    Humanitarian MEAL Coordinator

    ROLE PURPOSE: 

    The MEAL Coordinator will lead high-quality monitoring, evaluation, accountability, and learning for Save the Children’s Borno programs, overseeing system design, implementation, evaluations, research, and accountability strengthening. The role includes mentoring MEAL staff and ensuring insights inform program decisions.

    SCOPE OF ROLE:

    • Reports to: Senior MEAL Manager
    • Staff reporting to this post: MEAL Officers  

    Role Dimensions:

    • Complexity: Manage diverse MEAL systems across sectors, integrating data for comprehensive program assessment and improvement.
    • Relationships: Foster collaboration, knowledge sharing, and MEAL alignment with stakeholders for project success.
    • Communication with Stakeholders: Clearly convey MEAL strategies and findings to stakeholders for transparent communication and buy-in on program improvements.

    KEY AREAS OF ACCOUNTABILITY: 

    Monitoring and Evaluation:

    • Oversee the Borno state MEAL team and provide high-quality MEAL technical leadership, support, and capacity building to the state implementation team.
    • In collaboration with the program & technical team, support the development and implementation of project MEAL plans and quality benchmarks.
    • Collaborate with the Research & Assessment Manager to plan and implement research, assessments, and evaluations for high-quality studies.
    • Ensure project compliance with donor and SCI MEAL standards, standardizing reports using SCI's PRIME system and IPTTs.
    • Promote digitalization of monitoring and evaluation processes, and support coordination with BHA Third-Party Monitoring Initiatives.

    Accountability:

    • Aid in establishing and using accountability mechanisms in supported communities
    • Ensure the project is implementing the 3 pillars of Accountability - Information sharing, participation and feedback & reporting and providing relevant documentation.
    • Maintain humanitarian relief standards per Sphere Charter, SCI Code of Conduct, Core Humanitarian Standard on Quality and Accountability.

    Knowledge Management & Learning:

    • Bring together data and findings from across projects to form a coherent basis for the analysis of impact which promotes learning and strategy development.
    • Support the formulation of key project learning questions that will help to advance the evidence base. 
    • Stay updated on MEAL sector trends in Borno State, promote and adapt new methodologies, technologies, and best practices.
    • Contribute to learning, evaluation, and the dissemination of lessons within Borno State to improve program performance.
    • Collaborate with programs and advocacy colleagues to integrate learning and evidence into advocacy objectives in Borno State.

    Safeguarding:

    • Demonstrate, promote and raise awareness of SCI Safeguarding policy and the Code of Good Conduct (among children, employees, partners, beneficiaries, etc.)
    • Ensure Safeguarding risk assessment are done for all MEAL activities that involve children.  

    Staff Management & Coaching:

    • Identify learning and training needs  for MEAL staff and support in capacity building and mentoring initiatives 
    • Support implementation of the SCI performance management system, by supporting, supervising and reviewing performance of direct reports.

    General:

    • Coordinate with agencies and government, advocating for children's needs.
    • Engage in collaborative MEAL activities, ensuring compliance with Save the Children's policies and procedures.

    QUALIFICATIONS:

    EDUCATION

    • Master’s degree or equivalent in statistics, demographics, public policy, international development, economics, or related field.

    EXPERIENCE AND SKILLS

    • Minimum six (5) years of senior MEAL experience in international humanitarian and/or development projects.
    • Expertise in MEAL software, including Atlas.ti, Advanced Excel, and Stata, for efficient data management.
    • Proficient in collecting, processing, analysing, and reporting quantitative and qualitative data, with the ability to troubleshoot Kobo and CommCare-related issues.
    • Effective team management in high-workload and dynamic contexts.
    • Proactive and self-driven, seeking support when necessary.
    • Exceptional organization, multitasking, and deadline-meeting abilities.
    • Representation experience with effective communication skills.
    • Proficient in writing quality assessment and evaluation reports.

