    State Coordinator & Policy Advisor

    Responsibilities & Tasks

    • Planning, implementing, and monitoring of programme interventions in in the State, and reporting of results to the component manager in charge.
    • Supporting the State Government in improving policy and business enabling environment for MSMEs, supporting programme interventions in the areas of business enabling environment reform, investment promotion and MSMEs support including access to finance and market, cluster development, migration and coordinate with other programme’s workstreams.
    • Cooperating with the private sector to implement programme activities.
    • Represent the programme in Edo state and coordinate programme activities with other GIZ programmes in the cluster.
    • Coordinate programme activities with other staff members in SEDIN`s head and the field offices.

    The technical expert performs the following tasks:

    Project management

    • Coordinate the programme’s activities in Edo state in close collaboration with the management.
    • In close cooperation with stakeholders, plan programme activities and annual budget requirements and manage consultants and project visits.
    • Assist with general project planning and develop project concepts including preparation, organisation, and moderation of planning exercises and their implementation, monitoring, quality management, evaluation, communication, and documentation in coordination with the workstream leads and other colleagues.

    Technical and Advisory Services

    • Cooperate closely with the State Government and other partners, and network with all relevant stakeholders, deepen relationships with existing partners and build new relationships and alliances.
    • Develop innovative concepts, partnerships, and outreach strategies.
    • Facilitate Public Private Dialogues and knowledge exchanges.

    Analytical Work and Knowledge Management

    • Contribute to the knowledge management and communication of the programme.
    • Generate knowledge in specified areas, including the preparation of briefs, articles, reports, and presentations to various stakeholders.
    • Ensure knowledge transfer of relevant information within the component and to the programme, relevant stakeholders, and the interested public.
    • Assess and analyse existing interventions in the country to support strategic decision-making and advisory services for SEDIN and partners.

    Monitoring and Evaluation (M&E) and Communication

    • Liaise with programme partners to ensure adherence to agreed work objectives and/or plans.
    • Participate in regular project update meetings, to prepare reports and follow-up on action items.
    • Coordinate impact assessment of interventions and development of progress reports and success stories.
    • Work with the communication team of the programme to ensure adequate communication of programme’s interventions, results, and impact, and ensure adequate visibility for the programme and GIZ in Edo State

    Required qualifications, competences, and experience

      Qualifications

    • Master´s Degree in Law, Economics, Social Sciences, or related field is required.

    Professional experience

    • Experience in promoting economic development, MSMEs and private sector development, ease of doing business, investment, and employment.
    • Experience in working with State Governments and Legislature for legal and policy making, policy assessment, formulation, and implementation.
    • Experience in organizational analysis and development.
    • Experience in advisory supports to Ministries, Department and Agencies of State Government and private sector organisations.
    • Experience in working with development agencies in Nigeria in similar or related capacity.

    Other knowledge, additional competences

    • Ability to work independently and without supervision.
    • Ability to work in team and experience with working across borders, with internal and external stakeholders.
    • Ability to manage project timelines, processes and tasks effectively.
    • Self-motivated, pro-active approach in identifying and promoting innovative approaches.
    • Impeccable presentation, verbal and written communication skills in English.
