    Office Coordinator and M&E Advisor

    The Project
    Social and Economic Participation of Returnees, IDPs, and the Host Population in North-East Nigeria (SEPIN):

    • On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Programme, ‘Social and Economic Participation of Returnees, IDPs, and Host Population in North-East Nigeria’ (SEPIN). The main objective of the programme is to improve the economic and social participation of returnees, internally displaced persons, and vulnerable members of host communities in Adamawa State in a gender-responsive way.
    • Adopting an integrational approach, the programme contributes to SDGs 1, 2, 5, 10, and 16 in accordance with the ‘leave no one behind’ principle and hopes to complement the humanitarian response to the crisis in the Northeast by going beyond a humanitarian short-term approach and focusing on a more long-term development perspective, through the institutionalization of gender-responsive participatory planning and provision of livelihood support.
    • Addressing the situation of IDPs, returnees, and the host population, the Programme is primarily implemented at LGA and community level to ensure direct benefit for the target groups. Through the Community Development Planning (CDP), the Programme hopes to strengthen the relationships between local communities and community leaders, government institutions, and civil society. Simultaneously, the Programme hopes to build the capacities of local and state governments as well as civil society and community-based organizations for improved service delivery. Alongside the CDPs, the Programme will set up and consolidate spaces and mechanisms where women can meet to engage in dialogue to identify problems, needs, and priorities and voice their concerns to the leadership of their communities.
    • The gender and governance interventions will be supported by social protection and livelihoods measures. Particularly, the focus in these areas is to build the capacities of state institutions for an inclusive, transparent, and accountable state social protection system and to further strengthen the social safety net system to reduce the burden of poverty and hunger amongst vulnerable communities.

    Responsibilities

    • Under the supervision of the Head of Programme, the Office Coordinator and M&E Advisor manages and coordinates the activities of the field office in Maiduguri and supports monitoring and evaluation of Programme activities.

    Tasks
    The Office Coordinator and M&E Advisor will undertake the following roles and functions:

    Office Management:

    • Supervises and manages the support and administrative staff at the field office (drivers, security guards, cashier).
    • Is responsible for organizing logistical aspects of the office (coordinate maintenance, supervises guards, etc.).
    • Ensures that computers and software function properly.
    • Monitors the availability of accessories and stocks.
    • Monitors procurement in accordance with GIZ guidelines.
    • Oversight for filing documents in reference files or in DMS in line with GIZ’s filing rules.
    • Manages confidential files, specifically in the areas of personnel and finance.
    • Ensures that financial and administrative regulations are complied with by all programme staff in the field office.

    Coordination Tasks:

    • Coordinates with the Head of Programme on the mode of service delivery to program partners.
    • Coordinates and ensures smooth running of the program office in adherence to GIZ code of conduct, and administrative, financial, logistic, human resource, and security procedures.
    • Represents the Head of the Programme at relevant stakeholders’ forums and liaises with program partners at state level.
    • Ensures that information is exchanged between programme staff, partners, and other institutions.
    • Accompanies the Head of Programme to meetings if necessary.
    • Prepares and organizes internal meetings, workshops, and events.

    Maintenance:

    • Leads in the development of calls for proposals, assessment of partner proposals, and preparation of the grant agreements.
    • Ensures grants monitoring efforts including checking the financial reports/documents of partner(s) before submission to the GIZ headquarters and giving feedback to partners on adjustments needed for correction of financial reports, ensuring that expenditure tallies with budget provisions.
    • Leads in the contracting of consultants and service providers and monitoring of the implementation of such services.
    • Identifies, mitigates, and communicates about risks around external stakeholders' engagement, strategy/programme, finance, operations, compliance, and environment.
    • Ensures transparent, compliant, and accountable management and oversight of project funds and component budget.

    Programme Planning and Implementation:

    • Supports the design, organization, and conduct of programme progress review activities involving all programme components and implementing partners and other stakeholders.
    • Assists the programme personnel/partners in the development and use of M&E tools.
    • Supports in-field supervision of key M&E activities (data collection, cleaning, analysis) and ensures data quality.
    • Supports programme evaluation, reviews, and reporting.
    • Collates and documents data received from partners’ M&E activities and reporting.
    • Makes intellectual contributions to the programme’s strategic and operational planning process, including requirements for achieving overall improvement in programme performance.
    • Conducts training for partner staff regarding data collection and collation.
    • Prepares reports and information material based on M&E data.
    • Moderates meetings with partners in connection with monitoring and evaluation at the field level.

    Knowledge management:

    • Supports the M&E Coordinator in the management of the programme’s electronic M&E database and regularly updates the database.
    • Supports the programme components in design, implementation, review, and updating of result-based monitoring and evaluation plans, ensures alignment of these plans and monitoring across the programme.
    • Documents experience, lessons learned, and best practices relating to the programme and partner activities and makes recommendations for ensuring that the GIZ strategy remains consistent and effective.
    • Provides focused technical assistance to implementing partners for more systematic and organized actions in data collection, analysis, storage, retrieval, and management for decision making.
    • Generates, reviews, and updates process indicators for monitoring programme progress.
    • Keeps an archive of human interest and success stories (most significant changes).

    Other Duties / Additional Tasks

    • Assists other non-national experts, if necessary, as a translator, especially during progress review activities.
    • Performs other duties and tasks at the request of management.

    Qualifications

    • University Degree in Social Sciences (Economics, Political Science, Public Administration, Social Statistics, Mathematics Demography, or similar fields). A Master’s degree will be an added advantage.

    Professional Experience:

    • Working experience in a coordinating or team lead position with a local or an International NGO.
    • Experience and familiarity with key regional, state, and local government level political, top administrative and traditional leaders & actors in Borno State.
    • Knowledge & familiarity with the political and administrative structure and systems in Borno State.
    • Knowledge of North-East Nigeria security context – the actors, challenges, current and previous efforts by state and non-state actors.
    • Familiar with International development and humanitarian actors working in Borno State including CSO’s and CSO networks.
    • Knowledge of the humanitarian and development nexus especially as it applies to north-east Nigeria.
    • At least 6 years working experience in Hands-on project management and ability to efficiently manage numerous activities simultaneously, a flair for problem-solving and an ability to self-navigate through complex bureaucratic environments.
    • Experience in research, data analysis and result-based monitoring.
    • Knowledge of office, finance & admin as well as fleet management.

    Other Experiences and Skills:

    • Knowledge of Hausa and other relevant local languages spoken in the northeast of Nigeria would be an added advantage.
    • A very good working knowledge of Microsoft Word, Excel and PowerPoint.

    Salary
    According to GIZ salary scale for Band 4.