    Project Manager- Hershey

    The Project Manager will have overall responsibility for administration, programme management, performance monitoring, technical implementation, and oversight of all aspects of the project, ensuring unity of vision for the project components and team. The project manager will identify and develop plans to mitigate all risks related to the programme implementation. She/he will serve as the principal institutional liaison with the donor and will maintain regular and transparent communication with the donor, Member and other stakeholders. The project manager will provide strategic leadership, management, and technical support and will ensure the accountability required to deliver high-quality programming in all target communities.

    KEY AREAS OF ACCOUNTABILITY:

    Programme Implementation and Monitoring

    • Lead the implementation of high quality programme activities in line with grant agreement and SC technical and operational requirements
    • Ensure that implementation is accelerated and on track in line with approved budget and required quality.  
    • Ensure that effective monitoring and performance management systems are in place for achieving prior agreed programme activity targets, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor and activities and expenditures are compliant with donor requirements 
    • Conduct planning meetings with key program staff, while ensuring adequate planning documents are established and maintained
    • Monitor progress of activities against the detailed implementation plan and log frames while evaluating the relevance and appropriateness of the intervention. 
    • Identify technical and operational program supply needs and coordinate with logistics teams to put in place a sensible phased procurement plan.
    • Prepare timely programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements. 
    • Ensure that activities are appropriately planned, that delays and constraints are documented, and solutions identified.
    • Ensure programs are adequately resourced and oversee timely expenditure of approved budgets, ensuring appropriate spend and proper and effective use of program resources.
    • Continuously monitor the project budgets to ensure that activities are delivered on time and variance is kept at minimal. 
    • Maintain and ensure the timely and accurate updating of project management tools and PRIME.

    Monitoring, Evaluation, Accountability and Learning

    • Make frequent visit to project sites to monitor and oversee project implementation and provide technical and managerial guidance/support identifying issues that need timely action and support at different levels.
    • Work with the MEAL team to develop tools and ideas to ensure that the program  is monitored against measurable and appropriate indicators, and that emerging trends are duly noted and documented 
    • Ensure regular post distribution monitoring is carried out appropriately, and contributes to situation/response analysis, and any corresponding revision of program plans
    • Support program assessments, evaluations and other reviews required in the program.
    • Ensure that learning and good practice is gathered, documented and shared with the wider programme.

    People Management and development

    • Strategically plan staffing needs to implement the program, supporting the timely recruitment, orientation, and training of new staff as required
    • Provide necessary updates to the Field Manager and technical specialists (Child Protection and Livelihood), to ensure that implementation is adequately supported across all program locations.
    • Technical management and supervision of program staff, working closely with the Field Managers to ensure that they have clear objectives and received meaningful feedback on their performance
    • Identify development needs, prepare and deliver appropriate training plans, and support program staff to access other relevant training and development opportunities

    Coordination and Representation

    • Internal coordination with other SC program teams, to ensure effective program integration in the areas of intervention.
    • Represent Save the Children and the project in relevant coordination fora within the country and internationally as and when required.
    • Maintain good working relationships with officials and other humanitarian actors, particularly those within the relevant government agencies (local and national authorities including technical departments, INGOs, NGOs, UN agencies.)
    • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and with visiting donor and third-party monitoring teams and other key contacts. Keep abreast of NGO, government, and donor initiatives relevant to SC’s work.
    • Represent SC and the program in donor meetings or applicable sector coordination mechanisms as required.
    • Encourage teamwork, openness, and honesty among staff and between SC and its partners

    Safeguarding

    • Liaise with Safeguarding focal points in conducting safeguarding risk assessment and develop a mitigation plan when needed and provide ongoing, age-appropriate verbal or written information on Save the Children’s Safeguarding Policy and Code of Conduct to all project stakeholders.
    • Responsible for ensuring new staff, partners and volunteers undertake safeguarding induction and refresher training and strive to ensure that project delivery is carried out with the highest stanmdards of Safe Programming.

