    Consultant / Project Officer SGBV & PSEA

    Expected tasks of the Consultant/Project Officer

    • Develop, implement and monitor a 2024-2025 work plan outlining how to mainstream SGBV and PSEA throughout NRCS programming, including within its collaboration with ICRC
    • Identify, coach and engage with branch-level PGI/SGBV/PSEA focal point volunteers and support them in delivering their day-to-day programs
    • Deliver trainings on SGBV and PSEA to branch focal points and other volunteers, and support with step-down training to volunteers
    • Identify entry points and opportunities to integrate/mainstream SGBV/PSEA into existing or forthcoming activities and programs
    • Engage with relevant external organizations in order to facilitate referrals and develop referral pathways, knowledge-sharing, joint awareness raising, training
    • Take a lead role in ensuring staff and volunteers sign and receive training on the Code of Conduct which clearly prohibits SEA, obliges reporting of such acts, and enforces these clauses when breached.

    Key deliverables:

    • A work plan/road map outlining how to mainstream SGBV and PSEA throughout NRCS programming, including within its collaboration with ICRC
    • 6 trainings on SGBV and PSEA delivered to NRCS volunteers/staff
    •  Referral pathways for victims/survivors of SGBV/PSEA in priority areas of Borno, Adamawa, Yobe and other NRCS branches established (with support from ICRC) and disseminated within branches
    • 6 coordination meetings held with ICRC Sexual Violence team / Integrity Advisor

     General duties:

    • Support a collaborative approach to protection and safeguarding, with other program departments and units e.g. HR, NSD, PGI, CEA, technical staff and legal staff/focal points.
    • As required, stand in for the Director of National Society Development to act as a channel to receive allegations of SEA.
    • Report and where relevant refer allegations to the organization whose personnel are implicated, and survivors to assistance in line with internal procedure and available pathways.
    • Participate in quarterly NRCS Technical Working Group (TWG) on Protection

    Education

    • Degree in Law, Psychology, Sociology, Human Rights, etc. Post – graduate degree in Social Works or related Social Sciences is an added advantage. Prior knowledge (as certified e.g. through institutional training or formal education) on either PGI, PSEA or SGBV is also a requirement.

    Professional experience required

    • At least 3 years of relevant work experience in the development/humanitarian sector at a technical level on issues related to SGBV, PSEA, protection, safeguarding etc. Strong knowledge of the local context and norms related to sex and gender
    • Strong knowledge and understanding of NRCS institutional approach on SGBV and PSEA and related strategies, policies, rules and regulations;
    • Demonstrated ability in coaching and training staff/volunteers
    • Demonstrated experience working directly with local communities;
    • Familiarity with data protection and confidentiality measures and protocols.

    Skills

    • Excellent communication and facilitation skills
    • Well organized, with very good planning and time management skills
    • Self-supporting in computers (Email, Internet, spread sheets, word-processing, etc.)
    • Excellent networking skills.
    • Professionalism (proven integrity, objectivity, and professional competence)
    • Knowledge of English and Hausa (other local languages are an added value)

    • Organizes archives of all reports and documents and treat them as confidential.
