EU/TAC Finance Officer at WaterAid

Background

The EU funded Technical Assistance to CSOs project is to support improved WASH governance at all levels of service delivery in Plateau Statefor a period of 24 months. The project will be implemented by WaterAid Nigeria in Plateau state from July 2018 to July 2020 primarily with the Society for Water and Sanitation (NEWSAN) and other key civil society networks in the state. WaterAid Nigeria (WANG) will work through the CSO partners to strengthen the technical capacity of WSS institutions in Plateau state and work with community groups in providing platforms of engagement between citizens and service providers

The overall objective of the grant is to develop models/strategies to improve WASH governance in the three beneficiary States where Water Supply and Sanitation Sector Reform Programme (WSSSRP) III is implemented. The project is designed to partly to measure success by the improved inclusion of marginalised and vulnerable populations. The project will be implemented using the Equity and Inclusion and Human Rights Based (HRBA) approaches.

Justification
Access to sustainable WSS services has remained a challenge in Plateau state with just about 2 in 5 households having access to basic water supply and about 1 in 4 households having basic sanitation access (Multiple Indicator Cluster Survey, 2017). In the focal LGAs of this project, water supply access is dismal, with 18.3% of households in Riyom LGA having access to a clean water source and 6.4% of households having similar access in Shendam LGA while less than 5% of communities in the LGAs have had the CLTS approach implemented in them.

The role holder will be expected to ensure the following gaps are addressed;

Project implementation

Providing all round financial management and capacity building support to WaterAid Nigeria partners (mainly local governments authorities and local civil society organizations) and their staff to develop effective financial processes that are in line with GAAP and in compliance with WaterAid and EU- specific financial policies & procedures.

Job Description

Financial accounting & Reporting

• Ensure that partners maintain adequate and appropriate financial accounting records.
• Ensure accurate and prompt disbursement of funds within the EU guidelines
• Responsible for posting of expenses to correct accounting codes within the project budget
• Prepare monthly project financial reports, consistent with donor procedural and reporting requirements.
• Monitor Partner cash flow and deal with fund transfer requests for activities
• Ensure timely retirement of all cash advances.
• Provide timely and accurate input into Month end and Year end processes.
• Prepare and maintain project register for EU funded Property, Plant and Equipment (PPE)
• Check /Verify requests for payments, and purchase orders, prior to payment run, to ascertain whether sufficient project funding is available and that requests are charged to correct budget lines.
• Attend to queries regarding project reports/budgets in a timely manner to avoid delays to project plans attributable to late processing of partner transfers.
• Provide project data for input into project and WaterAid annual plans and budgets.
• Support the project officer in preparing monthly budget for consolidation

Key working relationships

• Work in a matrix system with multiple reporting lines to NEWSAN Plateau State Coordinator, WaterAid Sector Support and Capacity Manager and EU accountant
• Work with Project Officer to implement EU-TAC projects

Skills & Qualifications

• Bsc or HND Accounting 
• Minimum 2-3 years Post NYSC Experience working in a relevant position
• Previous experience in managing and supporting partner organisations working on European Union funded project or other donor funded projects
• Good written and verbal communication skills, able to communicate information and ideas clearly to others
• Applicants already residing in Jos are preferred
