    PEPFAR Deputy Coordinator/ Senior Program Advisor

    Summary:

    The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Deputy Country Coordinator (DCC) and Senior Program Advisor, reporting to the PEPFAR Country Coordinator (PCC) in Nigeria, supports the full mandate of the PEPFAR Coordination Office (PCO). The DCC works closely with the PCC to ensure communication and coordination among the various U.S. Government (USG) departments and agencies involved in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in Nigeria.

    Duties

    The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) Deputy Country Coordinator (DCC) and Senior Program Advisor, reporting to the PEPFAR Country Coordinator (PCC) in Nigeria, supports the full mandate of the PEPFAR Coordination Office (PCO). The DCC works closely with the PCC to ensure communication and coordination among the various U.S. Government (USG) departments and agencies involved in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) in Nigeria. This includes the U.S. Ambassador to Nigeria and Deputy Chief of Mission, Office of the U.S. Global AIDS Coordinator (OGAC), designated Embassy counterparts, and representatives of the PEPFAR Nigeria U.S. government implementing agencies (U.S. Centers for Disease Control and Presentation (CDC), Department of Defense Walter Reed Program, USAID, and Department of State) . The DCC is responsible for supporting coordination between USG agencies implementing PEPFAR and other partners including the Government of Nigeria, bilateral and multilateral donors, implementing partners and civil society. The DCC provides full support to the PCC and provides policy and technical guidance to the interagency PEPFAR team.

    Qualifications and Evaluations

    Requirements:

    • All selected candidates must be able to obtain and hold a Public Trust security clearance. 
    • All selected candidates will be subject to a background investigation and, may be subject to a pre-employment medical exam. 
    • Selected candidate must be able to begin working within a reasonable period of time (6 week) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    • A master’s degree in public health, international development, health related studies and public policy that affords an understanding of managing HIV and AIDS and public health initiatives is required. 

    NYSC Certificate/Exemption/Exclusion is required. 

    Evaluations:

    • You will be evaluated against the qualifications and requirements in this vacancy announcement.

    Qualifications:

    Experience: Four (4) years of progressive, professional level experience with at least three (3) years of program management level focused on HIV and AIDS is required. An understanding of the global and local landscape for HIV and public health programming in sub-Saharan Africa and Nigeria is required. An additional three (3) years of managerial experience is required. 

    Language: Fluent in speaking/reading/writing English is required. 

    Job Knowledge: An understanding of the global and local landscape for HIV and public health programming in Nigeria is required.

    Skills And Abilities: 

    Incumbent must have excellent interpersonal skills and be able to work constructively in a team structure. Must have demonstrated experience in adapting to and working effectively in different cultures. The ideal candidate will have conflict negotiation and resolution skills. Must have prior experience supervising professional staff. Numerical skills will be key - from data analytics to epidemiological reviews. Keyboard skills are required with emphasis on accuracy, not speed.