    Other

    • Undertake any other tasks as assigned by the relevant line manager.
    • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

    QUALIFICATIONS 

    • Minimum of a bachelor’s degree in Management, Development, Sociology, Economics or  other relevant fields. Master’s degree preffered  

    EXPERIENCE AND SKILLS

    Essential

    • Demonstrable experience of developing and managing major donor contracts and grants in excess of 1million USD
    • 7+ years of relevant professional experience, with minimum of 3 years managing a project in an NGO setting
    • Experience of project and financial management of multi-thematic and multi-location awards 
    • Strong skills in coordinating and collaborating with others in partnership 
    • Proven track record of solving complex problems through analysis, definition of a clear way forward and ensuring buy-in 
    • Strong representation skills and willingness to speak out for children amongst senior government, donor and diplomatic officials, both at community, state, national and international levels

    Project Coordinator- Hershey

    TITLE: Project Coordinator
    TEAM/PROGRAMME:  Programme Operations    LOCATION: Ikom, Cross River
    GRADE: 3    CONTRACT LENGTH:  1 Year   
    CHILD SAFEGUARDING:

     

    Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

     

    ROLE PURPOSE:

    Save the Children is implementing a 3 year project aimed at   ensuring child protection through reduced child labor and increased accountability in the cocoa-growing communities in Cross River and Ondo States in Nigeria. 

     

    The Project Coordinator will support the implementation and coordination of the Cross River State project component of the project. He/She  will work closely with the PM, project team, stakeholders, and management to ensure that activities are executed efficiently, meet objectives, and adhere to timelines and budgets. The project coordinator supports the PM in project planning, monitoring, and reporting, and facilitates effective communication and collaboration among team members.

    SCOPE OF ROLE: 

    The Project coordinator is part of the implementation team  The candidate ensures project’s implementation, monitoring, and evaluation of approved plans and budget to effectively contribute to the achievement of projects’ result and Save the Children strategic goals to address anticipated causes of child labour and  Strengthened livelihoods capacity . His/her management of this response will ensure quality implementation in accordance with Save the Children’s policies and practices, Vision, Mission, and values.

    KEY AREAS OF ACCOUNTABILITY:

    Programme Implementation and Monitoring

    • Lead the coordination and implementation of Child Protection and Livelihood  Activities across  Cross River State in line with the design of the project and donor requirements.
    • Establish, maintain and strengthen linkages with the key stakeholders of the project in order to manage and implement as per the project design.
    • Coordinate community entry meetings for the project in the targeted Local Government Areas (LGAs) in Cross River State
    • Monitor and ensure timely and quality reports are submitted as per the reporting requirements. 
    • Working closely with Project Manager, Supply Chain, Finance and MEAL to ensure quality program delivery, documentation and reporting of progress.
    • Support in the preparation of project activity reports in compliance with internal requirements and any donor requests 
    • Ensure that activities are appropriately planned, that delays and constraints are documented, and solutions identified.
    • Ensure programs are adequately resourced and oversee timely expenditure of approved budgets, ensuring appropriate spend and proper and effective use of program resources.

    Operational Planning, Implementation and Reporting

    • Program Coordinator will coordinate planning, development, implementation, monitoring, documentation and reporting in Cross River State.
    • Effectively support the Child Protection Officers  in developing weekly, monthly and annual plans, in line with Project design and Save the Children International planning guidelines.
    • Program  Coordinator will ensure compliance with the agreed work plans and that programme objectives and targets are being realized in line with the funding proposal.
    • Maintain high standard of transparency and accountability in the course of project implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
    • Work closely with the Project Manager to prepare timely and high quality quarterly narrative and financial reports which are in accordance to the donor reporting schedule and formats.
    • Coordinate and facilitate periodic  follow ups and progress review meetings to address key performance issues from the reports.

