyalty of staff, students and other members of the University Community.

    Director of Academic Planning

    Job Description

    • The Director of Academic Planning is responsible to the Vice Chancellor
    • The Director of Academic Planning shall be a diligent person, with sound academic standing;
    • Should be knowledgeable on government policies relating to ad- mission of students, accreditation of courses, planning and management of academic programmes, and human resource development;
    • Should also be capable of developing, nurturing and supporting academic programs;
    • The day-to-day maintenance, planning, development and management of the academic directorate;
    • Repair and revise the Academic Brief of the University;
    • Evaluating proposals for new academic programmes - including departments, faculties and units - for submission to the Academic Development Committee, the Senate and the National Universities Commission;
    • Promote linkages and affiliations with other universities, institutions, and organisations;
    • Mmonitor and maintain academic standards through periodic curriculum reviews, instituting courses and teacher evaluation criteria and guidelines;
    • Other functions assigned to him/her by the Vice-Chancellor and/or Senate.

    Qualities of the Applicant

    • Candidates must possess a good honours Degree in any of Mathematics, Statistics, Economics, or Educational Management with a minimum of Second Class Lower Division, Master's and Doctorate Degrees from a recognized University with bias in academic planning plus NYSC Discharge Certificate or Evidence of Exemption;
    • Should have cognate experience for the position, preferably as Deputy Director of Academic Planning from a recognized University;
    • Must be computer literate and proficient in relevant computer applications as applicable in running a modern Directorate of Academic Planning;
    • Must have adequate exposure in key units of the University.

    • The Director of Academic Planning shall hold the office for a single term of four (4) years.
