    HSE Supervisory Engineer

    SERVICE DIMENSIONS

    • Provide necessary HSE support to the Facilities Management and Administration (FM&A) entity
    • Ensure implementation of Zero Fatality Programme in Lagos urban perimeter
    • Assist in incident investigation and analysis, site specific JRA, and weekly, monthly reporting
    • Enforce Zero Fatality Program within Facilities Management & Administration
    • Coordinate all aspects of HSE training for FM&A and other personnel in Lagos
    • Support HSE-MS Audits and Pre-mobilization of equipment inspections. HSE Supervision/PTW monitoring

    ACTIVITIES

    The incumbent is required to:

    • Monitor all activities within COMPANY Facilities Management & Administration to ensure compliance to the MAESTRO
    • Principles, COMPANY Golden Rules and Industry Best Practices
    • Manage the PTW process to ensure that hazards inherent in the job are identified and mitigating measures are in place for the safe execution of job.
    • Collate, update and document man-hours and other HSE Key Performance Indicators; analyse and interpret trends
    • Ensure the implementation of the approved Contractor and sub-contractor project HSE plan and referenced procedures including bridging documents.
    • Carry out HSE Trainings and awareness campaigns (COMPANY Golden Rules, Anomaly Reporting and Job Risk Assessment,
    • PTW, ISO 14001:2015 implementation) for personnel
    • Contribute to the implementation of ISO14001 in COMPANY Facilities with the aim of retaining ISO14001 certification status of Office and Facilities.
    • Perform Contractor’s HSE Capability Assessments and Performance Improvement Programmes (Contractor Forum,
    • SQE/SQM, Close out Meetings)
    • Review of Contractors HSE deliverables from desktop evaluation to site work execution.
    • Preparation of HSE section of Contractor ITT Documents, Evaluation of Contractor deliverables (Desktop and Facility evaluations).
    • Highlight any observed deviation to company’s procedures related to HSE management in Contracts
    • Participate in JRA, Kick-off meetings, PTW and other meetings as may be required from time to time.
    • Report all incidents/accidents on Synergi and carry out investigation to determine the root cause and report same to management
    • Investigate and follow up all incidents/accidents to closure out on Synergi.
    • Lead/participate in Cause Tree Analysis to determine the cause(s) of any incident and make necessary recommendation to management to prevent recurrence
    • Report, collate, analyse HSE event trends; follow up on all Anomalies to ensure they are closed out in a timely manner
    • Carry out all HSE tests/inspections for safe operation of COMPANY Facilities; performed them as defined in the operating manual.
    • Record HSE actions of COMPANY Facilities in Synergi and monitored in Synergi database; and generate report for presentation to management.
    • Implement effective Anomalies management and close out system in COMPANY Facilities.
    • Carry out COMPANY Downgraded Situation Audit in COMPANY Facilities and Estates.
    • Carry out review of REX recommendations to ensure they are fully integrated into the system (notice boards, meetings, procedures and JRAs) within COMPANY Facilities
    • Participate in planned Internal and Contractors’ HSE Management System audits and provide regular feedback.
    • Undertake and facilitate site HSE audits & inspections and monitor all actions, including OPERSAFE & MAESTRO Audit corrective actions.
    • Liaise with Technical Logistics and HSE Methods departments to carry out pre-mobilization inspections and Contractor-MS audits in line with applicable COMPANY procedures, and document all reports from these audits and inspections
    • Carry out internal system of audits and inspections for operational activities within COMPANY Facilities to ensure that they are in line with the requirement of procedures of PTW, DGS, Electrical Isolation, etc
    • Organize contractors HSE forum with key contractors in Facilities Management & Administration. Carry out HSE MS Audit of Contractors
    • Carry out any other duties/projects that may be assigned to him/her by the Hierarchy

    • Close and proactive working relationship with FM&A entity, HSEQ and other COMPANY Entities and sites

