    Principal Energy Specialist / Renewable Energy

    The Complex
    The Vice Presidency for ‘Power, Energy, Climate and Green Growth’ is a Sector Complex focusing on the Bank’s Ten Years Strategy, High 5s priority of “Light up and Power Africa”. The complex’s objectives are

    • to develop policy and strategy; (ii) to provide deep sector technical expertise to the Regions by gathering pool of experienced individuals who can be consulted for their expertise on complicated transactions; (iii) to develop new financing instruments; (iv) to act as spokesperson to represent the Bank with external stakeholders on all aspects of “Light Up and Power Africa”.
    • The Complex will focus on areas of Power systems, policy and regulation, renewable energy, and Climate and Green Growth.

    The Department / Division

    • The Renewable Energy and Energy Efficiency Department has the broad objective of promoting the development of renewable energy - both large and small scale - and promoting energy efficiency along with clean cooking. More specifically, the department is mandated to (i) function as a one-stop source / hub for renewables programmes/projects, energy efficiency and clean cooking (ii) focus on “enabling market development” with an emphasis on developing new approaches / areas (e.g., mini-grid programmes, thematic or country focused funds) and play a lead role in establishing region- or country-specific programmes (iii) mobilize concessional resources as part of the structuring of blended finance solutions for projects and, programmes.
    • The Department also hosts the Desert to Power (DtP) Taskforce. The DtP initiative aims to accelerate economic development in the Sahel region through the deployment of solar technologies at scale.
    • Specifically, DtP proposes to deliver electricity to 160 million people on-grid and 90 million off-grid and to add solar energy generation capacity of up to 10 GW through a combination of public and private interventions.
    • The initiative covers 11 countries (Burkina Faso, Chad, Djibouti, Eritrea, Ethiopia, Mali, Mauritania, Niger, Nigeria, Senegal, and Sudan). The initial rollout will focus on the G5 Sahel countries (Burkina Faso, Chad, Mali, Mauritania, and Niger). It aims to develop and implement electrification program based on solar power generation including grid based, mini-grid and off-grid access scale up for households, social and economic infrastructure including energy for productive uses.

    The Position

    • The Principal Renewable Energy Specialist will play a lead role across a range of activities linked to the development, financing, and deployment of renewable energy projects, including a coordinating role in the context of the Desert to Power Taskforce.
    • The job holder will focus on:
      • The identification, preparation and implementation of bankable renewable energy generation projects, including both grid-connected and decentralized technologies
      • Support the design and implementation of both public and private sector initiatives, including investment facilities;
      • Support Regional Member Countries (RMCs) in particular in the Sahel with designing investment scale-up programs to attract private sector players, along with the mobilization of concessional resources and implementation of innovative blended finance solutions; and
      • More broadly coordinate the various activities undertaken in the context of the Desert to Power initiative.

    Key Functions
    Under the overall supervision and guidance of the Division Manager – Renewable Energy, the Principal Renewable Energy Specialist will perform the following:

    • Coordinate the various activities of the Desert to Power Taskforce, ensure regular engagement and communication with internal and external partners including the country focal points, project implementation units and prepare regular updates on the implementation of the initiative.
    • Prepare, appraise, negotiate, and supervise Desert to Power projects.  These include solar generation plants, transmission and distribution, regional transmission interconnections, public-private partnership projects, and electricity access projects. S/he will actively participate in overseeing implementation of energy operations with the aim to enhance quality and accelerate implementation.
    • Assist regional member countries in structuring renewable energy and energy access scale-up programs, including Independent Power Producer (IPP), green mini-grids and solar home systems scale-up programs, engaging with relevant stakeholders on aspects of enabling policy and regulatory environment.
    • Lead project origination and business development activities, with a view to developing a pipeline of sustainable energy investments to which AfDB’s full range of financial instruments, including concessional finance could be applied.
    • Contribute to the preparation of knowledge and analytical work for to inform country-focused strategy work as well as new operations in renewable energy.
    • Undertake any other task that the Division Manager or Director may assign.

