    Advisor, Capacity Development and Project Development

    Background

    • As a service provider in the field of international cooperation for ustainable development and international education work, we are dedicated to haping a future worth living around the world. GIZ has over 50 years of xperience in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security.
    • The diverse expertise of our federal enterprise is in demand around the globe – from the German Government, European Union institutions, the United Nations, the private sector, and governments of other countries. We work with businesses, civil society actors and research institutions, fostering successful interaction between development policy and other policy fields and areas of activity. Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ).
    • The registered offices of GIZ are in Bonn and Eschborn. Our approximately 23,500 employees, almost 70 percent of whom are national personnel, work in a round 120 countries (July 2020) GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

    The Project
    Nigerian Energy Support Programme (NESP):

    • The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government and implemented jointly by the Federal Ministry of Power, Works and Housing and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims at enabling and fostering investments in a domestic market for Renewable Energy (RE) and Energy Efficiency (EE) and improving access to electricity in Nigeria.
    • As part of the programme activities and in close collaboration with its public and private partners, the Component “Capacity Development” aims at standardizing skill acquisition of professionals, improve training delivery of partner institutions and ensure technical support to the operationalise the national certification of skills for the growth and advancement of clean energy in Nigeria.
    • This includes activities with Federal Ministry of Power (FMP) & Federal Ministry of Works & Housing (FMWH). Partnerships have been established with the Council for the Regulation of Engineering in Nigeria (COREN), relevant Ministries, Departments & Agencies (MDA’s), Academia, Centres for Renewable Energy Research as well as the private sector.

    Responsibilities & Tasks
    Responsibilities:
    Under the direct supervision of the Head of Component, Capacity Development, the Advisor will;

    • Facilitate the processes required to support the expanding training network and implement activities towards improved training delivery and skills development in the sector.
    • Facilitate the implementation of the framework to operationalise the clean energy certification for skills including stakeholder engagement with strategic coordination and support to the Industry Advisory Committee (IAC)
    • Contribute to the review and update of competency standards for clean energy certification and corresponding curricula
    • Develop training concepts, support the selection of training providers, training preparation and implementation.

    Tasks:
    Below is a non-exhaustive list of the tasks you will be expected to perform:

    • Both, independently and in collaboration with other Components of NESP (and under the supervision of the Head of Component) the advisor plans, designs, prepares, organizes, coordinates, and implements interventions and activities e.g., baseline and other studies, trainings, seminars, and workshops, and prepares related budgets, networking events, linkages, awareness, and sensitization campaigns.
    • Provides strategic, operational, and other technical support to stakeholders and training partners
    • Assist and monitor the development and implementation of operational plans and activities in close consultation with counterparts to ensure quality and suggests necessary changes, improvements, and initiatives
    • Facilitation stakeholder coordination between the stakeholders in the sector including the private sector and training institutions to ensure the demand-oriented skills development and employment promotion
    • Support general administration and logistics (incl. consultants’ missions, events organisation, and procurement of services/material).

    Activity Coordination:

    • Organising field missions and events (for NESP local partners and/or consultants incl. workshops, validation workshops, awareness campaigns, meetings, study tour, training of trainers, etc).
    • Capacity building and regular coordination with key partners i.e., Council for the Regulation of Engineering in Nigeria (COREN), Industry Advisory Committee (IAC) and training partners
    • Supporting project planning, implementation, and coordination of activities (incl. ToRs for consultants, concepts, budgeting, review of consultants’ invoices, trace studies, presentations, and reporting).
    • Review the project’s operational plan periodically to ensure that proposed activities are meeting specified outputs in line with the project’s indicators.

    Knowledge management:

    • Ensures knowledge exchange with other Components of the Programme
    • Prepares appropriate input for various Component/ programme reports including annual reports, presentations and contributes to the other reports required by the programme
    • Knowledge management of the work results (organize and update project documentation, filing, database).
    • Ensure communication and visibility of the results in line with NESP’s Communication and Visibility Plan/Strategy.
    • Support in the planning, monitoring and evaluation of Component activities (incl. drawing up monitoring/progress reports).
    • May be assigned other tasks as required

    General Obligations
    The Advisor:

    • Is familiar with all components of the programme, concepts and status of implementation and knows the corresponding experts and staff.
    • Represents the interest of the GIZ and the programme and always acts on its behalf; and
    • Carries out important tasks for the programme, even if these are not explicitly cited in the job description; performs other duties and tasks at the request of the management.

    Required qualifications, Competences and Experience
    Qualifications:

    • University Degree in Energy, Social Sciences, Vocational Education and training or similar area of study. Master’s degree is an added advantage.

    Professional experience:

    • Good working knowledge of virtual meetings and computer applications (e.g., MS Office, MS Teams)
    • 5 years’ experience working in a similar position in the energy sector, technical vocational training preferably for an international organization.
    • Strong interpersonal, negotiation, conflict management and communication skills are required
    • Candidate should be familiar with Renewable Energy and Energy Efficiency stakeholders in Nigeria
    • Knowledge of best practices in certification of skills is an added advantage
    • Strong multi-level stakeholder management ability is mandatory
    • Understanding of basic approach for training and other teaching methodology is desirable
    • Experience in working with international organizations.

    Desired additional qualifications, competencies, and experiences:

    • Fluent written and oral knowledge of English.
    • Knowledge of project management practices.
    • Excellent presentation, monitoring, evaluation, and reporting skills
    • Knowledge of blended-learning and aspects of digitalization in learning
    • Ability and willingness to travel regularly to any region in Nigeria (including rural areas).