    QUALIFICATIONS / EXPERIENCE REQUIRED

    • Formal Education: Bachelor of Engineering or Sciences
    • Excellent computer skills: office tools and software, database management (excel, access), Synergi
    • Fluent in English with good communication skills.
    • Need to be a team player, discrete, objective and firm.
    • Good communication and presentation skills and leadership skills for meeting and reporting.
    • Organizational ability and interpersonal skills with good computer knowledge.
    • Must have good knowledge of applicable standards in safety
    • Membership of a NISP or other Safety professional bodies
    • Must be persuasive with ability to influence other operations
    • Certifications in HSE Audit Standards (ISO 45001, ISO 9001 etc.) is an added advantage

    Senior Contract Engineer

    SERVICES DESCRIPTION

    • Services to be performed by the CONTRACTOR shall include the following, but without limitation:
    • Verify that company's Contractual Policies and applicable laws and regulations are adhered to, especially related to ethics and transparency.
    • Verify that Contracts comply with the standards of the company and the agreements with the partners.
    • Ensure the application and respect of the procedures in the tender process.
    • Work closely with the DUET counterpart to create the contracts dossier, develop a clear definition of contractual responsibilities and discuss the agenda including: Validation of contracts strategy, negotiation and analysis of commercial bids, participation in recommendations to award.
    • Adapt standard contract templates to local conditions
    • Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
    • Liaise with Methods and Performance and Domain Manager for timely reporting (not limited to validate and record savings in Agora) and statistics matters
    • Keep informed of best practices in contracts procedures in other entities and affiliates for improvement of contracts practices in the COMPANY.
    • Promote the use of frame agreements.
    • Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information to perform market studies; analyze and assess all possible answers from the market
    • Participate in the validation of the contracts strategy through: Arranging and attending Contracts
    • Committee Meetings, common recommendation with duet, pre-qualifying bidders, defining target prices, defining criteria for evaluation, establish CFT commercial documents, etc.
    • Prepare and send out the dossiers of pre-consultation for Standard or Complex invitations to bid.
    • Verify the alignment with Ethics, Compliance, H3SEQ clauses, Company rules, Procedures, Instructionsand applicable legislation when issuing all technical contracts and when drafting contractual and commercial terms and conditions
    • Verify the Terms & Conditions (standard, general and financial)
    • Create contracts from standard templates (where they exist) or develop one (where template is not available) and create outline agreements in SAP.
    • Conduct the Terms & Conditions bid analysis and negotiation for the best interest of COMPANY.
    • Conduct the commercial bid analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the DUET
    • Take the leading role in recommendations to award presentation to contracts Committee in collaboration with triplet.
    • Participate in the signing of formal document after approval from authorities and partners and clarification of rights and obligations of both signing parties according to DOA
    • Ensures that own contracts are created and managed in UNISUP and AGORA, ensure effective use of tools and systems (Ariba, NIPEX, REX+, AGORA) for optimum productivity.
    • Prepare files for the settlement of lawsuits in relation with the legal, insurance and financial department
    • Monitor contractor's performance with Duet, promoting and attending service quality meetings, claims, amendments and contract renewal discussions with contractor and manage and maintain a network with Stakeholders such as NAPIMS, NCDMB, etc.
    • Carries out any other duties that may be assigned to him/her from time to time

    HSE RESPONSIBILITIES

    • Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation
    • Take the necessary measures to avert immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installations or avoid pollution
    • Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans
    • Promote safety culture within Company by reporting of anomalies

    SERVICES PERSONNEL PROFILE

    • A degree in Engineering, Management or Social Sciences (preferably Supply Chain)
    • Membership of relevant professional bodies in the Supply Chain and in Operational functions will be an added advantage.
    • Proficiency in MS Office Suites (Word, Excel, PowerPoint)
    • 5 to 8 years' experience in oil and gas industry of which 3 years should be as a Senior contract Engineer.
    • Demonstrable general knowledge and understanding of commercial, legal and insurance issues affecting the company in general.
    • Strong communication and analytical skills are necessary for a range of complex internal and external negotiations.
    • Candidate’s ability to learn & be trained quickly on SAP/R3, SAP reporting tool and e-sourcing tool will be an added advantage.
    • Requires a very good level of coordination, negotiation, interpersonal relationship, conviviality, capacity of anticipation, analysis, and synthesis.