    Internal and External Engagements

    • Work closely with the Project Manager in ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements. 
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (Community, LGEA and State).
    • In liaison with Project Manager, Field Manager and Senior Child Protection Advisor provide guidance and support to projects officers, partners and stakeholders.

    MEAL

    • Effectively support teams in MEAL aspects, which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the projects quality bench marks are followed up.
    • Collecting and managing complaints and feedback in close coordination with MEAL team and child protection team
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions
    • Ensure an effective programs/ projects monitoring and evaluation systems is in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and Save the Children policies and procedures.

    Safeguarding

    Administration Assistant

    ROLE PURPOSE: 

    To provide professional general administration support to Katsina field office under the supervision of the HR/Admin Officer.  The job holder will also from time to time be delegated other HR support duties

    KEY AREAS OF ACCOUNTABILITY:

    General Administration: 

    • Support and monitor usage of all office equipment & supplies by ensuring that the equipment’s in the office are working well and promptly reporting any malfunctions/repairs needed/changes to be made as they arise, and supplies replenished promptly.
    • Maintain general office equipment tracker: regularly evaluate and request for repairs/replacement as and when required.
    • Ensure that the front desk/reception is always kept tidy and presentable with all necessary materials (Pen, paper, visitors form etc.)
    • Coordinate team members to ensure that external guests are promptly attended to. Avoid prolonged stay of guest at the reception. 
    • Receive SCI staff visiting the Katsina office and provide workspaces and relevant supplies as maybe required.
    • Assist the HR/Admin Officer in event planning and coordination – support program staff during workshops and events (local, internal and external – e.g., booking venue/room, setting up conference calls e.t.c and ensuring action points are shared in good time.
    • Disseminate formal communications to staff as directed by Line Manager
    • Ensure that meeting rooms for receiving guest and staff are kept clean and usage managed.  
    • Take minutes of the weekly staff meeting
    •  As directed by Line Manager. Prepare meeting agendas, track actions and key dates.
    • Provide support to the Team Leader including diary and inbox management, arranging meetings, dealing with enquiries as requested.
    • Carry out the filing of relevant materials and documents.
    • Supports the HR/Admin officer in supervising office Assistants and or cleaners to ensure office premises/guest houses and environs are clean and well maintained.
    • Ensure required cleaning items and toiletries are always available.
    • Ensure the Katsina Office is well equipped, has sufficient levels of supplies (consumables, stationery & equipment etc).
    • Ensure compliance with Save the Children Quality Standards, Global policies and Guidelines.
    • Assist in the purchase of small sundry office supplies from Petty Cash for the office at large, and process invoices and expense claims as required. 
    • Perform other duties and responsibilities as assigned by Line Manager.

    Store Management: 

    • Assist in managing stationery items and consumable stores effectively and efficiently. 
    • Receive requisition and provides supplies to concern staff.
    • Issue out and support with requested items for training/workshop/meeting based on filled training form.
    • Support the HR/Admin officer in managing the gift register.

    Travel Arrangement:

    • Support in coordinating requests from programme team members/visiting staff for local flight and hotel booking.
    • Assist in liaising with the required hotel facilities to find the best options available and ensure value for money.
    • Support in ensuring that consultants, vendors and service providers invoices are promptly processed and paid in a timely manner in accordance with SCI payment terms and terms of reference (travel agencies & Hotels).

    Other responsibilities:

    The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, in order to assist HR, Admin and Supply Chain department by providing cover when any of the colleagues are on leave or because of increased level of Field Office activities.

    Support in managing the Admin Department’s Petty cash

    • Ensure constant availability of petty cash.
    • Zero tolerance for claiming of unapproved petty cash.
    • Ensure timely retirement.  

    SKILLS & EXPERIENCE                                                     

    Administrative & General Skills

    • Level of Education – HND/B.Sc. in social sciences/relevant field of studies.