    Competencies (Skills, Experience, and Knowledge)

    • At least a Master’s Degree in Economics, Finance, Business Administration, Engineering, Energy or related subjects.
    • Have a minimum of six (6) years professional experience at project level, broad knowledge of various energy sub-sectors, including renewable energy technologies and business models.
    • Proven ability to interact competently with, as well as to assess and provide technical advisory services to, both public and private sector stakeholders in the renewable energy space.
    • Experience in Multilateral or Development Bank / Development Financial Institutions operations, preferably in an African context is an added advantage
    • Good understanding of public and private sector financing, experience in resource mobilization and structuring of blended finance solutions.
    • Experience in forging and managing relationships with a variety of stakeholders - local organizations, governments, and financing institutions.
    • Demonstrated track record in the management of energy projects
    • Demonstrated professional experience in African context
    • Full knowledge of the principles of project cycle and project implementation.
    • Strong interpersonal and client orientation skills, with proven experience in building and managing teams.
    • Ability to communicate orally and in writing effectively in French or English, with a good working knowledge of the other language.

    Chief Portfolio Management Officer

    The Complex

    • The Vice Presidency for Private Sector, Infrastructure and Industrialization is central to the Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization.
    • The complex main functions are to (i) strengthen the enabling environment for private sector [and financial sector] development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa.
    • The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.

    The Department / Division

    • The Non-Sovereign Operations and Private Sector Support Department (PINS) is a central support department for non-sovereign (NSO) related activities. PINS mainly aims to support the NSO departments of the Bank to implement effective, coherent and harmonized Private Sector Operations.
    • PINS extends support to these entities during the origination and implementation phases and is also responsible for the central management of the Bank’s private sector portfolio.
    • PINS2 has primary responsibility for the day-to-day management of all project-related activities after the first disbursement on a project, until the project is closed out of the portfolio.

    The Position

    • The Chief Portfolio Management Officer position’s primary responsibility is to monitor and supervise projects assigned after first disbursement has been achieved, to ensure compliance with loan agreement and covenants, support development and quality of new transactions through engagement in project teams and engage in consultative meetings with key stakeholders with the aim of driving the Bank’s Private Sector Development strategy and the High 5s operational priorities.
    • He or she will provide technical expertise and advisory services for supporting the implementation and monitoring of projects, aimed at maintaining the quality of the financial sector portfolio in the Regional Member Countries.
    • The Chief Portfolio Management Officer will promote proactive general portfolio management of financial sector projects in accordance with agreed covenants. S/he will participate in Working Groups at different committee levels to support project preparation and effective board approval.
    • The Chief Portfolio Management Officer will assess the financial and operational sustainability of financial sector clients and drive activities to ensure success rate of NSO operations. S/he will promote the Bank’s financial products to external stakeholders.

    Key Functions
    Under the supervision of the Division Manager, the Chief Portfolio Management officer will perform the following duties:

    • Monitor and supervise field and desk supervision of all financial sector investments and when needed arrange for appropriate staffing of missions, including consultants.
    • Ensure clients comply with development outcome and additionality requirements as specified within the loan agreement.
    • Review quarterly operational and financial reports from clients to assess the financial sustainability of the clients, ensure compliance with covenants, monitor progress in sub-project implementation identifying problems for effective resolution.
    • Prepare consolidated reports on the financial sector portfolio for senior management’s information and decision.
    • Manage the processing of subsequent disbursement requests in consultation with the relevant Investment Officer, ensuring that disbursement conditions precedents are satisfied and client successfully on lent the previous disbursements to qualifying projects.
    • Manage reporting and documentation as per terms of the loan agreement; follow up with clients on delinquent reports and keep an overall summary of reporting compliance for the portfolio.
    • Handle, in collaboration with the legal department, all requests for waivers for approval and all other changes in the terms of investment agreements.
    • Deal with problem transactions, including handing of restructuring and other instrument, and for processing the internal documents required to obtain Board Approvals.
    • Prepare all annual supervision reports and ensure appropriate input from legal, risk management and environmental staff.
    • Prepare the documentation for the quarterly departmental portfolio review meetings, schedule these meetings and keep records of discussions and decisions arising out of these meetings for follow up.
    • Prepare the quarterly portfolio status report (PSR) for submission to senior management.
    • Lead and coordinate the financial sector input in the preparation of the annual portfolio review report for submission to the board.
    • Review the documents for board meetings for companies on which AfDB has Board seats; brief AfDB representatives on issues to be discussed and monitor the reporting by representatives of the outcome of the meetings.
    • Advise and be a member of the origination and appraisal teams on financial sector transactions with focus on improving the design, preparation and implementation of projects to strengthen the quality of the portfolio at entry.
    • Build and maintain strong relationships with existing clients to develop new investment opportunities through monitoring and supervision activities; coordinate the development of client engagement strategies for select existing clients.
    • Lead, develop and mentor a diverse team of Portfolio Officers, ensuring that the team is high performing, well-motivated, and has clear deliverables.

