    Security & Access Officer

    Mission

    • The Security & Access Officer assists the Security & Access Coordinator in the monitoring of the security context in the NE and NW Nigeria and specification of security measures to be undertaken at the country level, as well as post-validation circulation of security information and tools.
    • In addition, the Security & Access Officer assists the Security & Access Coordinator in his/her representation, in day-to-day coordination with other humanitarian partners.
    • Under the line management of the Access and Security Coordinator and in collaboration with the Logistic Coordinator & Field Coordinator (FC), the Security & Access Officer contributes to analyze the security context and the accessibility in Nigeria (focusing on the NE & NW) to provide the coordination team with useful information for the planning of SI humanitarian intervention and inform decision-making for the overall strategy and management of the mission.
    • The Security & Access Officer will respect a strict confidentiality on all information concerning Solidarités International

    Main Tasks
    Security Networking with key Actors:

    • Establish, develop, and maintain relationship and a network of contacts with formal and informal ties, allowing the collection and verification of diverse information related with the humanitarian access and the context, specifically in the SI’s areas of intervention; and provide update to the line manager.
    • Represent SI to those stakeholders always in accordance with the approach agreed with his/her line management and in compliance with SI Policies.
    • Develop and regularly update list of contacts (formal/ informal) and create a national level stakeholders map.
    • Carry out security checks and inform the Security Coordinator for the clearance of coordination staff departures from Maiduguri to Field bases.
    • Analyze information and inform the Line Manager
    • Make the weekly security Sitrep and send to the Line Manager
    • Maintain an updated list of security contacts in the SI areas of operation.
    • Run the contextual and security briefing (country wise) for new expatriates, delocalized and national staff, in conjunction with the Security and Access Coordinator.

    Monitor/reporting/Communication:

    • Assess the security situation in Nigeria (focus on Northeast and Northwest) by collecting information from formal and informal network and/or the team and/or diverse media (social media, blogs, webpages, etc.);
    • Support the Security and Access Coordinator in carrying out Security Risk Assessment for new areas.
    • Report immediately to the line manager any sudden changes on the access and security in the areas where SI operates.
    • Support his/her line manager in developing and adapting the security guidelines for the teams.
    • Support the Security and Access Coordinator in the management of security incidents by maintaining incidents follow up database and if need be, act as focal point for the teams at national level for any access and security related issue in the absence of the Security Coordinator in order to relay information to Country Director.
    • Provide advice to the Security and Access Coordinator on measures to safeguard & security of the SI teams.
    • Suggest to the Security and Access Coordinator on the proper actions directed to promote the humanitarian intervention of SI in area with limited access.

    Coordination:

    • Ensure overall coordination with the Program, Administration and Logistics Departments on movement clearance to field locations, FU on implementations of hardware aspect of security (e.g., Fire extinguisher checks, first aid kits, hibernation kits, etc.).
    • Participation in external Security and Access coordination meetings as assigned by the line manager and share minutes.
    • In the absence of the Security and Access Coordinator, present the security context to the coordination team at the beginning of all weekly coordination meetings.

    Profile

    • Education: B.Sc. At least a Bachelor’s degree or equivalent in related field.
    • Professional experience: 2 years of progressive experience in similar position with an INGO. Experience working with SI is an advantage.
    • Languages: English compulsory (Knowledge of relevant languages in the area of operation is an added Advantage)
    • Technical Competences: Good analytical skills, writing and speaking, good knowledge of security protocol and procedure, demonstrable experience in managing staff safety and security
    • IT skills: Good knowledge of MS Office.

    Personal qualities:

    • Rigorous, organized, able to manage important workload, good learning capacity, initiative and autonomy, good communication, reactive, team spirit, good written and analysis capacities, resistance to stress, hardworking and flexible, demonstrable ability to maintain strict confidentiality.
