    Project Engineering Manager

    Job Responsibilities and Functions

    • The Project Engineering Manager oversees the entire planning and organizing of all required operational related activities of the company on project sites and ensure delivery of projects in a timely and qualitative manner.
    • He is also responsible for managing applicable project resources (manpower, material management, etc.).
    • He is also responsible for finding a technical solution and choose the good tools, methodologies and equipment for the project team in case of problem on site.

    Main Responsibilities

    • Defines project responsibilities by identifying project scope, phases and elements.
    • Defines project specifications by studying product design, customer requirements, and performance standard.
    • Define project engineering organization charts and staffing.
    • Ensure review of contractual documents engineering related interfacing with other project function
    • Ensure correct consideration and application of technological requirements in all projects phases up to the handing over of the plant to the Client.
    • Ensure skills, know-how and methods for the relevant technologies are developed and available and that an appropriate plan for training is in place.
    • Participate in defining the overall project planning and scheduling, directly supervising the finalization of engineering plans and schedule, including the architecture of detail engineering outsourcing.
    • Promote and participate to the induction of the engineering team to contract/project requirements.
    • Contribute to Risk management and other inter functional reviews for the engineering.
    • Ensure projects are completed according to project plans / schedule.
    • Interact daily with the clients to interpret their needs and requirements and represent them in the field.
    • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications.
    • Ensure effective interdisciplinary coordination verifying adequacy and consistency of design solutions.
    • Take necessary technical decisions in case of unresolved conflicts between disciplines, ensuring that the engineering team properly interfaces with other project team members.
    • Ensure that adopted technical solutions are in line with project cost and time schedule objectives, taking appropriate action to avoid, absorb or minimize deviations.
    • Supervise issue of engineering deliverables approving key multidisciplinary documents of own competence
    • Support Project Manager in relations with Client and/or Licensors regarding process and specialist engineering problems
    • Ensure freezing of project engineering documents and engineering close out in accordance with project schedule.

    HSE Responsibilities:

    • Actively participate in HSE activities, including toolbox meetings and HSE meetings.
    • Proactively Identify hazards and assess risks related to operations activities.
    • Involved in the identification of environmental aspects and impact, including the consideration of environmental impact as regards operations.
    • Identify and notify HSE manager of any legal or other requirements, including update of applicable registers.
    • Ensure the establishment of QHSE objectives before February each year.
    • Complies with all health, safety environmental as well as legal requirements to which the company subscribes.
    • Shall take part in communicating and notifying all site personnel on lessons learnt from incidents.

    QMS Responsibilities:

    • Actively take part in QMS activities and processes
    • Ensure Quality Objectives are set, tracked and monitored accordingly.
    • Complies with company quality policy as well as regulatory and legal requirements to which company subscribes to
    • Ensure risks and opportunities are identified and established.
    • Ensure Stakeholder’s Matrix are established.
    • QMS conformance, risk-based thinking and customer-focus promotion.

    Person Specification
    Education and Training

    • B.Sc. Degree in Mechanical Engineering.
    • Training Institute qualification in relevant field with at least 15 years and/or Certification of relevant institute.

    Work Experience:

    • Minimum of 12 years on Management and operations preferable in fabrication / construction or oil and gas industry.

    Professional Skills:

    • Has sufficient knowledge of broader context in which own professional/technical function is
    • applied to perform effective in own job area.
    • Engages in continuous development activities, thus responding to constant changes caused by internal and external factors; meets the CPD standards of the relevant professional institutes.

    Essential Skills:

    • Fluent in oral and written communication
    • Good presentation skills
    • Good knowledge of Microsoft word and PowerPoint, Excel.
    • Knowledge of their job description.

    Interpersonal Skills:

    • Shows consideration, concerns and respect for other people's feeling and options, a good listener and display empathy.
    • Co-operate and works well with others in the pursuit of team goals, sharing information and supporting others.
    • Communicates orally in a clear, fluent, concise and appropriate way, which holds people's attention on both groups and in one-to-one situations, encouraging feedback as appropriate.