    Senior Portfolio and Data Analytics Officer

    The Hiring Department / Division

    • The Africa Investment Forum Unit in The Office of the President assists the President in planning, supervising and managing the business of the Africa Investment Forum activities. Africa Investment Forum is a multi-stakeholder, multi-disciplinary platform dedicated to advancing private and public-private-partnership projects to bankable stages, raising capital, and accelerating the financial closure of deals and tracking those investments.

    • The Africa Investment Forum facilitates awareness-raising about the investment opportunities in Africa for international investors, social impact investors, institutional investors (pension funds, sovereign wealth funds, and others) both local and global. It provides an opportunity for the Africa Investment Forum partners to determine the investment needs of these various categories of investors facilitate tailored investible structures and showcase Africa’s investment successes and enabling policies that would be attractive to these various classes of investors who are looking to deploy funds in Africa.
    • The AIF as a marketplace brings together the African Development Bank, global multilateral financial institutions and regional financial institutions to de-risk investments at scale, to focus their investment products on agreed key transformative transactions to scale up and accelerate Africa’s investment opportunities.
    • The Africa Investment Forum will continuously track the implementation of commitments made at the annual event to ensure transactions reach financial close and policies and bottlenecks to facilitate Africa Investment Forum projects are cleared and implemented.

    The PoSITION

    • The Senior Portfolio and Data Analytics Officer will primarily be responsible for maintaining a credible portfolio of AIF Pipeline, Origination and Boardroom deals through robust monitoring and reporting. The incumbent will also backstop AIF Officers in managing the deal tracker, generating analytical portfolio and deal reports, and performing periodic reviews of the AIF portfolio.

    Key Functions

    Under the general guidance and supervision of the Senior Director, the Senior Portfolio and Data Analytics Officer will perform the following duties:

    • Actively manage the AIF Master Deal Tracker database, ensure quality assurance and data integrity.
    • Prepare and provide baseline portfolio reports, timely portfolio dashboards, monthly portfolio reports and ad-hoc reports for AIF management and AIF stakeholders as necessary.
    • Conduct periodic portfolio reviews, providing quantitative and qualitative analysis of the AIF portfolio.
    • Generate data to support the drafting of project briefs, periodic board reports and annual reports.
    • Support the development and upgrading of AIF portfolio management methodologies, management tools and systems.
    • Backstop AIF transactions team in the origination process: conduct routine KYC due diligence on deal sponsors; support the curation of Boardroom Packs and project documentation for AIF Deal Reviews, Boardrooms, Curated B2B Sessions, and data for the AIF Deal Gallery.
    • Leverage technology to ensure optimization of the Deal Tracker database to generate analytical reports on demand.
    • Manage the AIF Portfolio Collaboration Space and the interaction of portfolio data among AIF’s digital tools including inter alia the AIF Website, Digital Platform, Investor Blast, and the Management Information System (MIS) Tool.
    • Work in collaboration with AIF partners, project sponsors, and Bank Sector and Regional complexes to support the advancement of deals from origination to financial close.
    • Help build a robust database of the various categories of investors and their investment
      policy/plans in Africa’s private sector, their investment flows in Africa to date, and subsequently use that information to proactively match them to investable solutions/pipeline of investments and or project structures.
    • Carry out any other task entrusted by the management of the unit.

    Competencies (Skills, Experience, and Knowledge)

    • Minimum of a Master's Degree in Finance, Financial Engineering, Risk Management, Mathematics, Statistics, Data Analytics, Economics, Development Finance, Business Administration, or related discipline.
    • Have a minimum of five (5) years professional experience in portfolio management, banking, data analytics, or related field.
    • Excellent organizational, analytical, and problem-solving skills. High-level proficiency in data management, demonstrated quantitative analysis and analytical skills.
    • Relevant work experience in multilateral development institution in Africa and/or specialized experience in similar organization/s would be considered an advantage.
    • Experience in the private sector will be an added advantage, especially demonstrable knowledge of key economic developments and market trends in Africa.
    • Ability to make clear and concise presentation when required.
    • Ability to produce innovative, creative, and structured approaches to deal tracker activities to enhance performance and value-add to the AIF and its stakeholders.
    • Excellent problem-solving skills, application of business knowledge to the resolution of problems and identifies solutions to the benefit of the client (internal and external) and the organization.
    • Excellent organizational, administrative, and time management skills.
    • Proven ability to work with limited supervision, deliver under pressure and meet tight deadlines.
