    For the Provision of Health Insurance to Pact West Africa, Nigeria.

    Due Date and Time for Submission of Quotes:  September 22, 2022, 12:00noon GMT

    Pact, established in 1971, is an international non-governmental organization with headquarters in Washington DC, USA and has been working in Nigeria since 2005 to strengthens local capacity, forge effective governance systems, and transforms markets into a force for development. Pact has presence in 29 countries around the world working in Health, Livelihoods, Conflict Resolution, Governance, and Access to Markets, Capacity Development and Natural Resource Management.

     Pact hereby requests for the submission of quotes from interested and reputable organizations for the Provision of Health Insurance to the staff of Pact West Africa, Nigeria.

     

    Instructions to Bidders

    Number of Quotes Per Bidder:

    Only one quote per firm will be accepted.

    Quote of Statement of Compliance:

    Bidders are to offer the premium rate payable for the service as listed in the scope of work (SoW) as seen below.

    1. Scope of services

    The Scope of Work includes but not limited to the following:

    Provide high quality, global standard, and cost-effective healthcare services to employees of Pact West African Nigerian employees across all states of our operations. The selected organization(s) is expected to ensure easy and unrestricted access to healthcare services across Nigeria.

      2. Duration of Service

    The duration of the engagement is 12 months effective 1st October 2022 as the expected end date of the contract is September 30, 2023 with the possibility of extension based on satisfactory performance.

        3. Deliverables:

    The deliverables include but not limited to the following:

    • Provision of comprehensive healthcare services to all our Staff 24 Hours 7 days of the week covering areas such as general medical services, dental services, laboratory services, gynaecological services, paediatric services, surgery, wellness services (e.g., gym, spa) covered among other services.
    • Prompt emergency services and evacuations should the need arises;
    • High quality referral services among health providers, across all the state and local government in Nigeria;
    • Provision of usage statistics to Pact West Africa
    • Advisory services to Pact West Africa on healthcare services such as wellness programs;
    • Provision of seamless communication channel to ease resolution of bottleneck at the facilities;
    • Ensuring timely review of periodic updated list for monthly premium payment structure;
    • Provision of online/virtual consultation services for enrolees;
    • Provision of Pharmacy services to aid the purchase and pick up of medication by enrolees;
    • Use of multiple telecommunication platforms to ensure quick and fast means of communication between the HR and the engaged HMO (WhatsApp, 24/7 Contact number, Mobile App etc.).

    • 4. Minimum Requirement:
    •  
    • Company Profile; registered address(s), official/functional emails, telephone numbers and point of contact for the company
    • Evidence of legal registration document of the firm (CAC registration certificate, FORM CO7 and FORM CO2)
    • Latest Tax Clearance Certificate
    • Evidence of Financial Capability (most recent audited account)
    • Valid Certificate of Accreditation by National Health Insurance Scheme (NHIS) and other relevant accreditation certificates
    • List of Hospitals and Services Providers
    • Bank Reference Letter duly addressed to Pact West Africa Procurement Committee
    • Evidence of provision of Health Management Services to reputable organizations preferable NGOs of similar scope and complexity within the last 2 years: interested HMO must provide copy(ies) of signed Contracts
    • Financial Quotation in the form of detailed Health Plans and associated Costs. Please endeavour to provide your best 3 health plans only
    • Invoicing and Payment Schedule.

    Currencies:

    Prices shall be stated in Naira (N).

    Language:

    The quote, as well as all correspondence and documents relating to the offer, shall be in English.

    Validity:

    Quotes shall remain valid for 90 calendar days from the due date for receipt of quotes. In exceptional circumstances, prior to expiry of the original offer validity period, Pact may request that the Bidder extend the period of validity for a specified additional period.  A Bidder agreeing to the request will not be required to modify their quote.

    Due Date and Time for Submission of Quotes:

    • Quotes must be received by Pact no later than the due date and time as shown above.  Pact may, at its discretion, extend the due date and time for the submission of quotes by amending this RFQ.
    • Any quote received by Pact after the due date and time for submission of quotes will be rejected.

    Evaluation of Quotes:

    Quotes will be evaluated based on the following criteria:

    • Overall responsiveness of the quote
    • Total price
    • Warrantee (where applicable)
    • Delivery time

    Information for Bidders

    Clarification of Quotes:

    During evaluation of the quotes, Pact may, at its discretion, ask the bidder for a clarification of their quotes. Clarifications are limited exchanges with a Bidder to resolve minor or clerical errors; they do not offer an opportunity for a Bidder to modify or change an offer.

    Award Criteria:

    Pact is not obligated to make an award by having issued this solicitation. Any award(s) will be made to the responsible bidder whose offer(s) has/have been determined to be most advantageous to Pact.   

    Pact has the right to withdraw or change this RFQ at any time.  Bidders’ quotes are done so at the sole cost and expense of the bidder with no obligation on the part of Pact.

    Confidentiality:

    Information submitted in response to this RFQ will be held in confidence.

    Contract Type:

    The contract awarded will be on a Fixed Price and Quantity Purchase Order.
